WILLIAM L. MEYER. Brownfields Project for 1310 West Morehead Street

Dear Sirs:
Thank you for addressing the questions I had raised in my March 21, 2000, letter
regarding Appendix A items g) and j) as they related to your Letter of Intent to seek a
brownfields agreement for the property located at 1310 West Morehead Street, Charlotte,
-� Mecklenburg County. After reviewing the items that constitute your Letter of Intent with
respect to the requirements of the Brownfields Property Reuse Act of 1997, it has been
determined that your project is eligible for further consideration for a brownfields
9} agreement.

The next step will be a detailed evaluation of all existing environmental and other
data needed to determine what additional work may be required to ensure that the property
is safe for the intended reuse. You have provided the EnviroAssessments, PLLC Phase I
Environmental Site Assessment (ESA) dated June 21, 1999, and the S&ME Phase Il
Environmental Site Assessment (Additional), dated October 21, 1999. These data will
now be reviewed in more detail, and we will advise you regarding any additional
information that may be required.
I am in the process of reviewing the revised additional sampling plan for the
property provided by Tom Griffin. However, I am not able to make well informed
decisions in this regard until I review the data contained in S&ME's original Phase 11 ESA
dated September 22, 1999. The existence of this report is indicated by a reference in the
first paragraph of S&ME's Phase II ESA (Additional) report dated October 21, 1999. This
original report presumably addresses the activities and results of the first three soil borings
and groundwater samples, which were collected at locations GPI, GP-2, and GP-3. This
report may also address the analytical results for any samples collected at a location called
HA-1 shown on the Phase II ESA (Additional) map. Because my evaluation of the data it
contains will facilitate my review and, ultimately, the implementation of your additional
