Bill: Thanks for your assistance with the Berryhill-Thrift Road Brownfields Agreement. I think we should be able to wrap this up. The Brownfields Program’s revisions to paragraph 15.l (soil gas monitoring) are acceptable to PD. We took the version of the BFA you sent to Ralph and Mark on 11/8, accepted all of the track changes, and then made some final cleanup edits in track changes in the attached version. We modified paragraphs 9 and 24 to reference PD’s October 30, 2018 addendum to the original Brownfields Application. We also fixed internal paragraph cross references in paragraphs 15.g. and 15.o. If the revised BFA is acceptable to Brownfields, PD is ready to proceed to knocking out the ancillaries and starting public comment. Our goal is to record the document by year end if that works with schedules on your end. Can you please send us the draft ancillaries when they are ready? We’ll start gearing up for public comment in the meantime. Please contact me with any questions. Brownfields Agreement Mark, I’m following up on your October 30, 2018 request to modify the draft brownfields agreement requirement (subparagraph 15.m) specifying the collection of one annual soil gas sample over a three year time period (three total samples). Based on internal discussions with the Brownfields Program Manager, Bruce Nicholson, the annual soil gas sampling requirement will remain in the draft brownfields agreement. The three year sampling period will start at the completion of grading and/or soil remediation activities on the Berryhill Road parcel. Note that a sub slab vapor pin installed at a DEQ pre-approved sampling location can be substituted for a permanent soil gas sampling location. Please contact me if you have any questions.
