General Contractor September 11, 2007 Ms. Carolyn Minnich 1314 Mallard Ridge Dr. Tega Cay, SC 29708 Fax: (803) 547-1018 RE: NC Music Factory-3 Outdoor Projects Dear Ms. Minnich, Morlando-Holden Construction, Inc. would like to make you aware of the intentions of Fiber Mills,lLC, East Coast Abatement, and Morlando-Holden Construction, Inc. as it pertains to the North Carolina Music Factory. As directed by East Coast Abatement, Morlando-Holden Construction, Inc. will remove any contaminated soil using an enclosed piece of equipment and put the contaminated soil~ in a stockpile. Once the contaminated soils are stockpiled, East Coast will cover material per State and local guidelines. Once we have closure on the tank "pit" we are proposing to put contaminated soils in the bottom of pit and then put geogrid on top of contaminated soils. Once the contaminated soils are identified for any future digging by using that geogrid, we will then proceed to backfill the remainder of "pit" with not less than 12" of clean fill.
