A Site location map is included as Figure 1. The Site is in the North Carolina Department of Environmental Quality (DEQ) Brownfields Program (Brownfields Project #20094-16-036). This assessment was performed in accordance with the approved Export Soil Characterization Work Plan dated March 28, 2019. The subject Site is comprised of two parcels totaling approximately 11.32 acres situated on the western bank of the Catawba River. The Site contains a vacant office building which is approximately 2,000 square feet and two asphalt paved parking areas. The remainder of the Site is vacant land. Grading and construction activities are currently underway at the Site in accordance with the DEQ-approved Environmental Management Plan (EMP) dated July 26, 2017. The Site is planned to be redeveloped with 70 townhouse units and 102 multi-family apartment units, a leasing office, limited urban greenspace, asphalt-paved parking, and landscaped areas. H&H understands that the redevelopment will result in a net export of soil from the Site. Currently, three soil stockpiles consisting of approximately 750 cubic yards (CY) each are staged in the southeastern portion of the Site (identified as Stockpile #1 through #3). Stockpile #1 was generally cut from the central portion of the Site, Stockpile #2 was generally cut from the northern portion of the Site, and Stockpile #3 was cut from the southwestern portion of the Site. The sampling of stockpiled soil will be used to determine the suitability of the soil for use as beneficial fill and to assist in identifying an appropriate destination for the proposed export soil. 2 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx H&H understands that in addition to DEQ Brownfields, the DEQ Division of Waste Management (DWM) Solid Waste Section (SWS) may be involved with review of this report to determine if the proposed soil-import property is an appropriate destination for the stockpiled soil. Stockpile soil characterization assessment activities are described in the following sections. Background The Site was developed with a textile mill prior to 1929. At that time, the Site contained a main production building, a boiler building, an attached warehouse, caustic and sulphuric acid tanks, gasoline underground storage tanks (USTs), a detached warehouse, and the current office building. Two railroad spurs serviced the Site’s operations until the mid-1960s. An attached dye house addition was completed by 1965. Former textile operations at the Site consisted of yarn mercerizing, bleaching, and dyeing. The Site was occupied by the Belmont Processing Company until the mid-1940s, when Aberfoyle Manufacturing Company took over operations at the Site. The Site was operated by Belmont Dyers Company from the mid-1970s until 2003. During this time period, Michelle Textiles also operated in a portion of the building. The former mill buildings were razed beginning in mid-2007, and the Site has remained vacant since that time. Soil and groundwater assessment have been conducted at the Site from 1991 to the present. Assessment and remediation are currently being conducted by the Remediating Party, Meridian Specialty Yarn Group, Inc. (Meridian), pursuant to a voluntary Administrative Agreement (AA) with the DEQ Inactive Hazardous Sites Branch (IHSB) Registered Environmental Consultant (REC) Program. Currently, a Remedial Investigation (RI) is being performed to define the extent of compounds in environmental media. Results of groundwater assessment indicate that groundwater impacts (primarily tetrachloroethylene or PCE) are present in the central, southern, and eastern portions of the Site at concentrations exceeding the 15A North Carolina Administrative Code 02L .0202 Groundwater Quality Standards (2L Standards). Analytical results of the most recent groundwater sampling event conducted in November 2017 indicated concentrations of PCE, trichloroethylene (TCE), 1,4-dichlorobenzene, and 1,1-dichloroethylene 3 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx exceeding DEQ Residential and Non-Residential Vapor Intrusion Groundwater Screening Levels (GWSLs) in the southern and eastern portions of the Site. Limited soil assessment activities have been conducted at the Site by H&H and others. The results of previous soil assessment conducted in September 2005 indicated PCE was detected in one soil sample (GP-5) collected from the far southern portion of the Site at a concentration of 19 milligrams per kilogram (mg/kg), which is above the DEQ Residential Preliminary Soil Remediation Goal (PSRG) of 17 mg/kg but below the Industrial/Commercial PSRG of 82 mg/kg. The results of previous soil assessment conducted in November 2016 indicated two polycyclic aromatic hydrocarbons (PAHs; benzo[a]pyrene and dibenzo[a,h]anthracene) were detected at concentrations exceeding Residential PSRGs but below Industrial/Commercial PSRGs in a soil boring advanced in the north-central portion of the Site (SB-2). Metals including arsenic and manganese have been detected at the Site at concentrations above Residential PSRGs but within the range of regional background metals concentrations. 2.0 Export Soil Characterization Scope of Work H&H conducted soil characterization sampling of the stockpiled soil to determine the suitability of the soil for use as beneficial fill and to assist in identifying an appropriate destination for the proposed export soil. H&H collected stockpile soil samples on March 28, 2019. H&H collected soil stockpile samples at a sampling rate of approximately one sample per 750 CY. Therefore, one sample was collected from each of the three stockpiles for laboratory analysis. As indicated on Table 1, the stockpile samples were collected for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260, semi-VOCs (SVOCs) by EPA Method 8270, and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7179/7196. 4 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx 3.0 Export Soil Characterization Sampling Methodology The stockpile soil characterization activities were performed in general accordance with DEQ IHSB’s Guidelines for Assessment and Cleanup (Guidelines) dated October 2015 and the most recent version of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support (SESD) Field Branches Quality System and Technical Procedures guidance. Soil characterization samples collected for analysis of SVOCs and metals were collected as composite samples using a decontaminated stainless-steel hand auger. The composite samples consisted of five sample aliquots that were combined in the field to form one sample for laboratory analysis. Each aliquot was field screened for the presence of VOCs using a calibrated photoionization detector (PID). VOC samples were collected as grab samples using a decontaminated stainless-steel hand auger from the general area of the aliquot which exhibited the highest indication of impact during field screening. Field screening indicated PID readings that ranged from 0.1 parts per million by volume (ppmv) to 1.5 ppmv. The soil samples were placed in dedicated laboratory-supplied sample containers, labelled with sample ID, date and time and requested analysis, covered with ice, and shipped to a Prism Laboratories, Inc. (Prism) under standard chain of custody protocols. 4.0 Soil Characterization Sampling Results In Table 2, the soil laboratory analytical results are compared to the DEQ IHSB Protection of Groundwater, Residential, and Industrial/Commercial PSRGs dated February 2018. Because background metals data are not available for the subject Site, metal concentrations were compared to regional background levels for North Carolina soils as published in Elements in North American Soils by Dragun and Chekiri (2005) before comparison to the PSRGs. H&H requested that Prism, a North Carolina-certified laboratory (NC Certification No. 402), include a Level II Quality Assurance/Quality Control (QA/QC) data package for the laboratory report. Additionally, H&H requested Prism report values to the laboratory-specified method 5 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx detection limits using J-flags and that the laboratory method detection limits met the lower of the PSRG values (to the extent feasible). VOCs Analytical results indicate that PCE was detected in Stockpile #3 at an estimated concentration of 0.0083 J mg/kg which is above the Protection of Groundwater PSRG of 0.0063 mg/kg, but below the Residential PSRG of 17 mg/kg and the Industrial/Commercial PSRG of 82 mg/kg. No other VOCs were detected at concentrations above PSRGs. SVOCs Analytical results indicate that no SVOCs were detected at concentrations exceeding PSRGs. Metals Analytical results indicate that metals concentrations in the stockpile soil samples are consistent with regional background levels. Concentrations of arsenic were detected above the Residential PSRG and Industrial/Commercial PSRG, but within the range of regional background levels of arsenic. Hexavalent chromium was detected in each of the three stockpiles are concentrations ranging from 0.40 J mg/kg to 0.58 mg/kg, which are above the Residential PSRG of 0.31 mg/kg. The hexavalent chromium detections were generally consistent in concentration and were cut from depths ranging from zero to eight ft below ground surface (bgs) from across the Site. Although the presence of hexavalent chromium in the environment may be the result of anthropogenic activity, hexavalent chromium is potentially present in background soil. For example, the New Jersey Department of Environmental Protection (NJ DEP) conducted a study of background levels of hexavalent chromium in soil. Results indicated that of the 258 samples analyzed, 36% contained detectable concentrations of hexavalent chromium, with a 75th percentile concentration of 1.4 mg/kg and a 99th percentile concentration of 5.5 mg/kg1. 1 http://nemc.us/docs/2011/presentations/Presentation-NagourneyS-8-16-11-Tue- PM%20[Compatibility%20Mode].pdf 6 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx No other metals were detected at concentrations above PSRGs. 5.0 Quality Assurance/Quality Control H&H utilized standard quality assurance/quality control (QA/QC) processes during the Brownfields additional assessment activities. Non-dedicated sampling equipment, including the hand auger, was decontaminated using Liquinox® detergent and deionized water prior to and between each sampling location. H&H wore nitrile gloves while handling samples. 6.0 Investigation Derived Waste Management No significant soil impacts were observed during field screening and sampling activities. Therefore, investigation derived waste (IDW) soil cuttings were placed back into the soil stockpile at each sample location. 7.0 Stockpile Soil Characterization Summary H&H completed stockpile soil characterization activities at the Former Belmont Dyers Brownfields property located at 18 Linestowe Drive in Belmont, Gaston County, North Carolina on March 28, 2019. The assessment activities were conducted to determine the suitability of the stockpiled soil for use as beneficial fill and to assist in identifying an appropriate destination for the proposed export soil. Based on the results of the assessment activities, H&H concludes the following: • No VOCs or SVOCs were detected in Stockpile #1 or Stockpile #2 at concentrations exceeding PSRGs. • Stockpile #3 contained one VOC (PCE) at a concentration exceeding the Protection of Groundwater PSRG but below the Residential and Industrial/Commercial PSRGs. 7 S:\AAA-Master Projects\Ralph Falls (RPH)\RPH-001 - Belmont Dyers\Task 2 - Brownfields\Stockpile\Stockpile Soil Characterization Report.docx • The metal arsenic was detected in each of the three stockpiles samples at concentrations above the Residential and Industrial/Commercial PSRGs but within the range of regional background levels of arsenic. • The metal hexavalent chromium was detected in each of the three stockpile samples at concentrations above the Residential PSRG but below the Protection of Groundwater and Industrial/Commercial PSRGs.
