A Site Location Map is included as Figure 1. The site is in the final stages of redevelopment as part of the Charlotte Area Transit System (CATS) Light Rail Blue Line Extension (BLE). As we observed during our December 12, 2017 site visit, the mass grading is complete and the surface construction is nearly complete. The contractor is now completing paving and landscaping. The purpose of this report is to document post- construction sampling activities and update the Brownfields map to show where impacts remain. A general summary of the environmental activities conducted at the site is provided below. Ms. Carolyn Minnich March 29, 2018 Page 2 S:\AAA-Master Projects\Charlotte Area Transit System (CAT)\CAT-105 NSIF BF Closeout\Report\NSIF BF Post Construction Report.docx 2.0 Soil Sampling Methodology On January 3, 2018, the North Carolina Department of Environmental Quality (DEQ) approved H&H’s scope of work for post-construction soil sampling via email. On January 9, H&H completed the soil sampling by advancing a decontaminated stainless steel hand auger at three locations not under hardscape (BFSS-1, BFSS-2, and BFSS-3) on the northern, central and southern parts of the Brownfields property, respectively. Sample locations are depicted on Figure 2. The northern location is a grassy area near the stormwater management pond; the central location is in the landscaped area in front of the new maintenance building; and the southern location is a grassy area adjacent to the Parkwood Station platforms. Each hand auger location was advanced to two feet below ground surface (bgs) to assess shallow/surface soil. Soils were observed for the presence of staining and odors, and field screened for the presence of organic vapors with a calibrated photo-ionization detector (PID). There were no obvious soil impacts based on field screening. Boring logs with lithologic descriptions and field screening results are included in Appendix A. H&H collected a shallow soil sample from 0-1 feet bgs from each location. The soil samples were collected in laboratory-supplied containers, properly labeled, and placed in an iced cooler. Samples were delivered to Prism Laboratories, Inc. (Prism) in Charlotte, North Carolina for analysis under standard chain-of-custody protocol. Soil samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260, semi-volatile organic compounds (SVOCs) by EPA Method 8270, and RCRA metals by EPA Methods 6020/7471. The laboratory analytical data report is provided in Appendix B. After sampling, hand auger locations were backfilled with hydrated bentonite. 3.0 Soil Analytical Results The most important factor is that the soil results be acceptable for non-residential (i.e., industrial uses). Metal results were also compared to two times the average regional background metal concentrations (2x background). Soil analytical results are summarized on Table 1. Background concentrations were obtained from published sources as also documented on Table 1. The VOC compound acetone was detected in all three soil samples; however, concentrations did not exceed the Industrial PSRGs. Acetone is a common laboratory-introduced contaminant. No other VOCs were detected in the soil samples. Two of the three soil sample locations (BFSS-1 and BFSS-3) had detectable concentrations of certain SVOCs. No SVOC concentrations exceeded the Industrial PSRGs. The SVOCs detected were 2-methylnaphthalene, benzo(a)anthracene, benzo(a)pyrene benzo(b)fluoranthene, benzo(g,h,i)perylene, benzo(k)fluoranthene, chrysene, fluoranthene, indeno(1,2,3-cd)pyrene, naphthalene, phenanthrene, and pyrene. Arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver concentrations were detected in all three soil samples. Most of the metals detected appeared to be naturally occurring. However, the arsenic concentration in BFSS-1 of 13 mg/kg was detected at a concentration greater than 2x background and also above the Industrial PSRG of 3.0 mg/kg. Based on the elevated arsenic concentration in BFSS-1, H&H further evaluated the detection using the NC DEQ risk assessment calculator dated February 2018. The risk-calculator indicated that the arsenic and other detected compounds in BFSS-1 could cause a risk to non-residential workers of 4.3 * 10-6 for carcinogenic effects and produce a hazard quotient of 0.029. The risk calculator indicates that these calculated risks are acceptable in comparison to the thresholds of 10-4 for carcinogenic effects and 1 for the hazard quotient. The location of BFSS-1 is in a controlled area along the rail corridor that is not accessible to the public. The risk calculation results are provided in Appendix C.
