Olson Brownfields Program USEPA Region 4 Sam Nunn Atlanta Federal Center 61 Forsyth Street, SW Atlanta, GA 30303 Olson.Margaret@epamail.epa.gov Subject: Status of NC Brownfields Process Planters Oil Mill Site 1006 Cokey Road Rocky Mount, Edgecombe County, NC Brownfields Project Number 13019-09-33 Dear Ms. Olson: The City of Rocky Mount as Prospective Developer has successfully completed cleanup activities on a portion of the former Planters Oil Mill site at 1006 Cokey Road in Rocky Mount as reported in Brownfield's Cleanup Report, Former Planters Oil Mill Property, Rocky Mount, NC (Hart & Hickman, September 30, 2011). This work was completed in accordance with the Brownfield Agreement (BFA) negotiated between the North Carolina Department of the Environmental and Natural Resources Division of Waste Management (DENR DWM) and the City of Rocky Mount for the site. The Notice of Brownfield Property (NBP), which includes the BFA and other documentation, was approved for public comment on April 19, 2012. The public comment period ended on May 18, 2012. No public comments on this project have been received by the State. We are preparing final documentation for signatures which will enable the City of Rocky Mount to record these documents, including the site Brownfield survey plat, with the County of Edgecombe Register of Deeds. Cleanup activities were conducted on 4.5 acres of the 7.3 acres at the site. Cleanup consisted of the placement of a minimum 12 inch thickness of clean, compacted fill to mitigate the risk of exposure to contaminated soil. The BFA requires that the remaining 2.8 acres also be addressed in the same manner. It is our understanding that the City of Rocky Mount will complete the site cleanup on the remaining acreage pending the receipt of additional funding. As with any BFA, there are also continuing obligations to annually report to DENR on site activities and to affirm that all required land use restrictions are in place and functioning.
