1.0 Groundwater Monitoring Activities for First Quarter 1996
This first quarter 1996 report presents the findings from the groundwater monitoring
conducted at Operable Units No. l and 2 at the National Starch and Chemical Company
site on Cedar Springs Road, Salisbury, North Carolina. This report is prepared in
accordance with Record of Decisions (ROD) issued by the U.S. EPA on September 30,
I 988 for Operable Unit No. I (OU!) and on September 30, I 990 for Operable Unit No. 2
(OU2). Operable Unit No. l consists of contaminated groundwater area located in the
east-southeast portion of the facility. Operable Unit No. 2 consists of contaminated soils
and surface water/sediments in tributaries surrounding a trench area east of the plant
operation area.
Operable Unit No. 1
Groundwater samples from the four downgradient groundwater monitoring wells (NS29,
NS30, NS3 l, and NS32) and four bedrock extraction wells (EX0l, EX02, EX03, and
EX04) were collected on January 15, 1996. All samples were analyzed for Target
Compound List (TCL) volatile and semivolatile organic compounds (VOC and SVOC),
Target Analyte List (T AL) metals, and general chemistry. In addition, samples from the
monitoring wells and extraction wells were analyzed for selected water quality parameters
to monitor influent loadings for the Combined Pretreatment System (CPS). A sample
analysis summary is provided in Table l. The samples were collected in accordance with
U.S. EPA (Region IV) protocols. The TCL and T AL compounds were analyzed
supporting U .S EPA Level IV Contract Laboratory Program (CPL) protocol.
All four plume periphery extraction wells are currently operational. The trench area
extraction wells are not operational at this time because of the RCRA closure of Lagoon
No.2.
Results from the chemical analysis for Operable Unit No. I and Operable Unit No. 2 are
presented in Tables 2 and 3, respectively. The list of compounds presented in these tables
represents the contaminants specified in Operable Unit No.· l Record of Decision (ROD).
The list of designated compounds from the ROD (OU!) and associated cleanup levels are
provided in Table 4. Figure l is a site map showing the well locations. The certificates of
analysis are provided in the Appendix.
The results of this quarters sampling indicated that four organic compounds, acetone, 1,2-
dichloroethane ( 1,2-DCA), 1-2-dichloropropane ( 1,2-DCP), and bis(2-chloroethyl)ether
exhibited levels that exceeded cleanup levels (shaded bold faced values in Table 2). The
acetone levels decreased from the previous quarter in three of the four extraction wells
(EX0I, EX02, and EX04) and increased in well EX03. A significant decline in acetone
levels was recorded in EX02 over the previous sampling period. The decline in acetone
and other compounds is most likely attributed to the fact that EX02 (that had pump

problems during the third quarter of last year) is now working properly and pumping
continuously.
Also, acetone levels has declined significantly in monitoring wells NS29 and NS3 l over
the previous sampling period. The decline in these wells is attributed to the fact that
EX02 is now pumping continuously and capturing some of the compounds before they
reach the down gradient monitoring wells.
Also, levels of 1,2-DCA and 1,2-DCP have decreased in wells NS29 and NS3 I over the
previous quarter sampling. Monitoring well NS32 continues to show that no
contaminants are present.
Extraction well EX0 I did not exceed the cleanup standards for any of the VOC
compounds. However since the third quarter 1995 sampling event, EX0 I did exceed the
cleanup standard for bis(2-chloroethyl)ether a semi-volatile compound. Concentrations of
_Bis(2-chloroethyl)ether exceeded cleanup standards in all sampled wells (see Table 2). All
of the sampled wells showed a decrease in Bis(2-chloroethyl)ether concentration since the
previous fourth quarter report (see Figure 5).
The general trends for· the four organic compounds that have exceeded the cleanup criteria
over the past four quarterly sampling events are presented in graphical form on Figures 2
through 5. These four organic compounds are acetone, I ,2-dichloroethane, 1,2-
dichloropropane, and bis(2-chloroethyl)ether. Manganese exceeded cleanup standards in
only one well, EX02. Barium exceeded cleanup standards in extraction well EX02 and
monitoring well NS3 l (see Table 2).
Water level measurements were taken on January I 5, 1996, from seventeen selected
monitoring wells and four extraction wells located in Operable Units No. I and 2. The
static water level for NS32 was not measured, due to artesian conditions. Well NS32 has
been under artesian conditions during all previous sampling events. The results of the
water level measurements are presented in Table 5. Note that for this quarterly report,
water level measurements were taken after the extraction well system was temporarily
shutdown. Therefore, the groundwater contour map presented in Figure 6, represents the
natural groundwater gradient across the subject area.
During the past quarter, all of the plume periphery extraction wells maintained their
pumping capacity over the previous fourth quarter 1995. The combined average quarterly
pumping rate for the four extraction wells (EX0I, EX02, EX03 and EX04) is about 86
gpm. The efficiency of the plume control and hydraulic control will be evaluated in more
detail after all trench area extraction wells are fully operating.

Operable Unit No. 2
Groundwater samples were collected from monitoring wells NS09, NSl0, NSl 1, and
NS 15 on January 15, 1996. All samples were analyzed for selected TCL VOCs and
SVOCs, T AL metals, total dissolved solids (TDS), and chloride. A sample analysis
summary is provided in Table I. The samples were collected in accordance with U.S.
EPA (Region IV) protocol. The TCL and TAL compounds were analyzed under U.S.
EPA Level IV CLP protocol.
Results from the chemical analysis for Operable Unit No. 2 are presented in Table 3. The
list of compounds presented in Table 3 represents the contaminants specified in Operable
Unit No. 1 ROD. The list of compounds from the ROD and associated cleanup levels are
provided in Table 4. Figure I is a site map showing the well locations. The certificates of
analysis are provided in the Appendix.
All four monitoring wells (NS09, NSl0, NS! 1 and NS15) in Operable Unit No. 2 had
levels of 1,2-DCA that exceeded the cleanup standards (See Table 3). Except for the
chemical 1,2-DCA, monitoring well NS 11 has no organic or inorganic compound to
exceed the cleanup standard. Acetone may be present in the sampled Operable Unit No. 2
wells, but the concentration is below the detection limit and cleanup standard. Vinyl
chloride exceeded the cleanup standard in wells NS09.
Manganese exceeded clean up levels in monitoring wells NS09 and NS 15. Manganese
concentrations in monitoring well NS 10 declined for the first time below cleanup standard.
Monitoring well NS 11 continues to have manganese concentrations below the cleanup
standard.
Water level measurements were taken on January 15, 1996 from each of the four
monitoring wells. The results are provided in Table 6. A groundwater contour map of the
subject area is provided in Figure 6.

2.0 Planned Groundwater Monitoring Activities
Operable Unit No. 1
Groundwater monitoring will continue. Care will be taken to closely monitor the daily
pumping rates of the extraction well system. Particular attention will be made to assure
that all plume periphery extraction wells continue to pump at optimum efficiency and that
downtime for pump maintenance is minimized. The implementation of the extraction well
system will continue as planned with the continued operation of the plume periphery
extraction wells EX0 l, EX02, EX03, and EX04.
National Starch and Chemical Company will continue to alert laboratory personnel of
samples from wells with known high VOC concentrations.
Operable Unit No. 2
On February 26, 1996, a new startup pumping operation began in Operable Unit No. 2
(trench area). Six extraction wells (EX05, EX06, EX07, EX08, EX09, and EX! 0) began
pumping at a combined pumping rate of about 17 GPM. During this startup phase these
extraction wells will be monitored closely and their pumping rates may be modified in
order to optimize their performance. The efficiency of the plume control and hydraulic
control for both Operable Units I & 2 will be evaluated in more detail after all trench area
extraction wells are fully operating.
Groundwater monitoring will continue. Like the groundwater samples from the wells in
Operable Unit One, the samples from monitoring well NS IO contains high concentrations
of l ,2-DCA. Therefore, care will be taken to alert laboratory personnel of samples from
wells with known high VOC concentrations .

A total of fourteen water samples were received at the Pace laboratory in Huntersville, NC on
1/16/96 .. The samples were logged into the Laboratory Data Management System and PACE
laboratory sample numbers were assigned to the samples. Samples were then shipped via
Federal Express on 1/16/96 to the PACE-Houston, Texas facility for analysis.

MATRIX: WATER
The PACE Charlotte project was submitted for arsenic and selenium to be analyzed by CLP
SOW ILM03.0 on Graphite Furnace Atomic Absorption (GFAA). Barium, beryllium, cadmium,
chromium, manganese, nickel and zinc were submitted to be analyzed by CLP SOW ILM03.0 on
ICP. Volatile and semivolatile analysis were submitted to be analyzed by CLP SOW OLM0!.9.
Samples were received by PACE Analytical Services, Inc. on O 1/17 /96. The Inorganic data
• package has a Case Number identified as "PCHAR" and the SDG is identified on the CLP forms
as "PACI".
lnorganics:
Samples were digested for CLP SOW ILM03.0 methodology for water. Samples were digested
on 01/25/96 for analysis by ICP. Samples were digested on 01/26/96 for analysis by GFAA.
Data calculations of Form I through 14 were performed using Telecation Associates software
(Enviroforms and Version 3.13 Smartlog) for the ILM03.0 protocols. Occasional differences in
rounding are encountered due to initial rounding of the numerical data by this software. The
effects of this rounding are considered minor and no serious errors in the final data are expected.
The EPA views the use of this software as satisfactory for CLP-type data package generation.
The sources for LCS, ICY, CCV, and calibration standards are High Purity, Inorganic Ventures,
Environmental Resource Associates and Spex. The abbreviations for these sources appear on
the appropriate CLP-type forms in the data package. The abbreviations listed are HP (High
Purity), IV (Inorganic Ventures), ERA (Environmental Resource Associates) and SPEX (Spex).
See enclosed list for definitions of flags.
The samples, matrix spike and duplicate were prepared and analyzed within the hold time period
for this package.
Volatile & Semivolatile Organics:
Although temperature blanks were not received, the samples were shipped with ice and ice packs
and the temperature of the cooler measured at 4.8 degrees C. The sample received met the EPA
requirements for containers and sample integrity.

The calibration check compounds (CCCs), the system performance check compounds (SPCCs),
and the internal standard1areas all met method criteria. A method blank and a laboratoiy control
sample were analyzed wi~h each analytical sample batch set of20 or fewer samples. A matrix
spike and a matrix spike duplicate were analyzed with this sample.
Sample with ID 92-053~61-8 was extracted and analyzed, in hold, on 1/24/96. However, four
surrogate recoveries we~e outside of the contract recovery limits. The sample was re-extracted
outside of hold time and reanalyzed; both sets of data are presented.

Sample with ID 92-053~58-8 was originally analyzed on 1/23/96. Due to matrix interference,
internal standard recoveries were outside of the SOW required recoveries. The sample was
diluted and reanalyzed th.e reanalysis met all internal standard recoveiy requirements.
All raw data have been included in the data•·package.
