See the attached Site Location/Tax Map as Figure 1. The site is comprised of one parcel identified in the Mecklenburg County Geographic Information System as Parcel ID 08506108. The property is approximately 4.24 acres in size and currently contains somewhat interconnected buildings comprising approximately 78,500 total square feet of space. The property is owned by the Automotive Group, LLC (Automotive Group). The site has historically been used for various forms of metals products manufacturing. Current operations at the site are an automobile parts warehouse, with some associated parts installation services provided to customers, and associated business offices. 1.2 Background and Purpose The Automotive Group, LLC is pursuing a Brownfields Agreement with the North Carolina Department of Environmental Quality (NCDEQ). In a letter dated March 12, 2015, the NCDEQ Brownfields Project Manager requested assessment information that the NCDEQ could use to evaluate the site risks. Shield Engineering, Inc. (Shield) initially conducted soil and groundwater sampling which was submitted to the NCDEQ in the Sampling and Analysis Report dated May, 2017. The NCDEQ responded by requesting a Sub-Slab Vapor Study largely to assist in determining if there are chlorinated volatile organic compounds (VOCs) under the buildings at the location. An initial Vapor Intrusion Sampling and Analyses Work Plan was prepared by Shield dated December 14, 2017 (Work Plan) and submitted to the NCDEQ. It included a plan for investigating the sub-slab soil vapor condition. Comments to the Work Plan were received from the NCDEQ. A Revised Work Plan dated January 18, 2018 was submitted to the NCDEQ and approved by the NCDEQ on January 19, 2018. Revised Sub-Slab Vapor Study Report Automotive Group, LLC 332 Atando Avenue July 25, 2018 Charlotte, North Carolina Page 2 of 6 2.0 SCOPE OF WORK The Revised Work Plan included using Vapor Pins® inside of the buildings at approximately 12 vapor pin sampling locations. Shield, the NCDEQ, and the Automotive Group met at the site on February 1, 2018 and marked off 12 representative sample locations that would not be too intrusive to site operations but meet the needs of the Revised Work Plan. This included sampling locations being 10 feet away from exterior walls and significant floor cracks. It was decided by the NCDEQ that an outdoor background sample was not necessary. Figure 2 shows the vapor pin sampling locations. Shield was also told by the NCDEQ in this meeting that there is an old diaper cleaning service near the intersection of Atando Avenue and Graham Street that is a significant upgradient source of chlorinated volatile organic compounds in the groundwater of the area. 2.1 Sub-Slab Vapor Sampling Shield generally followed the NCDEQ Inactive Hazardous Sites Branch (IHSB) Vapor Intrusion Guidance dated April 2014 (Guidance) however the Guidance does not include the use of vapor pins which are a fairly new, less obtrusive method of sampling the sub-slab. Per the Guidance, we conducted a Pre-Sampling Evaluation (with the NCDEQ) and a Building Survey (at the time of sampling). The NCEQ Division of Waste Management (DWM) Building Survey included completing DWM checklists for the sampling locations noting indoor and background potential sources of volatile organic vapors. Because of the active use of the Site buildings, we were not able to remove indoor potential sources of volatile organic vapors. In most if not all sampling locations the heating, ventilation, and air conditioning systems were not operating at the time of sampling. The building survey forms are attached in Appendix A. Locations of each sample point were selected based on interior locations of the building spaces to not be intrusive to current site operations. As determined during the Pre-Sampling Evaluation, the sample locations selected were at least 10 feet away from exterior walls and/or cracks or utilities. We installed two to three vapor pins per building section, as determined with the NCDEQ, for a total of 12 vapor pins. First, holes approximately one and a half inches in diameter were drilled approximately one (1.75) inch into the concrete floor (not through the floor). A 5/8ths inch hole was then drilled through the remaining concrete floor into the sub-slab material. There is no economical way to locate underground utilities under a slab with rebar and various other metal interferences. Therefore, Shield drilled the holes through the slab not much deeper than the bottom of the concrete. The thicknesses of the slabs ranged from four and one half (4 and ½) inches thick to seven (7) inches thick, with the mode being about five (5) inches thick. In only one sample (called AG-4) was any sub-slab material recovered and it was red clayey silt. Revised Sub-Slab Vapor Study Report Automotive Group, LLC 332 Atando Avenue July 25, 2018 Charlotte, North Carolina Page 3 of 6 Next, a dedicated vapor pin was installed into the 5/8ths inch, drilled holes. Clean, dedicated, Tygon tubing was connected to the vapor pins. The sampling tubing and in-place vapor pin was purged using a dedicated syringe (Model BD® 60 ml. Ref 309653). Six (6)-liter summa canisters were connected to the other end of the tubing. For quality assurance/quality control (QA/QC) the following procedures were utilized: Leak detection was accomplished using a helium shroud testing system. A shroud was placed over the vapor pin in a fashion that the sample tubing penetrated the shroud. The shroud was filled with 19%- 38.5% helium. A helium meter was connected to the sample tubing to measure if any helium was leaking from the shroud into the sub-surface. None of the shroud samples detected helium leaking. Once it was determined that no helium was leaking to the sub-surface, and the purging was complete, the sample canister attached to the sample tubing was opened and the sub-slab sample collection was initiated. Also for QA/QC purposes a duplicate sample was obtained from the location called AG-5 in a storage and transport area. The Summa canisters were under vacuum and, when opened, drew sub-slab vapors into the canisters. The sample flow rate was set slightly slower than 200 milliliters per minute. This equated to a sample collection time of approximately 30 minutes per sample and allowed a small vacuum to remain in the canister once each canister was closed. After sampling, a secure cover was installed into each one (1) inch hole to protect the vapor pin. Representative photographs are in Appendix B. The air temperature and relative humidity were recorded at the time each sample was collected. Temperatures ranged from 52.7 to 64 degrees Fahrenheit. Humidity readings ranged from 32.4 to 89 percent. Pre- and post-sampling vacuum readings of the canisters was documented. No canisters indicated a pre-sampling vacuum reading greater than 10% lower than what the laboratory notes on the delivery paperwork. We strived to have approximately –five (5) inches of mercury vacuum remaining in the canisters upon completion per the Guidelines. The field readings showed – two and one half (2.5) to -5 inches, with the mode being -5 inches of mercury remaining in the canisters. The vacuum reading remaining in each canister can be seen on the laboratory Chain of Custody in Appendix C. The samples were delivered under proper chain of custody to Pace Analytical Services, a NC certified laboratory. The sub-slab vapor samples were analyzed for volatile organic compounds by EPA Method TO-15 with the full list of parameters reported. The analytical results with J (estimated values) are in Appendix C. Revised Sub-Slab Vapor Study Report Automotive Group, LLC 332 Atando Avenue July 25, 2018 Charlotte, North Carolina Page 4 of 6 2.2 Results Previously, in the groundwater, only three (3) compounds, tetrachloroethene (PCE), trichloroethene (TCE), and cis-1,2-dichloroethene (cis-1,2-DCE), were detected above the NCDEQ IHSB Non- Residential Vapor Intrusion Groundwater Screening Levels. During the sub-slab vapor study there were detections of various organic compounds including petroleum constituents, a trichloromethane compound (chloroform), a volatile/semi-volatile compound (naphthalene), and the targeted chlorinated compounds. Of the detected compounds only chloroform, 1,1-dichloroethene (1,1-DCE), PCE, 1,1,2- trichloroethane, and TCE were detected above the IHSB Non-Residential Sub-Slab and Exterior Soil-Gas Vapor Intrusion Screening Levels dated February, 2018 (Screening Levels). Chloroform and 1,1,2-trichloroethane were only detected in one sample (called AG-9) from a storage area and potential Area of Concern (see paragraph below). The primary compounds exceeding the Screening Levels were 1,1-DCE, PCE, and TCE. The sub-slab vapor analytical results including J (estimated) values are summarized in Table 1 attached. The previous (2016) groundwater analytical results are summarized in Table 2. The previous (2013 & 2016) soil analytical results are summarized in Table 3. The vapor samples from the office areas did not exceed the IHSB Screening Levels. During the Pre-Sampling Evaluation with the NCDEQ, Shield, and the Automotive Group, two rooms that had previously not been seen were found. These rooms contained a waste oil storage unit which may be a crude separator, an evaporator for the waste oil, and a concrete-patched rectangular area with what appeared to be previous floor drains. These rooms and their environmental concerns were not noted in Shield’s previous Phase 1 Environmental Site Assessment activities and the NCDEQ stated that they need to be added to our conclusions as an Area of Concern (AOC). Photos of the rooms can be seen in the attached photo-log. The sample AG-9, mentioned above was collected in this AOC. That sample is likely also the most upgradient sample. See the Groundwater Elevation Map as Figure 3 attached. Figure 4 shows all of the known vapor sample, groundwater sample, and soil sample locations to date. Revised Sub-Slab Vapor Study Report Automotive Group, LLC 332 Atando Avenue July 25, 2018 Charlotte, North Carolina Page 5 of 6 3.0 CONCLUSIONS AND RECOMMENDATIONS A Pre-Sampling Evaluation was conducted with the NCDEQ, Shield and the Automotive Group. 12 sub-slab vapor pin sampling locations were marked-out throughout the various buildings. These locations were determined to be representative for the sub-slab vapor study. During the Pre- Sampling Evaluation two rooms that had previously not been seen were found. These rooms contained a waste oil storage unit, a waste oil burner, and a concrete-patched rectangular area with what appeared to be previous floor drains. The NCDEQ stated that these rooms need to be noted as an AOC. The NCDEQ also noted that there is an off-site upgradient source of chlorinated compounds in the groundwater, a diaper cleaning facility near the intersection of Atando Avenue and Graham Street. Vapor pins were installed at the 12 demarcated sampling locations. A Building Survey was conducted at each sampling location during the sampling noting the presence of various vapor producing activities and/or vapor producing materials that could not be removed during the study. Sub-slab vapor samples were obtained from each of the vapor pins using 6-Liter Summa canisters. For QA/QC purposes, leak tests, and a duplicate sample was obtained. The samples were analyzed for TO-15 volatile organic compounds. Of the detected compounds only chloroform, 1,1-DCE, PCE, 1,1,2-trichloroethane (1,1,2-TCA), and TCE were detected above the IHSB Non-Residential Screening Levels. The chloroform and 1,1,2- TCA were only detected in in one sample (called AG-9) from the newly identified AOC and also the most upgradient location. See the Groundwater Elevation Map in Figure 3. The chloroform could be due to municipal water being used at the site. 1,1,2-TCA is a parent chlorinated compound and its presence in only one sample is unique, but it is the most upgradient sample, indicating the 1,1,2-TCA could be coming from off-site. The PCE is also a parent chlorinated compound with TCE and 1,1-DCE being daughter compounds. All of these three chlorinated compounds were detected with very elevated levels in the most upgradient sample AG-9, indicating that the PCE and its daughter compounds could be coming from off-site. The vapor samples from the office areas did not exceed the IHSB Screening Levels. In Shield’s previous Phase 1 Environmental Site Assessment activities, it was described that prior to the Automotive Group’s use of the buildings, the facility had historically been used for a variety of metal manufacturing uses. It is possible that chlorinated volatile organic vapors were used as degreasers in these historic operations. During our site visits we saw no chlorinated degreasers. We saw a drum of parts-cleaner called Castrol CareClean MP-2 that is described as aqueous and mildly alkaline, containing biodegradable surfactants and corrosion inhibitors. Regardless of whether the Revised Sub-Slab Vapor Study Report Automotive Group, LLC 332 Atando Avenue July 25, 2018 Charlotte, North Carolina Page 6 of 6 source is from off-site or historic operations at the site, there are elevated levels of chlorinated compounds under the slab of the Automotive Group facility. The thicknesses of the slabs ranged from 4 and ½ inches thick to 7 inches thick, with the mode being about 5 inches thick. Most of the buildings have very high, including 14 feet or more, ceilings. They are also very large buildings. Should any volatile organic vapors be able to migrate through the slabs and into the buildings, there is a lot of room for diffusion and dispersion. Measuring volatile organic vapors within the buildings with operating auto repair areas and the storage of hundreds if not thousands of engines, transmissions, etc. would probably not be conclusive. Again, the vapor samples from the office areas did not exceed the IHSB Screening Levels. We recommend that Brownfields Agreement detail the presence of chlorinated volatile organic compounds exceeding the NCDEQ IHSB Non-Residential Screening Levels in groundwater and sub- slab samples. We also agree with adding the newly found AOC to the Brownfields Agreement. Once the NCDEQ agrees that sub-slab vapor sampling is complete we will remove the vapor pins and grout the holes.
