1.0 Groundwater Monitoring Activities for Third Quarter 1995
This report for the third quarter of I 995 presents the findings from the groundwater
monitoring conducted at Operable Units No. I and 2 at the National Starch and Chemical
Company site on Cedar Springs Road, Salisbury, North Carolina. This report is prepared
in accordance with Record of Decisions (ROD) issued by the U.S. EPA on September 30,
1988 for Operable Unit No. I (OU!) and on September 30, 1990 for Operable Unit No. 2
(OU2). Operable Unit No. I consists of contaminated groundwater area located in the
east-southeast portion of the facility. Operable Unit No. 2 consists of contaminated soils
and surface water/sediments in tributaries surrounding a trench area east of the plant
operation area.
Operable Unit No. 1
Groundwater samples from the four downgradient groundwater monitoring wells (NS29,
NS30, NS31, and NS32) and four bedrock extraction wells (EX0I, EX02, EX03, and
EX04) were collected on July I 0-11, 1995. All samples were analyzed for Target
Compound List (TCL) volatile and semivolatile organic compounds (VOC and SVOC),
Target Analyte List (T AL) metals, and general chemistry. In addition, samples from the
monitoring wells and extraction wells were analyzed for selected water quality parameters
to monitor influent loadings for the Combined Pretreatment System (CPS). A sample
analysis summary is provided in Table I. The samples were collected in accordance with
U.S. EPA (Region IV) protocols. The TCL and TAL compounds were analyzed
supporting U.S. EPA Level IV Contract Laboratory Program (CPL) protocol.
All four plume periphery extraction wells were operational. The trench area extraction
wells were not operational because of the RCRA closure of Lagoon No.2.
Results from the chemical analysis for Operable Unit No. I and Operable Unit No. 2 are
presented in Tables 2 and 3, respectively. The list of compounds presented in these tables
represents the contaminants specified in Operable Unit No. I Record of Decision (ROD).
The list of designated compounds from the ROD (OU!) and associated cleanup levels are
provided in Table 4. Figure I is a site map showing the well locations. The certificates of
analysis are provided in the Appendix.
The results ofthis quarters sampling indicatt:d that four organic compounds, acetone, 1,2-
dichloroethane ( 1,2-DCA), 1-2-dichloropropane ( 1,2-DCP), and bis(2-chloroethyl)ether
exhibited levels that exceeded cleanup levels (shaded bold faced values in Table 2). The
acetone levels decreased from the previous quarter in three of the four extraction wells
(EX0I, EX02, EX03) and increased in EX04
Also, acetone levels exceeded cleanup standard in monitoring wells NS29 and NS30. The
level of acetone in NS29 marks a significant increase over the previous quarter sampling.

In addition, levels of 1,2-DCA and 1,2-DCP also increased in wells NS29 and NS30 over
the previous quarter sampling. The elevated VOC levels in wells NS29 and NS30 are
most likely attributed to the fact that extraction well EX02 was experiencing pump
problems during the startup phase of the groundwater recovery program. The pump in
well EX02 has been repaired and is currently pumping continuously. Previous quarterly
reports have shown that contaminant concentrations have generally decreased over time in
wells NS29, NS30, and NS3 l. Monitoring well NS32 continues to show that no
contaminants are present.
Extraction well EX0 1 did not exceed the cleanup standards for any of the VOC
compounds. However since the first quarter 1995 sampling event, EX0l did exceed the
cleanup standard for bis(2-chloroethyl)ether (see Table 2).
The general trends for the four organic compounds that have exceeded the cleanup criteria
over the past four quarterly sampling events are presented in graphical form on Figures 2
through 5. These four organic compounds are acetone, 1,2-dichloroethane, 1,2-
dichloropropane, and bis(2-chloroethyl)ether.
Water level measurements were taken on July 10-11, 1995, from seventeen selected
monitoring wells, four extraction wells, and two stream gauges located in Operable Units
No. 1 and 2. The static water level for NS32 was not measured, due to artesian
conditions. Well NS32 has been under artesian conditions during all previous sampling
events. The results of the water level measurements are presented in Table 5. Figure 6
presents a groundwater contour map of the subject area.
During the past quarter, all of the plume periphery extraction wells increased their
pumping capacity. The combined average quarterly pumping rate for the four extraction
wells (EX0 1, EX02, EX03 and EX04) increased from about 3 5 gpm for the first quarter
1995 to about 80 gpm during the second quarter 1995. The efficiency of the plume control
and hydraulic control will be evaluated in more detail after all trench area extraction wells
are fully operating.
Operable Unit No. 2
Groundwater samples were collected from monitoring wells NS09, NSl0, NS! 1, and
NS15 on July 10, 1995. All samples were analyzed for selected TCL VOCs and SVOCs,
T AL metals, total dissolved solids (TDS), and chloride. A sample analysis summary is
provided in Table 1. The samples were collected in accordance with U.S. EPA (Region
IV) protocol. The TCL and TAL· compounds were analyzed under U.S. EPA Level IV
CLP protocol.

All four monitoring wells (NS09, NSI0, NS! I, and NS15) in Operable Unit No. 2 had
compounds that exceeded the cleanup standards (See Table 3). The concentration of
acetone in well NS09 declined below the cleanup standard. Monitoring well NS 11 slightly
exceeded the standard for 1,2-DCA, but previously had no compounds to exceed the
standard. Vinyl chloride exceeded the cleanup standard in wells NS09 and NS 15.
Monitoring well NS09 continues to exhibit the most number of contaminants in a single
well to exceed the cleanup standard. They are 1,2-DCA, 1,1-DCE, vinyl chloride, barium
and manganese.
As with the first and second quarter 1995 sampling, manganese exceeded clean up levels
in three monitoring wells (NS09, NS I 0, and NS I 5). Monitoring well NS 11 continues to
have manganese concentrations below the cleanup standard.
Water level measurements were taken on July 10, 1995 from each of the four monitoring
wells. The results are provided in Table 6. A groundwater contour map of the subject
area is provided in Figure 6.

2.0 Planned Groundwater Monitoring Activities
Operable Unit No. 1
Groundwater monitoring will continue. Due to the increased concentrations of acetone,
1,2-DCA, 1,2-DCP, and Bis(2-chloroethyl)ether in wells NS29 and NS3 l EX02, care will
be taken to closely monitor the daily pumping rates of the extraction well system.
Particular attention will made to assure that all plume periphery extraction wells continue
to pump at optimum efficiency and that downtime for pump maintenance is minimized.
The implementation of the extraction well system will continue as planned with the
continued operation of the plume periphery extraction wells EX0 1, EX02, EX03, and
EX04.
Because of the high concentrations of acetone, 1,2-DCA, and 1,2-DCP in the
groundwater samples obtained from some of the extraction and monitoring wells National
Starch and Chemical Company will continue to alert laboratory personnel of samples from
wells with known high VOC concentrations.
Operable Unit No. 2
Groundwater monitoring will continue. Like the groundwater samples from the wells in
Operable Unit One, the samples from monitoring well NS IO contains high concentrations
of 1,2-DCA. Therefore, the analytical procedure for VOC analysis will be modified when
analyzing the sample from well NS IO. The procedure modification will ensure greater
accuracy in the VOC analytical results.

Samele Receiot: Samples for this SDG were received at PACE's Charlotte Laboratory
on July 11, 1995. They were forwarded by Federal Express carrier to PACE New
Hampshire for analysis. PACE New Hampshire laboratory sample numbers were assigned
as listed on the Sample Table which follows this narrative. Field sample identifiers
were modified to six-characters to accommodate CLP software requirements. The sample
table cross references the modified ID's with the field ID's. Although temperature
blanks were not included with the shipments, samples were received cool. Bottles and
labels matched the Chains-of-Custody (COC) provided. Details of sample delivery are
noted as follows:
The samples received at PACE New Hampshire on 7/12/95 were assigned PACE lab# 44609.
Samples were accompanied by coc documents. One VOA vial of sample "EX02" was
received empty. Both caps were cracked during shipment of the BNA aliquots of the
sample designated "NS-10 7-10-95". One of the bottles appeared to have lost about
SOmls of sample. No other problems were encountered with the shipment of these
samples. The sample designated on the COC for QC for this SDG was "EX03."
Volatiles Analvsis: Samples were analyzed within holding time under the CLP OLMOl.8
water method. In accordance with project requirements, the protocol was modified to
a target list of fourteen compounds with special detection limits. Nontarget
searches were not required. In addition, the client requested that samples needing
dilution be run a second time at lesser dilution to achieve lower detection limits.
Eight samples therefore have two sets of data reported. All samples except NSllXX
were determined to have pH< 2 at time of analysis.

continuous liquid/liquid extractors which have higher statistical recovery windows

was required for the high recoveries. Values reported on the Form III spike recovery
sheet should be considered accurate to two significant figures.

Metals Analysis: The analytical protocol for metals analytes established for this
project was compliant with the EPA CLP SOW (Document Number ILM03.0) except as noted
below. Samples were analyzed within holding time for the client-designated target
list of nine metals (As, Ba, Be, Cd, Cr, Mn, Ni, Se, Zn). Matrix QC was performed
on sample EX03XX. Field ID' s were modified in order to satisfy a six-character
software requirement. The original ID's have been included as comments on the Form
I data sheets.
ICP Analysis: Samples were prepared in one water batch on 07/13/95. Analyses were
conducted in one sequence (07/13/95) on the TJAOl instrument for seven metals, and
in one sequence (07 /14/95) on the TJA02 instrument for arsenic and selenium.
