HomeMy WebLinkAbout19054 HD Supply 22021 Big Bertha_Soil Transfer approval_20190408 April 8, 2019 Sent Via email Mr. Matt Lucarelli Mr. Scott Bortz BMPI-ST1414 LLC Northend Graham, LLC matt@beacondevelopment.com sbortz@tribek.com Subject: Soil Transfer Approval- Tree Pit Soil Characterization Report HD Supply and Big Bertha Service Station Brownfields Sites Charlotte, Mecklenburg County Brownfields Project No. 19054-15-060 and 22021-18-060 Dear Mr. Lucarelli and Mr. Bortz: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to transfer approximately 600 cubic yards of soil from the HD Supply Street Brownfields Property (19054-15-060) to the Big Bertha Service Station Brownfields Property (22021-18-060). This request was submitted on your behalf by Mr. Nathan O’Leary of Hart & Hickman on March 21, 2019 via email. DEQ Brownfields reviewed the analytical data available from the Big Bertha Service Station Brownfields Property. Then, we incorporated the analytical data representative of stockpiled samples to be imported from HD Supply (Tree Pit Soil Characterization Report dated April 4, 2019) into the February 2018 DEQ Risk Calculator for the receiving Big Bertha Service Station Brownfields Property. The risk calculated at the Beg Bertha Service Station was not increased by the addition of analytical data from HD Supply. In addition, DEQ found that the metals concentrations were similar between the two properties. Per the HD Supply EMP, the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. Both Brownfields Properties are required, as specified in their respective EMPs, to complete an annual Redevelopment Summary Report. Details related to this soil transfer, including but not limited to, total volume, general description of field screening efforts, etc. should be included with each Property’s report. Please be advised that this approval from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
