HomeMy WebLinkAbout18002_Precision Dynamics Soil Sampling WP-Approval 20190228From:Minnich, Carolyn To:"Maas, John" Cc:Kurt Hogan; Harriger, Joselyn Subject:RE: [External] Precision Dynamics/ Heist Brewery Soil Date:Thursday, February 28, 2019 11:34:00 AM Attachments:Assessment Work Plan Checklist - November 2018.pdfimage002.png John:   On this project, we are allowing for a more abbreviated work plan as you have outlined in the emails below.  Pleas note, Sampling Methodology should meet the guideline listed in ESA Work Plan check list which is attached. Such as field screen all the soil samples (PID readings, visual and olfactory observations) and analysis the one with highest reading for VOCs. If all non-detect, collect from center portion.  3 point composites for SVOCs and Metals, grab samples for VOCs.  Request Level II QA/QC and include J flags in the lab report.   Use the check list section 7 for the letter report.  It needs to include these items as it applies to your project.  If you have questions or comments, please contact me.  The scope of work you outlined below is approved for soil export sampling.      From: Maas, John <john.maas@woodplc.com>  Sent: Wednesday, February 27, 2019 11:39 AM To: Minnich, Carolyn <carolyn.minnich@ncdenr.gov> Cc: Kurt Hogan <kurt@heistbrewery.com>; Harriger, Joselyn <Joselyn.Harriger@ncdenr.gov> Subject: RE: [External] Precision Dynamics/ Heist Brewery Soil   CAUTION: External email. Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to report.spam@nc.gov   Carolyn,   Thanks for taking my call. To summarize for the others, we clarified the location of the proposed soil excavation as shown in the attached map and will proceed with the original plan of collecting a composite soil characterization sample. Per the EMP, the soil would be submitted to an off site laboratory (likely Prism Labs) for the following analyzes:   - Volatile organic compounds (VOCs) by EPA Method 8260  - Semi-volatile organic compounds (SVOCs) by EPA Method 8270  - Metals –Hazardous Substance List -14 (antimony, arsenic, beryllium, cadmium, chromium  (speciated according to IHSB protocol, CrIII and CrVI), copper, lead, manganese, mercury, nickel, selenium, silver,  thallium, and zinc)    We propose compositing the sample from the 3 locations indicated on the attached figure, with the exception of the VOC sample only coming from the middle location. The area of proposed soil excavation is an approximately 140 ft by 40 ft mounded soil berm. It’s highest point is approximately 4’ above the ground level immediately south, and it slopes down from the middle to the edges. Assuming an average thickness of 2-2.5 feet, we are conservatively anticipating removing 400-500 cubic yards of soil. The soil samples will be vertically composited within each boring as well, and will be advanced using a hand auger.   I spoke with the NCBLG, and they are fine with me stamping this as an individually licensed geologist if needed.   Let me know if I missed anything,   John   From: Maas, John  Sent: Wednesday, February 27, 2019 10:57 AM To: 'Minnich, Carolyn' <carolyn.minnich@ncdenr.gov> Cc: Kurt Hogan <kurt@heistbrewery.com>; Harriger, Joselyn <Joselyn.Harriger@ncdenr.gov> Subject: RE: [External] Precision Dynamics/ Heist Brewery Soil   Hey Carolyn,   I found a subsequent soil assessment report on Laserfiche dated May 2014 (attached), where additional background samples were collected on the now adjacent parcel west due to those high background metals concentrations you saw in the February 2014 report. It is my understanding that some time during 2014 or after, the parcel was subdivided into eastern (Precision Dynamics/ Heist) and western (County owned, pool) halves. The May 2014 report details soil sampling performed on the county property side along the new parcel boundary. The February 2014 higher background concentration samples for CrVI were further on the interior of the country parcel (BG-1, BG-2) than the May 2014 samples (HA-1, 2 and 3). HA-1 and HA-2 are the closest borings to the proposed area of excavation and were non-detect for CrVI.   I’ve attached a marked up soil sample location map with the approximated area of the proposed soil excavation. I’ll give a call soon to discuss.   Thank you!   John   John Maas, PGSenior GeologistDirect: +1 704 357 5649 Mobile: +1 704 681 1717www.woodplc.com   From: Minnich, Carolyn <carolyn.minnich@ncdenr.gov>  Sent: Tuesday, February 26, 2019 3:58 PM To: Maas, John <john.maas@woodplc.com> Cc: Kurt Hogan <kurt@heistbrewery.com>; Harriger, Joselyn <Joselyn.Harriger@ncdenr.gov> Subject: RE: [External] Precision Dynamics/ Heist Brewery Soil   John:   I am back in the office and reviewed historical data on the Precision Dynamics Site. The area for soil removal has 2 samples from 2014 labeled Background. The levels of hexavalent chromium were higher than one would expect in an area for background.  We would need additional data in this area for export.  The results will effect where the soil can be taken. You may need to find a site that is restricted to non-residential use.  If exported to a landfill, we do not a work plan or additional sampling, the landfill will tell you what they need. If exported to another BF site or , we do need work plan, the letter report with certified result sealed by the PG/PE.  This may add more cost that Mr Hogan wants to spend.  Take a look at the reports in Laserfiche. You may find this one interesting.    In the LURU Redevelopment Report, Mr Kurt Hogan will need to tell DEQ Brownfields where he exported the soil and provide documentation.  We can set up a conference call to discuss in more detail if that would be helpful.    Sincerely,     From: Maas, John <john.maas@woodplc.com>  Sent: Tuesday, February 26, 2019 1:08 PM To: Minnich, Carolyn <carolyn.minnich@ncdenr.gov> Subject: [External] Precision Dynamics/ Heist Brewery Soil   CAUTION: External email. Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to report.spam@nc.gov   Hi Carolyn,   I’ve been helping Kurt Hogan with Heist Brewery with navigating the environmental requirements for their site in regards to soil management. As I believe he has already mentioned, they are interested in expanding their parking lot and excavating into a soil berm in the northwest corner of the parcel (see attached approximate area Kurt sent me). I read over the EMP and pulled some tables and figures from the Ph II and additional soil assessments. I’ll give a call soon, just wanted to share these documents with you for easy reference in our discussion.   Thanks,   John   John Maas, PGSenior GeologistDirect: +1 704 357 5649Mobile: +1 704 681 1717www.woodplc.com       This message is the property of John Wood Group PLC and/or its subsidiaries and/or affiliates and is intended only for the named recipient(s).
