(Mid -Atlantic) has prepared this Vapor Intrusion Assessment Report for the property located at 810 Lufkin Road in Apex, Wake County, North Carolina (Drawing 1). The Work Plan was approved by the North Carolina Department of Environment and Natural Resources (NCDENR) Brownfields Program approved the Work Plan via email on July 22, 2015. 2.0 SUMMARY OF SAMPLING ACTIVITIES 2.1 Sub -Slab Soil Gas Sampling Activities On July 29, 2015, Mid -Atlantic mobilized to the subject site to collect one sub -slab soil gas sample. As described in the Work Plan, the soil gas sample location was selected to evaluate soil gas in an area where solvent —impacted soil has been excavated previously from a former storage room (Drawing 2). A vapor pin was installed in the ground floor slab for use as a sampling port. The vapor pin is an air tight barbed fitting used for collection of sub -slab soil gas samples. The soil gas sample was collected using stainless steel "Mini- SUMMA" canister at a flow rate of 200 mL/min. For quality assurance purposes, leak checks were performed prior to sample collection using helium tracer gas, a shroud over the sample probe site, and a portable helium detector. The soil gas sample was submitted under chain -of -custody from the subject site to Con -Test Analytical Laboratory in East Longmeadow, Massachusetts for analysis by EPA Compendium Method TO-15. 2.2 Indoor Air Sampling Activities On July 29, 2015, Mid -Atlantic mobilized to the subject site to deploy Radiello samplers as described in the Work Plan. A total of 13 samplers were placed including 10 indoor air samplers, one duplicate and two ambient air samplers. The sample locations are illustrated in Drawing 2. The Radiello samplers were either placed on tripods (manufacturing area) or suspended from the ceiling (office area) to locate them between three and six feet off the floor. The ambient air sample to the southwest was mounted to a fence and the ambient air sampler to the northwest was hung from a tree. Both of the ambient air samples were protected from rain by a plastic rain shield. Mid -Atlantic returned to the subject site to collect the Radiello samplers on August 6, 2015. The Radiello samplers were submitted under chain -of -custody from the subject site to Con -Test Analytical Laboratory in East Longmeadow, Massachusetts for analysis of 1,1-dichloroethylene, trichloroethylene, tetrachloroethylene and cis- 1,2-dichloroethylene by EPA Compendium Method TO-15. 3.0 SUMMARY OF LABORATORY TEST RESULTS The laboratory analytical report and chain -of -custody records for the samples collected at the site are provided in Appendix A. Twenty four compounds were detected in the sub -slab soil gas sample collected from the former storage room and tested by EPA Method TO-15. However, no compounds were IQ Mid Atlantic Engineering & Environmental Solutions Indoor Air Quality Assessment Report Wurst Property Apex, North Carolina September 18, 2015 Page 2 detected in a concentration that exceeds NCDENR Division of Waste Management (DWM) default non-residential or residential sub -slab screening levels (TCR=1.0E-05; HQ=0.2). Sub -slab soil gas results are summarized in Table 1. The compounds 1,1-dichloroethylene and cis-1,2-dichloroethylene were not detected in any of the 13 indoor/ambient air samples collected. Tetrachloroethene was detected in each indoor air sample (11) at a concentration that exceeds DWM default residential screening levels for indoor air. The concentration of tetrachloroethene at each of these sample locations did not exceed the DWM default non-residential screening levels for indoor air. The average concentration of tetrachloroethene in the indoor air samples was 12.2 ug/m3 with a range of 8.4 to 17 ug/m3 (including the duplicate sample). Tetrachloroethene was also detected in one of the ambient air samples. The southwest ambient air sample contained 13 ug/m3 tetrachloroethene. Notably, this concentration is similar to the average detected in the indoor air samples. Tetrachloroethene was not detected in the northwest ambient air sample. An evaluation of wind related meteorological data recorded at Raleigh Durham Airport was conducted. The data evaluated included the direction of the fastest 5-second and the fasted 2-minute winds recorded. Over the eight days the samplers were deployed, these wind directions were southwest on five days, northeast on two days and west on one day. This data suggests that the southwest ambient air sample location was upwind of the subject site building for five of the eight sampling days. Trichloroethene was detected in concentrations exceeding DWM default residential screening levels in three samples (IA-5, it's duplicate and IA-8). At one location (IA-5, two samples since this was the duplicate location). trichloroethene was detected in a concentration that exceeds the DWM default non-residential screening level for indoor air. This sample location is in a former exercise room located in the northeast corner of the building. This location is in close proximity to a dissolved solvent plume, which contains trichloroethene among other compounds, emanating from the property adjacent to the north of the subject site. Trichloroethene was not detected in either of the ambient air samples. The residential indoor air sample cumulative target non -cancer hazard index (1­1I=1) was exceeded in samples IA-5 and duplicate (HI=1.6 and 1.7 respectively) and IA-8 (HI=1.2). If PCE detections were not included in risk calculations, only sample IA-5 and duplicate (HI=1.3 and 1.4 respectively) exceeded the target non -cancer hazard index (1­1I=1). The non-residential indoor air sample cumulative target non -cancer hazard index (HI=1) was not exceeded in any sample. The sample sum target cancer risk (TCR) =1.0E-05 was not exceeded in any of the samples for residential or non-residential environments. The residential sample sum target cancer risk (TCR) =1.0E-06 was exceeded for all indoor air samples except IA-6, IA-7 and IA-10; and for ambient sample AA-1. The non-residential sample sum target cancer risk (TCR) =1.0E-06 was exceeded only for sample IA-5 and its duplicate. If PCE detections were not included in risk calculations, the residential sample sum target cancer risk (TCR) =1.0E-06 was exceeded only in the IA-5 duplicate sample. 4.0 CONCLUSIONS The assessment of the sub -slab soil gas under the former storage room does not indicate presence of any EPA TO-15 Compendium compounds in concentration exceeding DWM soil gas screening levels (residential or non-residential). Tetrachloroethene was detected in each of the indoor air samples collected as well as in the upwind ambient sample location. The concentration of tetrachloroethene at all of these locations (including ambient air AA-1, the upwind ambient air sample) exceeds the DWM default residential screening levels for indoor air, but are below the non-residential screening levels for indoor air. The data does not suggest an amplification of tetrachloroethene when comparing the upwind ambient air sample concentration to the average concentrations recorded in the building. The source of the detected tetrachloroethene is not known, but the data does not indicate that the tetrachloroethene detected inside the building is the result of vapor intrusion from a subsurface source. The data show that the trichloroethene concentration in a sample collected from the former exercise room (IA-5 and its duplicate) exceeds the indoor air screening level for residential indoor environments at Hazard Index =1. The prior use of this area as an exercise room suggests that interior source of the trichloroethene is unlikely. This sample location is also in close proximity to a groundwater solvent plume emanating from the neighboring property to the north. This solvent plume contains trichloroethene as well as other chlorinated solvents. Trichloroethene was detected in one other sample (IA-8) at a concentration exceeding residential, but not non-residential, DWM default indoor air screening levels. The data suggest that vapor intrusion of trichloroethene may be occurring at the subject site.
