The subject Site consists of approximately 17 acres of undeveloped wooded land located in a primarily light industrial and commercial area of Charlotte. A Site location map is provided as Figure 1 and the Site and surrounding area are shown on Figure 2. Records for the Brownfields property date back to 1905 when the Site primarily consisted of agricultural land and/or pastures. In 1942, the Charlotte Naval Ammunition Depot (CNAD) began construction on a 2,266-acre facility that included the Site property and was used for munition disarmament and manufacturing. The subject Site is located in CNAD Area #1 where anti-aircraft ammunition were assembled in loading lines, packaged, and shipped. Area #1 was composed of 22 buildings and was bounded to the north by Brookford Street and to the south by Cordage Street. Specifically, CNAD Building 1-81 was reported to have been located in the central portion of the subject Site. Additionally, it was reported that a trichloroethylene (TCE) degreasing operation was historically located in Area #2 on the southeast corner of Building 2-30. Historical structures associated with former CNAD activities were demolished in the 1980s. Since then, the Site has remained vacant and wooded with the exception of a railroad track spur that was previously used by CNAD. Preliminary redevelopment plans indicate that the site will be utilized for light industrial uses including, but not limited to, warehousing, general distribution businesses, offices, parking, and possibly other commercial uses. 2 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 1.1 Background Under purview of the United States Army Corps of Engineers (USACE), multiple phases of assessment and remediation have been conducted at CNAD utilizing funds available from the Defense Environmental Restoration Program (DERP) for Formerly Used Defense Sites (FUDS). The Site is currently listed by the North Carolina Department of Environmental Quality (DEQ) as Federal Remediation Branch Site NC9799F4900. To obtain additional information regarding ongoing CNAD assessment and remedial activities, H&H reviewed a Phase I Remedial Investigation (RI) Report dated April 1995, a Revised Final Phase II RI Report dated October 2000, a Revised Final Remedial Action Work Plan dated May 2012, and subsequent Remedial Action and Performance Monitoring Reports through March 2017. Additionally, H&H reviewed on-Site groundwater data from March 2018 for monitoring wells NADMW-38, NADMW-58, and NADMW-66. The monitoring well locations are shown in Figure 3. The USACE assessment and remedial activities have primarily been focused in the areas of higher concentration groundwater impacts identified in the transition and bedrock groundwater zones. At the subject Site, the transition zone is generally present at depths ranging from 8 to 37 feet below ground surface (ft bgs) as documented in boring logs from monitoring wells NADMW-37, NADMW-38, NADMW-57, NADMW58, and NADMW-65. The bedrock zone is generally present at depths ranging from 12 to 50 ft bgs as documented in boring logs from monitoring wells NADMW-36 and VERSAR-22. The results of the groundwater assessment indicate that chlorinated volatile organic compounds (VOCs) have impacted the on-Site groundwater at concentrations that exceed 15A NCAC 02L .0202 Groundwater Standards (2L Standards). Specifically, concentrations of TCE have historically been detected at levels exceeding the 2L Standard of 3 micrograms per liter (µg/L) and the DEQ Division of Waste Management (DWM) Non-Residential Vapor Intrusion Groundwater Screening Level (GWSL) of 4.4 µg/L. TCE detections in on-Site transition zone groundwater range from a historical high of 3,200 µg/L (NADMW-58) in 2014 to a concentration of 32 µg/L (NADMW-66) in 2018. Additionally, cis- 1,2-dichloroethene and vinyl chloride have been detected at concentrations that exceed 2L Standards with the vinyl chloride detection (93 µg/L) also exceeding the Non-Residential VISL of 25 µg/L. 3 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx In 2013, the USACE awarded a contract for remediation of groundwater contamination at CNAD to address groundwater impacts in the transition and bedrock zones. The remediation selection included injection of molasses to enhance bioremediation of chlorinated VOCs in groundwater and monitored natural attenuation of the groundwater after the injection events. According to the March 2017 Remedial Action and Performance Monitoring Report, fourteen (14) injection wells have been installed at the subject Site and the last documented injection event was performed in July 2016. The monitoring and injection well locations are shown on Figure 3. Vapor intrusion assessment has not been conducted at the subject Site. However, as part of the USACE investigation, soil vapor data related to remedial activities has been collected at nearby properties with occupied structures. Results of this data show that methane, a byproduct of molasses fermentation, has been detected at levels in excess of 100 % Lower Explosive Limit (LEL). Due to these elevated concentrations, a passive venting system was installed around the exterior of a structure located on the adjacent southern property. The Site received a letter of eligibility for entry into the DEQ Brownfields Program on March 6, 2018. As part of the Brownfields process, a kick-off/data gap meeting with the Prospective Developer (PD), DEQ Brownfields personnel, and H&H was held on March 20, 2018 to discuss Site history, previous assessment activities, proposed redevelopment plans, and data gaps associated with current conditions at the Site. On April 23, 2018, H&H submitted a Brownfields Assessment Work Plan (Work Plan) proposing to conduct soil, surface water, and sediment assessment activities to evaluate Site conditions for potential impacts associated with environmental concerns identified during previous investigations and the March 20th data gap meeting. DEQ Brownfields subsequently provided Work Plan approval in a letter dated April 24, 2018. A summary of Brownfields assessment activities is provided in the following sections. 4 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 2.0 Brownfields Assessment Activities In May 2018, H&H conducted Brownfields assessment activities at the Site. The assessment activities included collection of seven (7) soil samples and two (2) co-located surface water and sediment samples for laboratory analyses in accordance with the DEQ Brownfields approved Work Plan. In addition to soil, surface water, and sediment assessment activities, H&H completed a receptor survey at the Site and nearby area. Brownfields assessment sample locations are depicted on Figure 3. Prior to conducting the field activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities located on the Site. H&H also contracted with a private utility locator to screen proposed sample locations for subgrade utilities not marked by the public locator. Additionally, soil boring locations were hand cleared to 5 ft bgs to further screen the boring locations for the presence of subsurface utilities. The assessment activities were conducted in general accordance with DEQ IHSB Guidelines for Assessment and Cleanup (Guidelines) dated October 2015 and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support (SESD) Field Branches Quality System and Technical Procedures guidance. The results of the soil assessment and surface water and sediment assessment are provided in Section 3.0 and 4.0, respectively, the receptor survey results are provided in Section 5.0, and summary and conclusions based on the assessment activities are provided in Section 6.0. 5 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 3.0 Soil Assessment Activities On May 1, 2018, H&H contracted with Carolina Soil Investigations, LLC (CSI) to collect soil samples for laboratory analysis in areas of concern based on former CNAD building 1-81 and the proposed redevelopment plan. H&H also collected two (2) background soil samples from locations in the northeastern and southeastern potions of the Site that do not appear to have been affected by historical uses, to evaluate for naturally occurring concentrations of metals in Site soil. Soil boring locations (denoted by SB nomenclature) and background boring locations (denoted by SB-BG nomenclature) are shown on Figure 3 and were advanced in the following locations: • one soil boring was advanced in the northeastern portion of former CNAD building 1-81 (SB-1); • one soil boring was advanced in the southeastern portion of former CNAD building 1-81 (SB-2); • one soil boring was advanced in the central portion of former CNAD building 1-81 (SB- 3); • one soil boring was advanced in the northwestern portion of former CNAD building 1-81 (SB-4); • one soil boring was advanced in the southwestern portion of former CNAD building 1-81 (SB-5); • one background soil boring was advanced in the northeastern portion of the Site to establish Site-specific background concentrations of metals (BG-1); and • one background soil boring was advanced in the southeastern portion of the Site to establish Site-specific background concentrations of metals (BG-2). 3.1 Soil Sampling Methodology H&H advanced five (5) soil borings and collected five (5) soil samples for laboratory analysis to evaluate the potential for impact in areas of concern identified at the Site and in areas at the Site that will be disturbed during grading associated with redevelopment activities. As part of soil assessment activities, CSI utilized a track-mounted direct push technology (DPT) drill rig to advance soil borings to refusal depths ranging from approximately 9 to 13 ft bgs in the locations 6 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx outlined above. Continuous soil samples were collected from the borings using a decontaminated stainless steel hand auger or acetate lined macrocore sleeves. The soil samples were logged for lithologic description and screened using visual and olfactory methods for obvious evidence of staining, unusual odors, and for the presence of volatile organic vapors using a calibrated photoionization detector (PID). Based upon results of field screening, one soil sample was collected from each soil boring for laboratory analysis from shallow soil (0-2, 2-4, or 3-5 ft bgs). Boring logs with lithologic descriptions and field screening results are provided in Appendix A. Soil samples selected for laboratory analysis were placed directly into dedicated laboratory- supplied sample containers, labeled with the sample identification, date, and requested analysis, and placed in a laboratory supplied cooler with ice. The samples were delivered to Con-Test Analytical Laboratory (Con-Test), a North Carolina certified laboratory, under standard chain of custody protocols for analysis of VOCs by EPA Method 8260, semi-volatile organic compounds (SVOCs) by EPA Method 8270, PCBs by EPA Method 8082, and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7196. In addition, H&H collected soil samples for polychlorinated biphenyl (PCB) Congeners by EPA Method 1668 and requested that the laboratory hold the samples pending analytical results for samples analyzed for PCBs by EPA Method 8082. For quality assurance/quality control purposes, a duplicate soil sample was collected from the SB-2 soil boring and submitted to Con-Test for the same analysis as the SB-2 parent soil sample. Following sampling activities, the soil sample borings were properly abandoned and the surfaces were repaired similar to pre-drilling conditions. Additionally, the soil sample locations were estimated using a hand-held global positioning system (GPS) unit. 3.2 Soil Sampling Analytical Results A tabular summary of soil sample analytical results is presented in Table 1 and the laboratory analytical report is provided in Appendix B. The laboratory analytical results were compared to the DEQ IHSB Residential and Industrial/Commercial PSRGs dated February 2018. In addition 7 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx to the PSRGs, metals results were compared to Site-specific and published concentrations for naturally occurring metals in North Carolina soil. Laboratory analytical results indicate that trace levels of acetone were detected in the SB-1 (0.037 J milligram per kilogram [mg/kg]), SB-3 (0.023 J mg/kg), and SB-4 (0.034 J mg/kg) soil samples at concentrations above the laboratory method detection limit, but well below the Residential PSRG of 12,000 mg/kg. No other VOCs were detected above the laboratory method detection limits in other soil samples collected at the Site. Results of SVOC analysis did not identify compounds at concentrations above the laboratory method detection limits in any of the soil samples. The soil samples were submitted for laboratory analysis of PCBs by EPA Method 8082A. Laboratory analytical results indicate that no PCBs were detected above the laboratory method detection limits in the soil samples. Therefore, the additional soil samples were not released for PCB congener analysis. As expected, naturally occurring levels of several metals were detected at concentrations above the laboratory method detection limits in each soil sample. Arsenic was detected in the SB-1 (1.5 mg/kg), SB-3 (1.9 mg/kg) and SB-4 (1.2 mg/kg) soil samples and SB-BG-1 (1.9 mg/kg) and SB- BG-2 (0.81 mg/kg) background soil samples at concentrations exceeding the Residential PSRG (0.68 mg/kg). Additionally, hexavalent chromium was detected in the SB-4 (0.54 J mg/kg) soil sample at a concentration that exceeds the Residential PSRG (0.31 mg/kg). The detected arsenic and hexavalent chromium concentrations are below Industrial/Commercial PSRGs of 0.31 mg/kg and 6.5 mg/kg, respectively. In addition, the concentrations are within the expected range for naturally occurring levels and at similar concentrations to levels detected in background soil borings. Therefore, arsenic and hexavalent chromium concentrations detected in soil borings SB- 1, SB-3, and SB-4 are considered background. No other metals were detected at concentrations exceeding DEQ IHSB PSRGs in the soil samples. 8 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 4.0 Surface Water and Sediment Assessment Activities On May 1, 2018, H&H collected one (1) co-located surface water and sediment sample from an unnamed tributary of Steele Creek. Per the Work Plan, attempts were also made to collect additional co-located samples from a second location. However, these attempts were unsuccessful due to dry conditions at targeted areas for potential surface water flow. This information was communicated to DEQ Brownfields via telephone and the Work Plan variance was verbally approved. The surface water and sediment samples (denoted by SW and SED nomenclature, respectively) were collected during base flow conditions and their locations are shown in Figure 3. 4.1 Surface Water and Sediment Sampling Methodology H&H collected one (1) co-located surface water and sediment sample (SW-1/SED-1) from an unnamed tributary of Steele Creek. Field measurements were collected for the surface water sample, including turbidity using a MicroTPI turbidimeter and dissolved oxygen (DO), temperature, specific conductivity, pH, and oxidation-reduction potential (ORP) using a YSI Pro Plus water quality meter. The sediment sample was collected from the base of the stream in the mid-portion of the stream channel using a decontaminated stainless steel AMS dredge sampler. The surface water and sediment samples were placed directly into dedicated laboratory-supplied sample containers, labeled with the sample identification, date, and requested analysis, and placed in a laboratory supplied cooler with ice. The samples were delivered to Con-Test under standard chain of custody protocols for analysis of VOCs by EPA Method 8260, SVOCs by EPA Method 8270, PCBs by EPA Method 8082, and RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7196. For quality assurance/quality control purposes, duplicate surface water and sediment samples were collected from the SW-1 and SED-1 location and submitted to Con-Test for the same analysis as the parent samples. 9 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 4.2 Surface Water Sampling Analytical Results A tabular summary of surface water sample analytical results is presented in Table 2 and the laboratory analytical report is provided in Appendix B. The laboratory analytical results were compared to the Title 15A NCAC 2B Surface Water Standards (2B Standards) for Class C Waters. Laboratory analytical results indicate that trace levels of TCE were detected in the SW-1 (1.0 micrograms per liter [µg/L]) and SW-DUP-1 (SW-1 duplicate surface water sample) (1.2 µg/L) surface water samples at concentrations above the laboratory method detection limit, but well below the 2B Standard of 30 µg/L. Trace levels of cis-1,2-dichloroethylene (DCE) were also detected in the SW-1 (2.2 µg/L), SW-DUP-1 (3.0 µg/L) surface water samples at concentrations above the laboratory method detection limit, however, there is not an established 2B Standard for cis-1,2-DCE. No other VOCs were detected above the laboratory method detection limits in other soil samples collected at the Site. Results of SVOC analysis did not identify compounds at concentrations above the laboratory method detection limits in any of the surface water samples. As expected, naturally occurring levels of metals were detected at concentrations above the laboratory method detection limits in each surface water sample. Barium was detected in the SW- 1 (170 µg/L), SW-DUP-1 (170 µg/L) surface water samples at concentrations above the laboratory method detection limit, but well below the 2B Standard of 21,000 µg/L. No other metals were detected at concentrations exceeding 2B Standards in the surface water samples. 4.3 Sediment Sampling Analytical Results A tabular summary of sediment sample analytical results is presented in Table 3 and the laboratory analytical report is provided in Appendix B. The laboratory analytical results were compared to the DEQ IHSB Residential and Industrial/Commercial PSRGs dated February 2018. In addition to the PSRGs, metals results were compared to published concentrations for naturally occurring metals in North Carolina soil. 10 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx Results of VOC analysis did not identify compounds at concentrations above the laboratory method detection limits in any of the soil samples. Laboratory analytical results indicate that trace levels of bis (2-ethylhexyl) phthalate were detected in the SED-DUP-1 (SED-1 duplicate sediment sample location) (0.37 milligrams per kilogram [mg/kg]) sediment sample at a concentration above the laboratory method detection limit, but well below the Residential PSRG of 39 mg/kg. No other SVOCs were detected above the laboratory method detection limits in other soil samples collected at the Site. As expected, naturally occurring levels of several metals were detected at concentrations above the laboratory method detection limits in each sediment sample. Arsenic was detected in the SED- 1 (2.1 mg/kg) and SED-DUP-1 (SED-1 duplicate sediment sample) (2.2 mg/kg) sediment samples at concentrations exceeding the Residential PSRG (0.68 mg/kg). Additionally, hexavalent chromium was detected in the SED-1 (0.85 J mg/kg) and SED-DUP-1 (0.56 J mg/kg) sediment samples at concentrations exceeding the Residential PSRG (0.31 mg/kg). The detected arsenic and hexavalent chromium concentrations are below Industrial/Commercial PSRGs of 0.31 mg/kg and 6.5 mg/kg, respectively. In addition, the concentrations are within the expected range for naturally occurring levels and at similar concentrations to levels detected in background soil borings. Therefore, arsenic and hexavalent chromium concentrations detected in sediment sample SED-1 are considered background. No other metals were detected at concentrations exceeding the DEQ IHSB PSRGs in the soil samples. 11 S:\AAA-Master Projects\Childress Klein\CHK-006 Nevada Blvd and Cordage St\Brownfields Report\Final to DEQ\Brownfields Assessment Report CNAD (BPN 22009-18-060)_20180601.docx 5.0 Receptor Survey Activities On May 9, 2018, H&H performed receptor survey activities at the Site and in the nearby area. The receptor survey included an intensive pedestrian and vehicular survey to obtain information about land use, water supply, basements, underground utilities, drains, and surface water bodies located within a 1,500-foot (ft) radius of the Site in accordance with the DEQ Brownfields approved Work Plan. H&H also utilized the online Mecklenburg County Groundwater & Wastewater Services (GWS) Well Information System map to identify potential potable water supply wells located within a 1,500 ft radius of the Site. In addition, H&H identified land use and zoning in the vicinity of the Site and the locations of main underground utilities. A discussion of the receptor survey activities is provided in the following sections and a copy of the DEQ Brownfields receptor survey form is included in Appendix C. Zoning The subject Site and properties to the east, south, and west are zoned Heavy Industrial (I-2). Properties to the north are zoned Heavy Industrial and Light Industrial (I-1). Municipal Water Availability Municipal water supplied by Charlotte Water is available to the Site and surrounding area. H&H did not identify sources of public drinking water within 1,500 ft of the Site based on the DEQ Source Water Assessment Program’s geographic information system map. The City of Charlotte and Mecklenburg County obtain their water from Lake Norman and Mountain Island Lake which are located approximately 15 miles north of the Site at Mountain Island Lake’s closest point. Additionally, H&H observed municipal water meters for the Site and surrounding properties. Water Supply Wells H&H conducted a pedestrian and vehicular survey of properties within a 1,500 ft radius of the Site to identify potential water supply wells. H&H also utilized the online Mecklenburg County Groundwater and Wastewater Services (GWS) Well Information System database map to identify potential potable water supply wells located within a 1,500 ft radius of the Site. Surface Water Bodies Three unnamed intermittent surface water bodies and two potential wetlands areas were identified on the Site. The unnamed tributaries flow into Steele Creek approximately 0.5-mile west of the Site. Based on the DEQ classification system, Steele Creek is a Class C surface water body. A Class C surface water body is defined as “waters protected for uses such as secondary recreation, fishing, wildlife, fish consumption, aquatic life including propagation, survival and maintenance of biological integrity, and agriculture. Secondary recreation includes wading, boating, and other uses involving human body contact with water where such activities take place in an infrequent, unorganized, or incidental manner”. Subsurface Structures H&H conducted a visual reconnaissance in the Site area to identify potential subsurface structures within 100 ft of the subject Site. The assessment activities were conducted in accordance with the DEQ Brownfields approved Work Plan and included soil, surface water, and sediment sampling to evaluate for potential impacts prior to redevelopment of the Site for light industrial uses. A summary of the assessment results is provided below. Soil H&H collected seven (7) soil samples for laboratory analysis of VOCs, SVOCs, PCBs, and RCRA metals plus hexavalent chromium. Laboratory analytical results indicate that arsenic was detected in the SB-1 (1.5 mg/kg), SB-3 (1.9 mg/kg) and SB-4 (1.2 mg/kg) soil samples and SB-BG-1 (1.9 mg/kg) and SB-BG-2 (0.81 mg/kg) background soil samples at concentrations exceeding the Residential PSRG. Additionally, hexavalent chromium was detected in the SB-4 (0.54 J mg/kg) soil sample at a concentration that exceeds the Residential PSRG. The detected arsenic and hexavalent chromium concentrations are below Industrial/Commercial PSRGs. In addition, the concentrations are within the expected range for naturally occurring levels and at similar concentrations to levels detected in background soil borings. No VOCs, PCBs, or SVOCs were detected at concentrations above Residential PSRGs in soil samples collected at the Site. Surface Water and Sediment H&H collected one (1) co-located surface water and sediment sample from an unnamed tributary of Steele Creek. Laboratory analytical results of surface water samples did not indicate any exceedances of 2B Standards. Laboratory analytical results of sediment samples indicate that arsenic was detected in the SED-1 (2.1 mg/kg) and SED-DUP-1 (2.2 mg/kg) sediment samples at concentrations exceeding the Residential PSRG. Additionally, hexavalent chromium was detected in the SED-1 (0.85 J mg/kg) and SED-DUP-1 (0.56 J mg/kg) sediment samples at concentrations exceeding the Residential PSRG. The detected arsenic and hexavalent chromium concentrations are below Industrial/Commercial PSRGs. No VOCs or SVOCs were detected at concentrations above Residential PSRGs in soil samples collected at the Site. In summary, low level concentrations of arsenic and hexavalent chromium were identified in soil and sediment at the Site. Based on these results, additional soil and sediment assessment do not appear warranted and soil disturbed during future redevelopment activities can be managed in accordance with a DEQ Brownfields approved Environmental Management Plan (EMP). The results of groundwater assessment activities indicate that TCE was detected above the 2L Standard and DWM Non-Residential GWSL in the on-Site transition zone monitoring well network. Based on groundwater assessment results, groundwater should be managed in accordance with a DEQ Brownfields approved EMP if encountered during redevelopment of the Site. Additionally, results of on-Site groundwater and off-Site soil vapor assessment activities indicate there is potential for structural vapor intrusion of methane and/or chlorinated VOCs into the proposed Site building. Therefore, the PD plans to implement vapor mitigation measures for the proposed building. A vapor mitigation plan will be submitted to DEQ for approval under separate cover prior to construction of the proposed Site building.
