This letter is to confirm our telephone conversation on May 13 , 1997 concerning Aquifer Testing at
the Warren County Landfill. As I explained in our conversation, we were not able to perform
testing of B-2 as described in our Work Plan. The time (and cost) allocated for B-2 aquifer testing
was used to hand compact the backfill around the excavations. The original workplan required the
backfill to be compacted slightly. We had planned to perform this by compacting the first 12
inches of the backfill with the backhoe bucket and use the backhoe to roll the remainder of the fill
soils after filling the excavation. The additional operation of hand compacting the backfill was not
included in the Work Plan and not budgeted.
The hand compacting request was made by Mr. Patrick Barnes and was approved by Division
representatives at the site. It was agreed that S&ME would hand compact the excavations to
eliminate Mr. Barne's concerns, even though we didn't necessarily agree with his reasoning.
