1.0 INTRODUCTION
1.1 Project Background
The PCA facility in Matthews was the headquarters of a former printer and publisher of photographs
generated by commercial portrait studios such as Walmart. The operations at the facility included
developing photographs from negatives received from various portrait studios. PCA reportedly
utilized the basement of the existing on-site building for storage of photograph developing
compounds and solutions, a silver reclamation system and storage of waste water from the photo
developing processes conducted at the facility. The facility was closed at the end of 2008 and CPI
Corporation (Client and parent company to PCA) is currently in the process of removing equipment
from the site building and conducting assessment of potential environmental concerns due to
former operations. After removal of equipment and storage tanks from the basement of the
building, the Client was concerned about the potential release of silver to subsurface soils resulting
from leaks and spills during past facility operations. The poor condition of the floor slab could allow
released solutions to migrate and adversely impact the underlying soils.
1.2 Scope of Work
Terracon visited the site on June 25, 2009 to obtain samples of subsurface soils from beneath the
concrete floor slab. A concrete coring machine was utilized to place a 4-inch diameter hole through
the floor slab. A hand auger was advanced to a depth of 3 to 4 feet below the concrete slab
through the base course gravels. Soil samples were collected from the hand auger bucket and
analyzed for silver. Concrete core and sample locations were selected by the Client. The cores
were not patched after the samples were collected at the request of the Client. Two additional soil
samples were collected at building exterior locations to compare naturally occurring background
concentrations for silver to soil samples collected within the building.
1.3 Standard of Care
Terracon’s services were performed in a manner consistent with generally accepted practices of the
profession undertaken in similar studies in the same geographical area during the same time
period. Terracon makes no warranties, either expressed or implied, regarding the findings,
conclusions or recommendations. Please note that Terracon does not warrant the work of
laboratories, regulatory agencies or other third parties supplying information used in the preparation
of the report. The soil sampling activities were conducted in accordance with the scope of work and

subsequent change order that was agreed by you, our client, and were not restricted by ASTM
E1903-97.
1.4 Additional Scope Limitations
Findings, conclusions and recommendations resulting from these services are based upon
information derived from the on-site activities and other services performed under this scope of
work; such information is subject to change over time. Certain indicators of the presence of
hazardous substances, petroleum products, or other constituents may have been latent,
inaccessible, unobservable, or not present during these services, and as such, we cannot represent
that the site if free of hazardous substances, toxic materials, petroleum products, or other latent
conditions beyond those identified during our soil sampling activities. Subsurface conditions may
vary from those encountered at specific borings or wells or during other surveys, tests,
assessments, investigations or exploratory services; the data, interpretations, findings, and our
recommendations are based solely upon data obtained at the time and within the scope of these
services.
1.5 Reliance
This report has been prepared for the exclusive use and reliance of CPI Corporation. Use or
reliance by any other party (except a governmental entity having jurisdiction over the site) is
prohibited without the expressed written authorization of CPI Corporation and Terracon. Any
unauthorized distribution or reuse is at the client’s sole risk. Notwithstanding the foregoing, reliance
by authorized parties will be subject to the terms, conditions and limitations stated in Terracon
Proposal No. 71087E076R.2, dated June 18, 2009, associated Change Order, and your signed
authorizations to proceed. The limitation of liability defined in the terms and conditions is the
aggregate limit of Terracon’s liability to the client and all relying parties unless otherwise agreed in
writing.
2.0 FIELD ACTIVITIES
Concrete coring equipment was utilized to core through the floor slab within the basement of the
existing on-site building at 13 locations selected by CPI Corporation (Figure 2). After completion of
the 4-inch diameter concrete cores, a hand auger was advanced to a depth of 3 to 4 feet below the
floor slab. Terracon personnel noted the color, odor, and lithological characteristics of the soils
beneath the building slab. Soils were not screened for volatile organic compounds (VOCs) since
they were not identified as a concern from past operations at the site. Auger refusal was
encountered in two of the hand auger borings, requiring an additional two concrete cores to be
completed in areas of concern. At the request of the Client, one additional soil boring was
completed within the basement area.
Two additional hand auger borings were advanced at locations outside the building to establish
naturally occurring background levels for silver at the PCA property. Soil samples collected at the

site were placed in laboratory provided bottles for transport to Pace Analytical Services, Inc. of
Huntersville, North Carolina. After completion of the soil sampling activities, the concrete floor slab
was not patched at the request of the Client.
3.0 LABORATORY ANALYTICAL RESULTS
Soil samples collected at the site were analyzed for total silver by EPA Method 6010 and silver by
the Toxicity Characteristic Leachate Procedure (TCLP). The following table presents the results of
the silver analyses. A copy of the laboratory results is provided in Appendix C.

Total silver concentrations were detected in 8 of the 13 soil samples submitted for laboratory
analysis. The results were compared to the North Carolina HWS SSLs and the USEPA Region 9
PRGs for Industrial Sites. The PRG for Industrial Sites is the applicable standard for the site as the
facility is not developed as residential and children are not exposed to the subsurface soils. While
the detected total silver concentrations are well below the Industrial PRG, the detected levelsl are
also below the EPA Region 9 PRG residential standards. The NCHWS SSLs are designed to be
the most stringent screening levels because the SSLs are protective of groundwater and are
typically established by the lowest laboratory detection limit obtainable. As such, silver was
detected in the soils underlying the floor slab at levels that exceeded the NCHWS SSLs.
The soil samples analyzed for TCLP silver did not exhibit detectable levels of silver. As such, it
appears the potential for silver to leach from soils excavated from beneath the floor slab of the
basement would be minimal. Should the Client choose to remove soils impacted by silver from
beneath the building for off-site disposal, the materials would not be considered to be a hazardous
waste.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Conclusions
Thirteen soil samples were collected from the site during Terracon’s mobilization on June 25, 2009.
Of these, 11 samples were collected from the basement area within the building and two were
collected from areas outside of the building to establish naturally occurring background levels for
silver. Based on the results of the laboratory analyses, total silver was detected in 8 of the 13
samples collected from soils beneath the floor slab. The detected concentrations did not exceed
the US EPA Region 9 PRGs for residential or industrial sites designed to be protective of human
health. However, the detected concentrations of total silver exceeded the most stringent NC HWS
SSL for silver designed to be protective of groundwater.
Based on the laboratory analytical results, boring locations 14A and 13B exhibited the highest silver
concentrations at 311 and 196 milligrams/kilogram (mg/kg), respectively. The remaining 6 soil
samples exhibited much lower detectable concentrations of total silver. Based on the results of the
two samples collected outside the building (naturally occurring background levels of silver were
below detectable levels), it is Terracon’s opinion that releases of silver have impacted subsurface
soils in the area of the basement at relatively low concentrations. The areas exhibiting the highest
concentrations of silver in subsurface soils are located beneath a sump in the northern portion of
the basement area. Silver was not detected above laboratory detection limits in the TCLP samples.
4.2 Recommendations
Since silver has apparently been released to subsurface soils beneath the basement area of the
building at levels above North Carolina HWS SSLs, further investigation of the basement area is

warranted at this time. Terracon recommends notifying the NCHWS of the presence of silver above
its SSL. It is Terracon’s understanding that the Client is interested in unrestricted soil use for the
site due to a potential sale of the facility. Therefore, Terracon recommends the following course of
action:
• Submittal of the existing laboratory data in report form to the NCHWS as an Initial Site
Sampling Plan (ISSP); and
• Submittal of planned remedial actions and additional sampling activities attached to the
ISSP in the form of an Assessment and Clean-Up Plan (ACP) for approval by the NCHWS
prior to beginning additional assessment or remedial activities at the site.
Terracon will include the following remedial and assessment tasks as part of the ACP plan to
NCHWS:
Task 1 Installation of three temporary groundwater monitoring wells in the vicinity of the source
area utilizing air rig drilling equipment. An air rig should be utilized to access groundwater
through anticipated weathered rock and/or stiff clays. Temporary groundwater monitoring
wells will be constructed with pre-packed filter screens to eliminate sediments influx in
groundwater. Groundwater samples will be collected from each well and analyzed for total
silver by Method 3030C. The top of casing and groundwater elevations for each well will
be surveyed to determine a groundwater flow direction at the site.
Task 2 Complete a receptor survey in accordance with NCHWS guidelines. The NCHWS
specifies that sensitive receptors should be identified within a 1,500-foot radius of the site.
The receptor survey will be completed during the monitoring well survey activities.
Task 3 Remove the subsurface soils impacted by silver within the basement area of the building
for disposal at an off-site facility. After removal of impacted soils, collect and analyze
confirmatory soil samples for total silver by EPA Method 6010. Upon receipt of laboratory
analytical results confirming silver concentrations are below laboratory detection limits or
exhibit concentrations below the SSLs, the excavation will be backfilled with clean fill
materials and the basement floor will be replaced with new concrete.
Please note that the laboratory analytical results for total silver are currently below the US
EPA Region 9 PRG for residential use of 390 mg/kg. In the event sensitive receptors are
not identified and silver is not detected above laboratory detection limits in groundwater at
the site, it is likely the NCHWS would accept the results of Task 1 and Task 2 as a
demonstration that groundwater has not been impacted resulting in a low risk to individuals
that may be utilizing groundwater in the vicinity of the site. As such, removal of subsurface
soils impacted by silver beneath the basement area may not be required by the NCHWS as
part of the ACP or as a requirement of No Further Action status.

Task 4 After completion of the remedial activities as approved by NCHWS, complete and submit a
Closure Report to the NCHWS for review. Based on NCHWS Guidance Documents, when
a source area has been remediated to appropriate cleanup levels, the NCHWS will issue a
letter stating that No Further Action is required.
At the request of the Client, Terracon can complete a Change Order and detailed Scope of Work
with anticipated costs on a Task by Task basis for the above recommendations.
