They have both sat for years without any activity and there are no planned uses that I am aware of. D. In what wavfs) is the actual or possible contamination at the property a hindrance t development or redevelopment of the property (attach any supporting documentation such as fetters from lending institutfons)7 The Phase II Environmental Reports indicate that there are a variety of contaminants in the soil that will need to be addressed before development of almost any kind on the site. 10 E. In what way(s) is the redevelopment of the property difficult or 'mpossible without a brownfields aareement (attach any supoortino documentation such as letters form lending institutions)? In preliminary discussions, both Billy Clarke and Tracy Wahl have indicated that a Brownfield Agreement would be needed for a school on the proposed site. Also, most banks will not finance a construction loan without a Brownfield Agreement in place. Also, as a small non-profit school, the French Broad River Academy does not want to ever be in a position where we have to assume liability for the cleanup of the site. F. What are the planned () of the redeveloped brownfields property to which the PD will commit? Be as specific as specific as possible. The site will be developed into a campus for the French Broad River Academy GIRLS program. Our curriculum, conservation work, and outdoor education program are primarily focused on the French Broad River and the surrounding watershed. (see attached conceptual bulletin) G. Current tax value of brownfields property: 1420 Riverside Drive-$338,700 1430 Riverside Drive-$78,400 List and describe the public benefits that will result from the property's redevelopment. Be as specific as possible. (Examples of public benefits for brownfields projects include job creation, tax base increases, revitalization of blighted areas, preserved green space, preserved historic places, improving disadvantaged neighborhood quality-of-irfe related retail shopping opportunities, affordable housing, environmental cleanup activities or set asides that have community or environmental benefits. In gauging public benefit, NCBP places great value upon letters of support fmm community groups and local government that describe anticipated improvements in quality of life for neighboring communities that the project will bring about. The inclusion of such support letters with this application is recommended and encouraged 1 The project will create jobs for the architects, engineers, general contractors, and builders involved in the project. It will also create at least 2 to 3 more jobs for FBRA, as well as sustain the existing 14 full-time positions and one part-time position. The new location will also result in exposure to the burgeoning Woodfin riverfront district by our more than seventy-two different families from all over the region. FBRA will improve the site by removing invasive species, protecting riparian vegetation, and installing rain gardens and wetlands areas. Any potential remedial efforts will serve as an educational opportunity. Securing a riverfront campus is critical for the sustainability and success of the GIRLS program. Special Note: Please describe all environment -friendly technologies and designs PD plans to utilize in its redevelopment strategy. For example, environment friendly redevelopment plans could include: Leadership in Energy and Environmental Design 11 (LEED) Certification, green building materials; green landscaping techniques such as using drought resistant plants; energy efficient designs, materials, appliances, machinery, etc.; renewable sources of energy, and/or recycling/reuse of old building materials such as brick or wood. LEED certification will be explored as part of the proposed construction budget, as well as Xenscape landscaping. We will explore solar hot water and electricity options, and reuse old brick and wood if possible. See the attached Environmental Vision Statement for more information about FBRA's commitment to improving the environment. J. A $2,000 initial fee will be due from the applicant PD when both of the following occur: 1) NCBP receives this application, the affidavit and proposed brownfields agreement, AND 2) NCBP notifies the applicant in writing that the applicant PD and theproject are eligible for participation in the NCBP and continued negotiation of a brownfields agreement. b. A second fee of $6,000 will be due from the PD prior to execution of the brownfields agreement. Should the prospective developer choose to negotiate changes to the agreement that necessitate evaluation by the Department of Justice, additional fees shall apply. c. Any addendum/modifications to the BFA or NBP after they are in effect will result in an additional fee of at least $1,000, d. After the tires were removed, it revealed the large amount of waste still in place and the Section had trouble initiating additional remedial cleanup action sue to property ownership changes, etc. Essentially this site could be deemed an unpermitted landfill. We likely have files if needed as Brownfield program works towards an agreement on this site that may be helpful in understanding the waste types and any remedial action including waste removal that may be beneficial to the proposed redevelopment of this site Please let us know if and how we can assist going forward. The property was previously utilized as an auto salvage, auto repair shop, and recycling center (at least 1997-2009). There is known metals contamination in soil and groundwater. Low VOC/SVOC levels are also present in soil on the 1420 Riverside Drive property. The PD plans to redevelop the property into a school.
