Dear Mr. Culver and Mr. Beavers:
On December 7, 2010, I received the letter requesting approval for additional site activities as the above
referenced brownfields property. After several revisions and discussions, the final letter was received on December 19,
2010. The letter serves as an addendum to the February 2009 Site Safety and Health Plan for Removal and Disposal of
Asbestos Material. The work is scheduled to take place Bier Garden located at 920 Hamilton Avenue at the former
Southern Manufacturing Plant. The work in the interior building is permitted through North Carolina Health Hazards
Control Unit under the direction of Pat Wylie. The exterior work is to be completed in accordance with the brownfields
program as per your December 19, 2010 letter. The scope of work is approved.

Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain
any necessary permits, licenses or certifications for the above listed activities nor does it waive any requirement to comply
