(Wood) is pleased to submit this revised Work Plan outlining activities proposed for the above-referenced site. Included in this revised Work Plan is an outline of our understanding of the project information, our proposed scope of services and schedule. PROJECT INFORMATION On behalf of Tryon Investors, LLC Wood is presently performing Brownfields Assessment work at the subject properties consisting of four parcels encompassing approximately 4.9 acres situated at the intersection of South Tryon Street and West Carson Boulevard (Figure 1). The Prospective Developer (PD) recently provided a soil cut/fill analysis that showed up to 14,000 cubic yards (yds3) that will be excavated from the property and will likely require export to an off-site location. This total includes approximately 6,600 yds3 of grade elevation “cut” and Work Plan for Soil Characterization March 7, 2019WoodProject: 6228-18-0495 2 approximately 7,300 yds3 anticipated to be generated during foundation construction (drilling of piers). This volume does not include approximately 4,500 cy of “strippings”anticipated to consist primarily of pavement, (i.e. non-soil). To evaluate potential soil export options, it will be necessary to perform characterization of the soil that will likely need to be exported off-site. According to the cut/fill analysis (Figure 2)provided to Wood, the reduction of the grade elevation will range from 0.5 to about 5 feet across the site.This work plan was developed to provide a scope of work relative to the assessment of the mass grading planned for the subject properties. The strategy for characterization of the soil to be generated during foundation construction will be detailed in the Environmental Management Plan (EMP).The proposed assessment activities will be performed in general accordance with the most recent Inactive Hazardous Sites Branch (IHSB) Program Guidelines for Assessment and Cleanup (http://portal.ncdenr.org/web/wm/sf/ihs/ihsguide), dated October 2015 and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. PROPOSED SCOPE OF WORK Task 1 –Beneficial Reuse Soil Characterization Wood proposes to advance 80 shallow soil borings at locations throughout the site (see attached Figures 1 and 2)to assess the area to be affected during mass grading.The 80 borings are “grouped” into 10 sample “block” areas as shown on the figures.The soil assessment/characterization effort is planned to evaluate the depth horizon beginning at the existing grade and extending to five feet or less below the existing grade for the presence of contaminants.The purpose of the soil characterization is to evaluate if concentrations of contaminants are identified in the soil to be exported that exceed the Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs) for Residential or Protection of Groundwater (PoG).The boring layout shown on the figures is based on a 30 x 30 foot grid pattern.The boring locations approved by the BFP will be marked in the field and recorded on a hand-held GPS unit for future reference. Prior to conducting the soil assessment activities,Wood will contact the North Carolina811 underground utility location service and a private underground utility locator to perform Ground-Penetrating Radar (GPR) and Electromagnetic (EM) surveys to attempt to detect metallic Work Plan for Soil Characterization March 7, 2019WoodProject: 6228-18-0495 3 objects such as pipes, tanks or underground utility lines. The purpose of this effort is to minimize the potential for probing into underground utilities buried at the property. Wood’s direct-push subcontractor will advance the soil borings to a depth of five feet below existing grade using a direct-push rig (see attached Table).Wood plans to refer to the cut/fill analysis to collect the soil cores at each boring location from the depth range shown on the cut/fill analysis (see Table). Soil cores will be removed from the disposable PVC liners, and visual and olfactory observations relative to the soil samples will be recorded by our field personnel. The soil types encountered in the borings will be recorded to prepare soil boring logs. To select “discrete”samples that will be retained for analysis of Volatile Organic Compounds (VOCs),Wood will split the soil core longitudinally. A representative portion of one-half of the sample will be placed directly in VOC sample containers and a representative portion of the remaining half will be placed in a re-sealable plastic bag to be screened in the field using an Organic Vapor Analyzer (OVA) equipped with either a photoionization detector (PID) or flame ionization detector (FID). The results of the field screening will be recorded by field personnel. Based on the results of the field screening, one “discrete”sample per block area will be selected for laboratory analysis for VOCs using EPA Method 8260B. Regarding the samples to be retained for analysis of Semi-volatile Organic Compounds (SVOCs) and total metals,representative portions of the soil cores collected from the appropriate depth interval will be placed in re-sealable plastic bags and screened in the field with an OVA. The results of the field screening will be recorded by field personnel. The soil samples will be removed from the resealable plastic bags and be placed in laboratory sample containers.These “discrete” samples will be combined in the laboratory by laboratory personnel as a “composite” sample as shown on the attached Table. Each “composite” soil sample will be placed into laboratory-provided containers for analysis of SVOCs by EPA Method 8270, and Resource Conservation and Recovery Act (RCRA) Metals (total) by EPA Method 6020/7471.The two soil samples exhibiting the highest total chromium concentrations will be additionally analyzed for Hexavalent Chromium (by Method 7199)to speciate the identified chromium as either trivalent or hexavalent.The analyzing laboratory will include “j-flag” values or estimated concentrations in their laboratory reports. The soil samples will be placed in a cooler with ice and shipped to Con-Test Analytical Laboratory (Con-Test)in East Longmeadow, Massachusetts. One soil field duplicate QA/QC sample will be collected for each day of field work for analysis of VOCs, SVOCs and metals.One trip blank for VOC analysis is proposed.Wood proposes that one soil sample be additionally retained for analysis by the Toxicity Characteristic Leaching Procedure (TCLP) for volatile and semi-volatile organics and the 8 RCRA metals.This sample will be held by the laboratory pending completion of the “totals” analysis.The purpose of this TCLP analysis is to demonstrate the leaching potential for analytes that may be identified at concentrations that exceed the IHSB,PSRGs for PoG.Following receipt and review of the total organics and metals data,Wood will select one sample that contains the highest concentrations for TCLP analysis.Following the completion of the soil sampling activities, the borings will be backfilled with the soil cores and/or bentonite to the ground surface. Task 2 –Prepare Beneficial Reuse Assessment Report Wood will prepare a Beneficial Reuse Soil Assessment report summarizing the field activities, results, and conclusions for Tryon Investors, LLC and NCDEQ to review. A site map and subsurface profile drawings will be provided with the report. The purpose of the report will be to provide data in a manner that will allow Tryon Investors, LLC, and grading contractor to evaluate the location and depth of “non-contaminated” soil that may be suitable for beneficial reuse elsewhere.The report will include a comparison of the results to the IHSB, PSRGs and a graphical presentation of the analytical data on site drawings to illustrate which “grid squares” and depth horizons include “non-contaminated” soil.Soil analytical results will be considered representative of the proposed “cut” depth horizon, “grid square” or “sample block area” which they are located within.At the request of Tryon Investors, LLC. The report will be submitted to the NCDEQ BFP and Solid Waste Section for review and approval.
