"\. .. , • • GEIGY CHEMICAL CORPORATION SUPERFUND SITE Aberdeen, North Carolina Monthly Progress Report No. 68 January 1999 This report summarizes Remedial Action and Downgradient Groundwater act1v11tes for the Geigy Chemical Corporation Site during the given period. This report is submitted in accordance with Section XI, Paragraph 29 of the Consent Decree. l. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE Remedial Action • Continued operation of the groundwater extraction and treatment system during the report period. • Conducted the monthly site inspection on January 20th to verify system performance. The system maintained continuous unattended operation during the report period and has treated 16,806,470 gallons since start-up. • Conducted treatment system monitoring as currently required by the Site Groundwater Remediation Permit and O&M Manual. • The jet pump serving well PW-4S ( one of the surficial aquifer extraction wells used for ma~s reduction) was replaced and the well was put back into service. • The piping on one of the two water transfer pumps in the treatment building developed a minor leak during the monthly inspection period. As a precaution, the pump was temporarily taken out of service until the February monthly inspection, when materials needed for piping repair will be available. This action had no effect on the operation of the system (i.e., the two pumps normally alternate in operation, thereby allowing one pump to be taken off line for servicing without interrupting treatment). Downgradient RA WP • Continued preparation of the third event, fourth quarter 1998 downgradient area monitoring report. • Conducted the fourth quarterly downgradient area monitoring event, including: • Collection of comprehensive water-level measurements from downgradient area monitoring wells, piezometers and stream staff gauges, and select facility property wells .. • Collection of 10 stream surface water and sediment samples along McFarland's Branch, Ray's Mill Creek and Aberdeen Creek at the monitoring locations described in the RAWP. • Collection of groundwater samples from 23 of the 26 wells included in the downgradient area monitoring network. ; • • 2. RESULTS OF SAMPLING. TESTS AND OTHER DATA None. 3. WORK PLANS, REPORTS AND OTHER DELIVERABLES None. 4. ACTIONS SCHEDULED FOR THE NEXT SIX WEEKS The following activities are anticipated: Facility Property • Conduct the monthly system inspection. • Repair piping at the transfer pump. • Submit the Annual Treatment System Report Downgradient Area • Submit the Third Event, Fourth Quarter 1998 Downgradient Area Monitoring Report. • Submit the First Annual Downgradient Area Monitoring Report. 5. This report is submitted in accordance with Section XI, Paragraph 29 of the Consent Decree. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE Remedial Action • Operation of the groundwater extraction and treatment system continued during the report period. • The monthly Site inspection was conducted on October 4th to verify system performance. Approximately 6.1 million gallons of groundwater have been treated from system start-up through the date of the monthly inspection. The system maintained continuous unattended operation during the report period. No system autodialer alarms were received during the report period. The system continues to perform as designed (see Table 1). Downgradient RA WP • The Companies received comments on the Final Downgradient Groundwater RA WP. 2. RESULTS OF SAMPLING, TESTS AND OTHER DATA Analytical results of samples collected as part of the fourth quarter 1997 monitoring event for the facility property groundwater extraction and treatment system were received and are being compiled for the Agencies. These results, along with system performance data, will be forwarded to the Agencies under separate cover as part of the 1997 annual operating report. 3. WORK PLANS, REPORTS AND OTHER DELIVERABLES • The Companies submitted responses to the October 8, 1997 comments on the Final Downgradient Groundwater RA WP, and provided corresponding text revisions, to the Agencies on October 29, 1997. 4. ACTIONS SCHEDULED FOR THE NEXT SIX WEEKS The following activities are anticipated: 1 • Remedial Action • Submit the fourth quarter 1997 (annual) monitoring report to the Agencies. • Install additional flow/totalizer meters on the influent lines to carbon trains A and B to assist hydraulic balancing of the treatment system. • Conduct the monthly system inspection. Downgradient RA WP • Begin process of identifying owners of the proposed downgradient monitoring locations. • Plan activities to address North Carolina Administrative Code Subchapter 2L public notification requirements. 5. PERCENTAGE OF COMPLETION The RA construction is 100 percent complete. 6. DELAYS ENCOUNTERED OR ANTICIPATED None. 7. MODIFICATIONS TO THE WORK PLANS OR SCHEDULES None. 8. OTHER SIGNIFICANT ACTIVITIES Love grass was re-seeded throughout the revegetated areas of the facility property and in former excavation area 12. The system continues to perform as designed. As noted in the May 6, 1997 baseline monitoring event analytical report, trend graphs will be developed to facilitate review of future performance monitoring and system operating reports. An indicator compound will be selected for tracking purposes once a minimum of four quarters of monitoring data have been obtained. This report is submitted in accordance with Section XI, Paragraph 29 of the Consent Decree. I. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE Remedial Action • Operation of the groundwater extraction and treatment system continued during the report period. • The monthly Site inspection was conducted on August 7°' to verify system performance. Approximately 4. 7 million gallons of groundwater have been treated through the report period. The system maintained continuous unattended operation during the report period. No system autodialer alarms were received during the report period. They system continues to perform as designed (see Table I). Downgradient RA WP • Limited revisions to the Draft RA WP were made. 2. RESULTS OF SAMPLING, TESTS AND OTHER DATA None. 3. WORK PLANS, REPORTS AND OTHER DELIVERABLES • The Companies held a conference call with the Agencies on August 4"' to discuss the additional comments on the Draft RAWP. • The Companies submitted the second quarter 1997 monitoring report to the Agencies. 4. ACTIONS SCHEDULED FOR THE NEXT SIX WEEKS The following activities are anticipated: Remedial Action • Submit the third quarter 1997 monitoring report to the Agencies; • • • Conduct maintenance on carbon train A, to consist of correcting the functioning of the three-way valves, and repair or replacement of drum 3A (minor problems identified during August inspection, and discussed with NCDEHNR and EPA on August 13); and • Conduct the monthly system inspection (tentatively scheduled for September 10th). The system continues to perform as designed. As noted in the May 6, 1997 baseline monitoring event analytical report, trend graphs will be developed to facilitate review of future performance monitoring and system operating reports. An indicator compound will be selected for tracking purposes once a minimum of four quarters of monitoring data have been obtained. Concentration trend graphs for all pesticides on the performance standards list will be prepared for all indicator wells as part of the five-year remedy review. In addition to the monitoring requirements summarized in Table 3, the Companies also collected groundwater samples from each of the seven extraction wells during the second quarter 1997 monitoring event. These samples were obtained to compare pesticide and TCE concentrations in the extraction wells between system start-up and current conditions. Analytical results of these • • samples are included for information purposes. Additional extraction well samples, if any, will be collected as needed by the Companies to assess system performance. Page 7-3 indicates that MW-ID and MW-15D will be monitored if mounding of groundwater occurs as a result of the operation of the infiltration gallery. If mounding occurs at MW-I ID, monitoring well WP-ID should also be monitored for mounding and potential movement of contaminants to the south. Therefore, benchmark elevations of groundwater in these areas should be established and documented for potential future reference. 3. Monitoring wells MW-30D should be included for performance standard verification sampling in Table 7-3. Monitoring well MW-2D should be monitored for performance standard verification at least during 5 year review periods. Any monitoring wells previously contaminated above groundwater standards for any contaminant of concern should also be sampled and shown to be below performance standards prior to closure and system shut down. 4. Heptachlor and heptachlor epoxide were erroneously excluded as contaminants of concern at the site but should be included for evaluation during the 5 year review period since they are mobile by-products of chlordane which was found in site soil but not in groundwater since it is not very mobile. These chemicals are toxic at low concentrations and should be evaluated before closure and system shutdown. 5. Appendix A -Drawings 86619-I-02, 03, 05 -The valve symbols on drawing 86619-I-02 show . a ball valve with aline through the ball and a globe valve with the ball shaded. Drawings 86619-I-03 and 86619-I-05 show two types of valves, one with a ball without a line through it (V-34) and one with shaded inlet and outlet ports (V-37). Both valves need valve numbers. • GEIGY CHEMICAL CORPORATION SITE DOWNGRADIENT REMEDY DECISION TREE ATTACHMENT 1 LIMITED ACTION ALTERNATIVE MONITORING Monitoring points will be in accordance with the sample locations shown on Figure I. Sample frequencies are described in the RA WP and decision tree. The need to revise monitoring locations will be assessed during remedy review meetings. • Groundwater samples collected during the first year (i.e., first four quarterly sampling efforts) will be analyzed for TCL pesticides using EPA method 8081 (or current promulgated equivalent), including heptachlor and heptachlor epoxide per NCDEHNR' s request. Results of these sampling efforts will be reviewed with the Agencies at the end of the .first year and used to develop a parameter list for subsequent sampling events. Potential parameters for subsequent analyses will be screened by calculating the geometric mean concentration of individual TCL pesticides at each monitoring well over the four quarterly sampling events. Constituents with mean concentrations greater than the threshold values listed in Table I will be• reviewed with the Agencies to determine if they should be included in subsequent groundwater monitoring events. Information used to develop the groundwater monitoring parameter list will include the location and frequency of detects, concentration trends, and difference between mean concentration and threshold values. Based on all information to date, the parameter list is anticipated to be .alpha-, beta-, delta-and gamma-BBC. • Surface water and stream sediment samples collected during the baseline event will be analyzed for alpha-, beta-, delta-and gamma-BBC, heptachlor, and heptachlor epoxide using EPA method 8081 (or current promulgated equivalent). Beptachlor and/or heptachlor epoxide will be deleted from subsequent analyses if the mean groundwater concentrations of these constituents from the baseline event are below their associated MCL (0.4 ug/1 and 0.2 ug/1, respectively) (see Table !). • Confirmation samples will be collected and analyzed in the event pesticide concentrations in a stream surface water or sediment sample exceed risk-based levels determined to be protective of potential human or ecologic receptors. • Supplemental monitoring of Town Well No. 2 will be coordinated with the Town of Aberdeen during each groundwater monitoring event. Samples will be analyzed for drinking water series pesticides using EPA methods 505 and 508. • In the event that a supplemental sample result is found to exceed 50% of a given drinking water standard, Town Well No. 2 will be resampled on a rush basis. If the sample confirms pesticide levels are greater than 50% of a given drinking water standard, supplemental sampling will increase to a monthly basis to further assist • • monitoring of well-head pesticide concentration trends and prevent potential exposures through the implementation of corrective measures, where appropriate. When two successive months of supplemental sampling indicate that the concentrations have again dropped to below 50% of the given drinking water standards, supplemental sampling will be cori"ducted on the same frequency as groundwater monitoring samples. • Visual surveillance will be conducted during each routine monitoring event to determine if new residential wells have been installed in the· downgradient area. • Surface water and sediment samples will be collected from McFarland's Branch, Aberdeen Creek and Ray's Mill Creek during the initial sampling event to document baseline conditions. Sampling in Aberdeen Creek and Ray's Mill Creek will be conducted thereafter only if trigger levels in sentinel groundwater monitoring wells MW-32L, MW-38L and MW-39L are exceeded. Trigger levels are provided in Table 2 of Attachment I. The following comments are offered by the North Carolina Superfund Section. The O&M Manual appears to be fairly thorough and is therefore sufficient for the proposed work with the following exceptions/considerations. 1. Page 7-3 indicates that MW-ID and MW-lSD will be monitored if mounding of groundwater occurs as a result of the operation of the infiltration gallery. If mounding occurs at MW-11D, monitoring well WP-ID should also be monitored for mounding and potential ~ovement of contaminants to the south. Therefore, benchmark elevations of groundwater in these areas should be established and documented for potential future reference. 2. Monitoring wells MW-30D should be included for performance standard verification sampling in Table 7-3. Monitoring well WP-2D should be monitored for performance standard verification at least during 5 year review periods. Any monitoring wells previously contaminated above groundwater standards for any contaminant of . concern should also be sampled prior to closure and system shut down. 3. Heptachlor and heptachlor epoxide were erroneously excluded as contaminants of concern at the site but should be included for evaluation during the 5 year review period since they are mobile by-products of chlordane which was found in site soil but not in groundwater since it is not very mobile.
