Dear Mr. Alsop:
Thank you for meeting with me on October 14, 2003 to discuss the East Park Development
Project. Based on our discussion of the surrounding area, the following is a revised scope of work from the September 22, 2003 Letter for the Craver Property. These activities are required
to assist in making risk management decisions for inclusion in the brownfields agreement.
• Sampling Activities: Install three shallow saprolite groundwater monitoring wells (~30 ft below ground surface). Actual well depths will be determined in the field. Two wells on
the property (MW-10 & MW-11) and the third across the street at 1534 Elizabeth Avenue
(MW-12). Refer to attached site plan for proposed well locations.
o Soil Sampling: Collect continuous split spoon samples in the newly installed monitoring wells on the Craver Property. Perform field screening and record the
soil lithology. Collect at least two soil samples, one surficial (0-2 ft) and one
above the water table or based on field screening.
o Groundwater Sampling: Collect groundwater samples from the newly installed groundwater monitoring wells. Record depth of static groundwater in each well
prior to purging activities, and field parameters (e.g., temperature, dissolved
oxygen, pH, turbidity, and conductivity) prior to sampling activities. Field data is
to be included in the summary report. Contain purge water for analysis prior to
disposal following approval by DENR. In lieu of sampling the containers, the

consultant may rely on groundwater sample analyses for disposal options. The ultimate disposal information must be included in the report.
• Laboratory Analysis: Submit soil and groundwater samples to a NC-certified laboratory.
Analyze for volatile organic compounds (VOCs) by EPA Methods 8260. Ensure laboratory method detection limits are below applicable standards for soil and
groundwater. Provide complete original laboratory reports and associated laboratory
QA/QC documentation in the final report to DENR.
• Figures: Complete accurate survey of the site indicating well locations, estimated locations of previous soil boring, and current site structures. Provide groundwater
elevation map including the monitoring wells on the Kossove Property, Joal Property,
and Boyer Property. As we discuss during our meeting you may, include other
monitoring well elevations you have access to provide a larger picture of the area. Provide concentration map(s) for contaminants detected above applicable standards for soil and groundwater.
Please have your environmental consultant contact me to discuss this work plan. Once
these activities are complete, we will determine if any additional information is needed to complete our evaluation of site risks and preparation of the draft Brownfields Agreement.
