HomeMy WebLinkAbout05016_Southern Mfg Bier Garden Soil Displacement 20101219Applied Abatement Concepts, LLC 120 Wiggins Lane Kings Mountain, NC 28086 704-730-0701 office 704-730-0702 fax December 16, 2010 Carolyn Minnich 704-661-0330 carolyn.minnich@ncdenr.gov Dear Carolyn: I am writing this letter to you at the request of George Culver / Applied Abatement Concepts / to state the Scope of Work / work practices to be used to remediate the soil contaminated with asbestos at the proposed Bier Garden Site and to further explain the transfer of contaminated soil / 6500 sq ft / on the north east side of the facility. This e document will serve as an Addendum to the February 2009 Site Safety and Health Plan Removal and disposal of Asbestos Materials prepared by Applied Abatement Concepts, LLC for the NC Music Factory. Scope of Work / Bier Garden / Interior Full containment able to handle a .02 negative pressure environment will be constructed to protect public from fiber release while remediation is in progress. The containment will include a five stage decontamination unit with a load out area. Air monitoring will be provided by Floyd Hayes and design is being written by Raymond Childress (at Owner's expense). Site work will be done in accordance with the Asbestos Abatement Project former Office Building prepared by Childress Environmental Consultant, Inc dated December 2010. We will follow the designer's plan to abate the following: * Approximately 1485 cubic feet of asbestos contaminating soil Scope of Work / Bier Garden / Exterior We will be excavating approximately 24" of contaminated soil from a 6500 sq ft area on the exterior north east side of the proposed Bier Garden. Excavate contaminated soil for trench for gas line 285’l x 2’w x 40” d. Excavate contaminated soil for trench for plumbing line 150’l x 6”w x 24” d. Excavate contaminated soil for dumpster 20’w x 17’l x 6” deep (under asphalt). Excavate contaminated soil 20’w x 25’l x 24”d for dumpster pad (all dirt). Excavate contaminated soil for concrete ramp 10’w x 12’l x 30” deep. Excavate contaminated soil under sidewalk 40’l x 4’wx 8”deep. *Approximately 20,547 cubic feet of asbestos contaminated soil. Proposed Scope Contaminated soil will be kept wet with fire hoses and placed inside of a dump truck by a loader. The dump bed will be lined with 6 mil poly and transported to the location of the berm on site. The soil will then be encapsulated with a geotextile liner and covered with 8” compacted of clean fill. The geotextile liner specifications will meet or exceed the previously installed liner, Geotex 401 non-woven liner manufactured by Synthetic Industrie. The berm will be built and graded so that the area drains properly so that there will be no water ponding in the area. Also, seed and straw will be placed over the berm to ensure proper vegetation to prevent exposure. Workers from the building exterior enter the clean room then the holding area to remove decontaminated equipment and/or containers for disposal. Require these workers to wear full protective clothing and respiratory protection as described in Section 01562 of the Asbestos Abatement Plan that was submitted. Work Practices Work will be done in accordance with the February 2009 Site Safety and Health Plan and the Asbestos Abatement Plan that was submitted by Applied Abatement Concepts, LLC and the December 2010 Asbestos Abatement Project former Office Building prepared by Childress Enviromental, Inc. Employees will wear disposable coveralls, half-face masks, gloves, and headwear. Employees will be licensed asbestos workers and one licensed asbestos supervisor will be onsite at all times while work is being completed. Workers from the building exterior enter the clean room then the holding area to remove decontaminated equipment and/or containers for disposal. Require these workers to wear full protective clothing and respiratory protection as described in Section 01562. Air sampling (backgrounds prior to removal) have been requested per the 20096 sSection 8 Air Monitoringplan. Childress Environmental, Inc. will be performing the work for the Music Factory as they are working for them. Barriers will be constructed around the entire work area as depicted in the site plan, using stakes driven into the ground as far away as possible from the work areas. The work area will be all area around the building except the asphalted area. Asbestos tape will be hung from the stakes to create a barricade and signs in Spanish and English will be attached. The interior work will have all entrances barricaded with asbestos tape and signs and the doors will be watched to pre vent entry by unauthorized personnel. The work is estimated to take no more than 10 working days / weather permitting / for the exterior scope but may take less time if all goes very smoothly. All state and federal regulations will be adhered to while soil is being handled including licensed supervisors and workers and proper permits / notifications. Thank you for your time.
