The analysis looks at"% Non-White" and"% Below Poverty." The analysis, attached, calculated the Potential Site Effect as 2.3826 and the Comparison Potential Site Effect as 1.8222. According to our algorithm, this means that the area around the Kinston Airport has a higher-than-county- average percent of minority people and of people living below the poverty level, and that EJ issues are likely to arise. In this case, the Kinston Airport was described as the point where the main runways cross: latitude 35 d., 19 m., 34 s. and longitude 077 d., 37 m., and 00 s. The algorithm assessed the area up to one mile around this point. No other waste sites ( or other sites) were included in the analysis because Lenoir County sites are not yet on the databases. Please note that, because the airport was described as a point, and because no other sites were used in the analysis, you don't need a computer to tell you that the people living within one mile of the airport are predominantly minority and low-income. However, you need to know that the PSE number is probably conservative. If there are more waste sites in the area, the difference in the PSE and the Comparison Value will probably increase, and the likelihood ofEJ issues arising will probably be higher. Please note that this algorithm and procedure have not been p~er reviewed. We need to build databases containing enough various types of waste sites in order to test the algorithm properly.
