Please see the attached VIMP for the Chadbourn Mill redevelopment which has been further revised to address the 
comments below. 

One item of note associated with the 4th bullet.  I was mistaken during our recent conversations associated with the slab 
in the area of the mill building elevator shaft.  After speaking with the GC, the slab in the area of the existing elevator 
shaft will be removed for installation of a new elevator.  Water proofing and vapor barriers will be installed beneath the 
slab at each new elevator shaft wall and beneath the new elevator slab.  We have included this information in the text of 
VIMP. 

Please confirm that you have received this email (VIMP size ~15MB) and please let us know if we have approval to 
proceed with construction and installation of the VIMS.

The NCDEQ has reviewed the revised Vapor Mitigation Plan and is providing the following comments. 

 Section 5.1: Leak checking prior to collection of the sub‐slab soil gas samples should include directing purged soil 
gas to a tedlar bag (or similar). It’s not clear in the proposed language that the helium detector will not be 
directly connected to the sampling train (only acceptable if approved by the manufacturer of the helium 
detector or a backflow preventer is used).  
 Section 5.1: Sub‐slab soil gas sample locations are to include three (3) samples from the Power House Building 
and at a minimum from the sample locations noted with blue circles on the attached screen cap of VM2 
attached as a PDF.  
 Section 5.3: At least two indoor air sampling events must be conducted prior to DEQ making the determination 
that no additional sampling is warranted for the Mill Building (with the second event taking place approximately 
6‐months after). This is due to the presence of chlorinated solvents, including TCE, in the sub‐slab soil gas, that 
some features (such as the elevator shafts and sumps) may not be vapor‐proofed or influenced by the proposed 
VIMS (also addressed in comment below), and the fact that this proposed VIMS system is a retro‐fitted passive 
system. 
 Drawing V100 Spec. L.1 states “the exterior below grade walls of the elevator shafts and any sumps shall be 
water and vapor‐proofed.” It is our understanding based on previous conversations that because these are 
existing features, it’s not possible to address vapor‐proofing. If that is accurate, additional indoor air samples (in 
addition to the proposed indoor air samples) shall be collected as close to these features as possible to

document that these features are not acting as conduits, creating a completed vapor pathway between the sub‐
slab and indoor air.  
 Drawing VM1, Detail No. 7 shows a vapor sampling port that will extend beyond the exterior foundation of the 
building before elbowing to the surface. We have a concern that this point may become damaged (either during 
construction activities to complete the building after its installation or in the future) and that leak checking at 
the surface may not reveal a leak/break present between the exterior of the foundation and the surface (see red 
text notation on screen cap of detail no. 7 below). Provide a response addressing this concern, if requested we 
can provide an example or two how other engineers have elected to address this concern for your information.  

Please provide responses to the comments above and revise the plan accordingly.

Please find a copy of the Vapor Intrusion Mitigation Plan (VIMP) for the Chadbourn Mill redevelopment attached.  The 
VIMP includes treatment for the small boiler building, new construction surrounding the boiler building, and the ground 
floor level of the original mill building. 

As indicated in earlier correspondence, the redeveloping team is ready to start construction and would like to use the 
attached VIMP to install the system(s) as soon as possible.  At your earliest convenience, please review and let us know
