BACKGROUND INFORMATION The project is located at Research Drive and Louis Rose Place, near I-85 between Research Drive and JW Clay Boulevard in Charlotte, Mecklenburg County, North Carolina (Figure 1). ECS understands that the subject site is located on a larger property known as the Polymer Center of Excellence facility and/or the Reeves Site. Tetrachloroethylene impacts have been identified in the groundwater at this property. A Brownfields Agreement is in place for this property through the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Program. Based on the scope of work provided by HDR Engineering Inc. of the Carolinas (HDR), ECS proposed to complete a Phase II Assessment to further define and delineate any residual contamination that may exist on-site. 2. FIELD ACTIVITIES The environmental services originally consisted of collecting six soil samples, two surface water samples (SW-1 and SW-2), and thirteen groundwater samples from six temporary wells (TW-1 through TW-6) and seven pre-existing monitoring wells (MW-3, MW-4, MW-5A, MW-5B, MW- 5C, MW-6, and MW-7. ECS discovered an eighth monitoring well (MW-8) during the site visit, and three of the wells could not be sampled (MW-4, MW-5A were dry and MW-7 was flush mounted and in an area of heavy vegetation and could not be located), so a total of eleven groundwater samples were collected. The soil samples were collected and the temporary wells were installed using a Geoprobe® drill. The subcontractor used for this project was 3-D Environmental. Photographs of the site and site work are included in Appendix A. Prior to commencing with field activities, ECS contacted North Carolina One Call and Priority Locate to locate/mark public utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. As part of this assessment, ECS prepared a site-specific health and safety plan (HASP) for the site. The HASP documented the known or suspected hazards, applicable personal protective equipment (PPE) of site personnel, and emergency response procedures. Prior to commencing with field activities, ECS and its subcontractors and applicable site personnel reviewed the site-specific HASP. 2.1 Soil Sample Collection Each soil boring was advanced by hydraulically driving a five-foot long, 1.5-inch soil sampling probe into the soil. Prior to advancing each boring, the down hole equipment and Geoprobe® drill rig were decontaminated utilizing a high pressure steam cleaner that utilized municipal water. The down hole equipment and drill rig were decontaminated to prevent cross-contamination between boring locations. The soil sampling probe is lined with a disposable clear plastic tube, which is replaced with each five-foot interval. After the probe is driven, the clear plastic tube filled with soil is removed from the probe. The clear plastic tube is then cut open to remove the soil. ECS visually classified the soils collected from each boring and screened the soil samples for relative levels of volatile organic vapors using a field screening instrument. 3 Report of Sampling Assessment I-85 N. Bridge Charlotte, Mecklenburg County, North Carolina ECS Project: 49:2562 September 28, 2016 Boring logs, which include descriptions of the soils encountered and field screening results, were prepared for each boring and are included in Appendix B. Upon completion, each boring was properly abandoned. Each soil sample collected in the field was transferred into a new, clean resealable bag (half full), and the bag placed in a warm location. Approximately ten minutes after the time of collection, the bag was opened slightly and the probe of a (Rae Systems Mini Rae 3000) was inserted, and the bag immediately resealed using finger pressure. The meter of the PID was monitored and the reading recorded. The recorded PID responses are presented on the boring logs included in Appendix B. The soil samples were placed into laboratory prepared containers. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4° Celsius (C°). The samples were submitted to Prism Laboratories located in Charlotte, North Carolina (North Carolina Certification # 402) for chemical analysis for Volatile Organic Compounds (VOCs) and Semi- Volatile Organic Compounds (SVOCs) using EPA Method 8260 and 8270. ECS maintained proper chain-of-custody (COC) procedures throughout the sample collection and transportation process. Copies of the COCs are included in Appendix C. 2.2 Groundwater Sample Collection The temporary monitoring wells were installed in the borings drilled as discussed above. The temporary wells were constructed with one-inch I.D. Schedule 40 PVC flush-threaded casing and screen. The PVC screen and casing was lowered into the open borehole. A ten-foot length of slotted well screen with machined 0.010-inch slot widths and a threaded bottom plug were installed at the bottom of each well. The screens were installed to a depth such that the screened interval intersected the estimated groundwater surface. The depths of the temporary wells ranged form 12 to 35 feet below ground surface (bgs). A solid section of PVC casing was placed above the screened interval and extended to a point just below the ground surface. The annular space around each well was filled with washed and graded medium sand to approximately two feet above the top of the screen. A minimum two-foot thick seal of bentonite was placed immediately above the sand pack where able. A temporary monitoring well construction diagram was prepared for each temporary monitoring well, which are included in Appendix B. The temporary wells were sampled using a peristaltic pump with dedicated polyethylene tubing. The pre-existing monitoring wells were purged by removing at least three well volumes or until dryness twice. After the purging was completed, groundwater samples were collected from the wells. Purging and sampling was accomplished using either a peristaltic pump with dedicated polyethylene tubing or a new disposable polypropylene bailer. Immediately after collection, the groundwater samples were transferred into sample containers provided by the laboratory. The groundwater samples were placed into laboratory prepared containers. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4° Celsius (C°). Copies of the COCs are included in Appendix C. 2.3 Surface Water Sample Collection The surface water samples were collected by lowering a laboratory prepared non-preserved glass container into the surface water at an area of low flow. The collected surface water samples were then decanted into the laboratory prepared sample containers applicable to analytical method. The surface water samples were placed into laboratory prepared containers. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4° Celsius (C°). The samples were submitted to Prism Laboratories located in Charlotte, North Carolina (North Carolina Certification # 402) for chemical analysis for VOCs and SVOCs using EPA Method 8260 and 8270. ECS maintained proper COC procedures throughout the sample collection and transportation process. Copies of the COCs are included in Appendix C. 3. LABORATORY ANALYSIS Laboratory analysis of soil, groundwater, and surface water samples SS-1, SS-2, SS-2, SS-4, SS-6, TW-1, TW-5, SW-1, and SW-2 did not detect targeted analytes (VOCs or SVOCs) above laboratory detection limits. Laboratory analysis of soil and groundwater samples SS-5, TW-2, TW-3, TW-4, TW-5, and MW- 3, detected multiple VOCs above laboratory detection limits; however, the concentrations do not exceed the applicable North Carolina standards. Laboratory analysis of groundwater samples MW-5B, MW-5C, MW-6, and MW-8 detected tetrachloroethylene (PCE) above the North Carolina 2L Groundwater Standard. These concentrations are generally consistent with the historical levels detected during the last Brownfield groundwater monitoring event conducted in 2014. A summary of the laboratory analytical results is included in Tables 1, 2, and 3. The laboratory data sheets are included in Appendix C. 4. CONCLUSIONS Based on the field observation and laboratory analytical results of the soil samples collected during this assessment, ECS concludes the following: •Groundwater was encountered at depths ranging from six to thirty feet bgs. •Drilling refusal was encountered in one of the borings (SS-6) at an approximate depth of twelve feet bgs. Bridge Charlotte, Mecklenburg County, North Carolina ECS Project: 49:2562 September 28, 2016 5 •Impacts to soil or surface water were not identified in the samples collected. •Laboratory analysis of groundwater samples detected targeted analytes (PCE) atconcentrations that exceed the North Carolina 2L Groundwater Standard in four of the pre- existing monitoring wells, and at concentrations consistent with the levels previouslyidentified in the Brownfield Agreement. The concentrations are not above the North Carolina vapor intrusion screening levels for non-residential sites. 5.RECOMMENDATIONS Based on the results of the assessment, ECS recommends the following: •Additional assessment does not appear necessary and is not recommended. •ECS recommends that the current property owner be notified and that they submit a copy ofthe report to the North Carolina Brownfields Department for their records. 6.QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
