The Site location is shown in the attached Figure 1. Anchor QEA understands that the current Site owner, Jedhy, plans to use on -site stockpiled soil to construct a driveway and level existing grade at the Site for parking. The proposed driveway and fill location are shown in the attached Figure 2. Prior to moving the stockpiled soil, soil sampling was performed to evaluate soil quality in accordance with the approved Phase I Environmental Management Plan, dated November 20, 2018. Methodology On November 7, 2018, Anchor QEA mobilized to the Site to perform soil sampling within the proposed soil disturbance areas. Hand Auger Soil Sampling The areas of soil disturbance were subdivided into four sections that reflect the estimated depth of soil cutting (i.e., 1-foot cut, 2-foot cut, and 3-foot cut), as shown in Figure 2. Using a decontaminated hand auger, five aliquots were collected from each composite sampling area at a depth representative of total cut depths and mixed to form one composite soil sample for each area (CS-1, CS-2, CS-3, and CS-4). A:\Projects\Roberts and Stevens\Ticar-MarthaBel l\Reports\EMP-Phasel-Soil Sampling\20181206_ DRAFT Ticar EMP_Soil Sampling - RF.docx December 10, 2018 Page 2 The depths of each hand auger location are as follows: • CS-1: 1 foot below ground surface (bgs) • CS-2: 2 feet bgs • CS-3: 3 feet bgs • CS-4: 1 foot bgs Additionally, four discrete soil samples (CS-1C, CS-213, CS-313, and CS-4E) were collected from individual sample locations within each composite area, placed in a plastic bag, and screened using a photoionization detector (PID). The PID readings are as follows: • CS-1C: 1.2 parts per million (ppm) • CS-213: 2.4 ppm • CS-313: 3.0 ppm • CS-4E: 0.9 ppm These discrete samples were collected from the midpoint of the depth interval for each area of proposed soil cut (e.g., CS-313 was collected at a depth of approximately 1.5 feet bgs). Composite and discrete sample locations are shown in Figure 2. The hand auger barrel was decontaminated with Liquinox and distilled water between use in each sample area. After the samples were collected, Anchor QEA transferred the samples to laboratory -provided containers, placed the containers in a cooler on ice, and delivered the samples for analysis by Prism Laboratories, a North Carolina -certified laboratory. The discrete samples were analyzed for volatile organic compounds by U.S. Environmental Protection Agency (EPA) Method 8260B. The composite samples were analyzed for semivolatile organic compounds by EPA Method 8270D, and for Resource Conservation and Recovery Act metals by EPA Methods 7471 B (mercury) and 6010D (arsenic, barium, cadmium, chromium, lead, and selenium). Soil Analytical Results The soil analytical results summary is provided in the attached Table 1. The full analytical laboratory report is also attached. The soil analytical results were compared to the Commercial/Industrial Preliminary Soil Remediation Goals (PSRGs) as defined in the February 2018 guidelines of the North Carolina Department of Environmental Quality, Division of Waste Management, Superfund Section, Inactive Hazardous Sites Branch. Volatile Organic Compounds The identified volatile organic compound (acetone) was not detected at concentrations above its respective PSRG. December 10, 2018 Page 3 Semivolatile Organic Compounds The identified semivolatile organic compound (benzoic acid) was not detected at concentrations above its respective PSRG. Resource Conservation and Recovery Act Metals Multiple metals were detected at concentrations above the laboratory reporting limit, but below the respective PSRGs. Arsenic was detected at concentrations (3.9 to 4.7 mg/kg) above the Commercial/Industrial PSRGs in composite samples CS-1 through CS-4. However, these concentrations are below the estimated arithmetic mean background concentrations for arsenic in soil in the eastern United States, which is 7.4 mg/kg (Shacklette and Boerngen 19841); therefore, the arsenic is likely naturally occurring. Conclusion and Recommendations Based on the results of the soil analysis for the stockpile at the Site, Anchor QEA recommends using the Site soil for beneficial fill for construction of the driveway and general grading. Note that gravel obtained from a quarry permitted by the North Carolina Department of Environmental Quality, Division of Energy, Minerals and Land Resources will be applied to the driveway and parking area following grading activities.
