When we sample soil for pastures or grass, we only sample at the 4 inch depth since nutrients are put on top of the grass. The real problem with such a small soil depth is water holding capacity and water relations. Without internal drainage, the soil could become saturated and cause problems for the plants. Without sufficient rainfaull, the soil could dry faster. However, if the liner isn't everywhere, then you could produced lateral flow and therefore allow internal drainage. Lots of sites are capped - landfills, brownfills etc with grass planted on the top which grows successfully. I don't know what the prescribed depth is but I bet if you contact someone in DENR who helps regulate landfills, they can tell you. Hope this helps. To protect the public and environment the developer is proposing to cover the impacted areas with a 4 ml ploy liner and topped with 4 inches of soil.
