(CSXT), Amec Foster Wheeler Environment & Infrastructure, Inc. (Amec Foster Wheeler) is requesting approval from the North Carolina Brownfields Program (NCBP) to decommission monitoring wells located on the Former Union Carbide Corporation Property (Site) in Charlotte, North Carolina. BACKGROUND The Site, also known as the former Union Carbide Battery Recycling Site, is located at 5400 Hovis Road, which is an industrial area of Charlotte, Mecklenburg County, North Carolina. The Site previously contained a complex of nine manufacturing, office, and warehouse buildings. The Site comprises approximately 17.65 acres with 2.4 acres being a battery waste disposal area (BWDA). The BWDA was classified by the North Carolina Department of Environment Quality (NCDEQ), Division of Waste Management (DWM), Inactive Hazardous Sites Branch (IHSB) as an inactive hazardous waste disposal site. Chlorinated solvents and metals have primarily been detected in the Brownfields Property’s groundwater, and Polycyclic Aromatic Hydrocarbons (PAHs) and metals have been documented in the soil. In 2012, all buildings were razed and infrastructure was removed from the Site, with the exception of some concrete building foundations and pads. In August 2012, the Site entered into a Brownfields Agreement (BFA) issued by the NCDEQ, DWM, Brownfields Section (Brownfields Section). When the BFA was issued, CSXT purchased the Site and planned to develop a parking and storage facility to expand its railroad operations adjacent to the Site. An Environmental Management Plan (EMP) was also submitted and approved by the NCBP on November 13, 2013, which outlined the management of impacted media during redevelopment activities at the Site. The temporary use of the Site for parking and equipment storage was discussed and approved with the NCBP. However, since the BFA was issued, the Site has not undergone any physical redevelopment or construction activities. Additionally, the soils on the Property have not been disturbed. There are currently 10 monitoring wells at the Site (Figure 1). There are currently no groundwater monitoring requirements for the site with the last groundwater monitoring event occurring in 2011. On behalf of CSXT, Amec Foster Wheeler requests approval for decommissioning the 10 wells located at the Site. As part of the well decommissioning activities, Amec Foster Wheeler will abandon the monitoring wells as follows: • Removal of concrete pads and bollards; • Abandonment of the 10 monitoring wells by a licensed well driller; • Surface restoration following removal of concrete; and • Reporting to NCDEQ. Following the abandonment of the monitoring wells, Amec Foster Wheeler will submit a letter report to NCDEQ upon receipt of the well abandonment records documenting the well abandonment activities.
