HomeMy WebLinkAbout17047 REEP LRC Waste Removal and EMP 20160202 Via Email February 2, 2016 LRC Patriot, LLC c/o Womble Carlyle Sandridge & Rice, LLP One West Fourth St. Winston-Salem, NC 27101 Attn: Ms. Lori Hinnant Re: Waste, Drums and ACM Removal and EMP Premier 485 – 1700 Continental Blvd Charlotte, NC H&H Proposal No. 16-032A Dear Lori: 1.0 Introduction Per your request, Hart & Hickman, PC (H&H) is providing this scope of work to perform removal of visually evident waste materials, discarded drums, and asbestos containing materials (ACMs) from the abovementioned property. The materials are in a heavily wooded area with difficult access, although paths have been recently made for geotechnical borings. A bulldozer will be used to improve access for certain removal equipment. However, H&H anticipates that materials will need to be tracked out of the woods using track-mounted loaders to roll-off boxes and/or dump trucks situated in paved areas. In addition, H&H will prepare an initial Environmental Management Plan (EMP). H&H recently completed limited waste and surface soil sampling activities at the property. Samples of discarded waste materials and stained surface soils were sampled. The waste materials were observed in small gullies and in several drums. The waste consisted of burned/metaled rubber and whitish solids. The data indicate that the waste materials can be managed as non-hazardous waste for disposal purposes. In addition, discarded building materials (transite siding and roofing materials containing ACMs) were observed in the northern Ms. Lori Hinnant February 2, 2016 Page 2 and central portions of the Site. H&H recommends the removal of the discarded waste materials, drums, and ACMs to facilitate redevelopment in a timely fashion. The scope of work for the waste removal activities is provided below. 2.0 Scope of Work Prior to beginning removal activities, H&H will contact the public utility locating service to mark subgrade utilities at the Site in the vicinity of the planned removal actions. As only surface waste materials will be removed from the Site and encountering a subgrade utility line is not likely in this wooded area, H&H will not use a private utility locator to make subgrade utilities at the Site. H&H requests that the owner provide information on any subsurface utilities in the proposed removal areas. In addition, prior to the field work, H&H will prepare a site-specific Health and Safety Plan to use on this project. Three tasks have been outlined for the Site activities, which are discussed below. Removal of Drums/Gully Waste Materials  Wastes will be profiled for acceptance at the landfill as non-hazardous utilizing the previously collected data (the profiles will require the owner’s signature). Upon approval of the profiles, the drums and gully waste will be removed from the Site for off-site disposal. It is anticipated that up to 20 tons of materials will be removed.  One confirmatory surface soil sample will be collected from the excavated area beneath the highest concentration of zinc identified during the initial assessment and analyzed for Hazardous Substance List (HSL) Metals.  For the materials removed near the stream, erosion control matting and grass seed will be placed after the removal is completed. Ms. Lori Hinnant February 2, 2016 Page 3 Removal of Remnants of Asbestos Transite Siding  Discarded Transite siding will be removed from the vicinity of a former ammunition bunker in the central portion of the Site. An asbestos abatement trained supervisor will monitor the removal.  Transite will be appropriately covered or bagged for transport to the landfill. It is assumed that up to 10 tons of asbestos Transite siding will be removed.  Recent geotechnical surveys of the Site have destroyed portions of the former ammunition bunker foundation and partially buried the Transite debris. The disturbed soils, leaves and vines will be moved to retrieve the partially buried Transite. Removal of Discarded Asbestos Roofing Materials  The asbestos roofing materials are partially buried by fallen trees and leaves and located along an almost vertical bank in the northern portion of the Site near a perennial stream. Therefore, a silt fence will be placed between the debris and the stream. In addition, the excavator may need to bench down to be able to reach the discarded materials.  The roofing materials will be removed from the bank with attention to limiting disturbance to the bank and surrounding area. Fallen trees and leaves will be moved to retrieve the roofing materials.  An asbestos abatement trained supervisor will monitor the removal.  Asbestos roofing materials will be appropriately covered or bagged for transport to the landfill. It is anticipated that up to 20 tons of asbestos roofing material will be removed.  For the materials removed near the stream, erosion control matting and grass seed will be placed after the removal is completed. Initial EMP The Brownfields Agreement will require completion of an EMP. H&H will prepare an initial EMP in accordance with the DEQ template, although changes to the document may be necessary later. The EMP will include a summary of the location of known impacts at the site, procedures to manage known areas of impacts, and procedures to address unknown conditions such as tanks or unknown soil Ms. Lori Hinnant February 2, 2016 Page 4 impact which may be encountered during grading or construction activities. The EMP will also include procedures to address potential export or import of soil should that be warranted. 3.0 Schedule H&H estimates that the waste removal work will begin on February 29, 2016 and will take up to two weeks to complete. The initial EMP will be completed in about 1 week. We appreciate the opportunity to assist with this project.
