Historic usage of the site has impacted.the site surficial groundwater with dissolved Volatile Organic Compounds (VOC) in excess of current NCAC Tl5A:02L North Carolina Groundwater Quality Standards (2L GWQS). This report focuses on site groundwater remediation and monitoring efforts completed since the groundwater treatment system startup in June 2003. SITE GROUNDWATER MONITORING WELLS Currently, there are sixteen monitoring wells selected to monitor groundwater characteristics on site (see Figure 2). They were positioned to encompass the compliance boundary and ensure effective monitoring of the contaminant plume. The monitoring wells are screened at depths ranging from approximately one to twenty-eight feet below land surface (BLS). Monitoring well construction data is provided in Table I. Monitoring wells within the historic dissolved benzene plume boundary have been designated performance verification wells and are intended to provide data points to monitor the reduction of groundwater contaminants. Wells outside the historic dissolved benzene plume boundary have been designated compliance monitoring wells and are used to evaluate potential dissolved plume migration. Performance verification monitoring wells are located in interstitial zones between sparge points and are used to obtain data regarding contaminant reduction and dissolved oxygen levels, generally within the deeper portion of the surficial aquifer. One performance verification monitoring well (PVSMW-002) is screened from one to ten feet BLS. PVSMW-002 shall be used to verify contaminant reduction within the shallow portion of the surficial aquifer. Note: Monitoring well PVMW-7 has been renamed as PVMW-015 in order to better correlate with the well identification sequence already established for the site. New Hanover County Burn Pit; 94040_mon_rpt_0l.doc CATUN Project No. 194-040 CA TL/ N Engineers and Scientists November 2003 D D m I I I I I I I I I . 1 I I 3.0 4.0 SITE MONITORING PLAN Monthly CATLIN personnel conduct the following activities on a monthly basis: • Check and adjust system to ensure proper operation. • Measure dissolved oxygen (DO) in MWD-002. Quarterly (December, March, June and September) The quarterly visit activities will be conducted only for the first year and semi-annually thereafter. In addition to the monthly activities, CATLIN personnel also conduct the following activities on a quarterly basis: • • • • Check system operation . Gauge and sample performance verification and compliance monitoring wells per EPA Method 602 .. Measure DO in MWD-002 . Prepare a monitoring report for submission to USEPA, NCDENR and PRPs. The report will include: system status groundwater table contour map updated groundwater contaminant isoconcentration map tabulated laboratory analysis summary table independent laboratory reports SITE ACTIVE REMEDIATION ACTIVITIES In accordance with the site Final Design Remedial Report, the performance goal for retnediating non-compliant VOC concentrations within the impacted site surficial aquifer is 1 ug/L of benzene or as agreed to by involved entities. A pulse air sparge system consisting . . of 79 injection wells has been designed and installed at the site to remediate. the dissolved ·voe groundwater plume. The locations of the current PAS injection wells are shown on Figure 3 . New Hanover County Burn Pit; 94040_mon_rpt_0J.doc CATLIN E11gi11eers and Scientists November 2003 CATLIN Project No. 194-040 2 I I D u m I I I I I I I I I I I I I 5.0 4.1 PULSE AJR SPARGE (PAS) 4.1.1 Pulse Air Sparge Description Pulse Air Sparge (PAS) consists of injecting a pulse of ambient air within or below the contaminated zone of the impacted aquifer, through an air sparge well. As air is injected into the aquifer, a de-watered sphere grows around the sparge point. This spherical volume of air continues to grow displacing groundwater until the top of the sphere is about to "breakthrough" the surface of the ground water table. Prior to "breakthrough", the air injection is terminated and the surrounding aquifer is allowed to recharge the sparged · zone before the next "pulse". The intent of this activity is to volatilize dissolved gasoline compounds within the impacted aquifer, and supply oxygen to indigenous aerobic micr.obes. Indigenous aerobic microbe species important in dissolved gasoline compound degradation utilize dissolved oxygen (or DO) from the aquifer as an electron acceptor to convert dissolved gasoline compounds to CO2, water, and biomass: · Aeration efforts of the PAS system replenish dissolved oxygen into the aquifer. Studies have repeatedly shown aerobic microbes, as opposed to anaerobic microbes, biodegrade dissolved gasoline compounds more rapidly. · 4.1.2 Performance The PAS system performance was optimized during system calibration. Calibration of the PAS system occurred for approximately two weeks following system start-up. The calibration period consisted of adjusting airflow to specific zones in order to optimize performance and abandoning and re-drilling air sparge wells that were short-circuiting. Since start-up (May 2003), the PAS system has operated approximately 98% of the time. The 2% downtime was due to power outages during local electrical storms. The PAS system air compressor 3-phase power supply has been sensitive to power fluctuations. CATLIN personnel have been monitoring the PAS system to ensure its continuous operation. Groundwater remediation efficiency due to the PAS systemis evaluated by reviewing the groundwater dissolved gasoline compound concentrations trend over time. SUMMARY OF SURFICIAL GROUNDWATER TABLE DA TA •·Each of the site monitoring well top of casing (TOC) elevations has been surveyed in relation to mean sea level (MSL). The latest groundwater table depths were obtained at all site monitoring wells on November 3, 2003. The depth to groundwater table data has been subtracted from the TOC elevation to determine the site surficial groundwater table elevations as of November 3, 2003. This latest groundwater table data has been summarized on Table I. Current dat,~ indicates a relatively flat groundwater table bt!neath the site with varying components of flow. In the northeast region of the site, groundwater appears to be flowing toward the northeast, while south and southwesterly components of flow exist beneath the southwest region of the site. Historically, groundwater flow directions have been similar to current observations. Groundwater flow will continue to be monitored in order to monitor its correlation with operation of the remediation system. The latest (November 3, · · 2003) surficial groundwater table contour data has been illustrated on Figure 4. SUMMARY OF GROUNDWATER QUALITY TESTING >> Prior to system installation, CA TUN personnel conducted a site groundwater sampling event to provide a pre-construction baseline of the dissolved contaminant plume. On September 4 and 5, 2003, CATLIN conducted a sampling event as part of the initial monitoring period. During each sampling event, CATLIN personnel recorded selected groundwater field parameter data and obtained groundwater samples in general accordance with the following procedures. 6.1 FJELD MEASUREMENTS (DISSOLVED OXYGEN) Groundwater DO measurements were taken to characterize site conditions and potential influence from the PAS system. DO measurements collected during this most recent sampling event (September 4 and 5, 2003), obtained using a YSIModel 650 multi-parameter water quality instrument and Model 600XL sonde, were erratic. In order to verify the accuracy of these measurements, measurements were re-taken on September 11 and 12, 2003. In an attempt to verify the precision and accuracy of the equipment and methods cif measurement, a YSI 55 DO meter was rented from Pine Environmental Services, Inc. Both instruments were utilized on September 24, 2003, yet DO readings continued to be erratic and inconsistent. According to technical advice provided by Pine Environmental Services, Inc., the inconsistencies in DO measurements encountered at the site may have been due to contaminants interfering with the transmission of oxygen across the semi-permeable membrane that covers the DO sensor. According to Pine Environmental technicians, semi-permeable membranes are extremely sensitive and even low contaminant concentrations can impair their function. DO field parameter measurements recorded on September 24, 2003 are listed in Table 3. A DO measurement was taken from within MWD-002 at a depth of twenty-one feet BLS on September 25, 2003. MWD-002 was chosen to gauge performance of the pulse air sparge system due to its central location in relation to the site, its position in an interstitial zone between sparge points and the depth of its screened interval. A DO measurement of 0.49 mg/L was recorded for MWD-002. DO levels for MWD- 002 will continue to be monitored at the site as proposed. New Hanover County Burn PU; 94040_mon_rpt_0J.doc CA TL/ N Engineers and Scientists November 2003 CA TL/ N Project No. 194-040 4 I I I n D I I I I I I I I I I I 6.2 6.3 GROUNDWATER SAMPLING Prior to sampling, each well was purged to ensure the collected sample was representative of the surficial aquifer. Purging was performed by first removing a minimum of three well volumes from each monitoring well using disposable bailers. A pump was then used to extract groundwater from each well. The extracted groundwater was delivered to a flow-through cell via clean polyethylene tubing and temperature, · conductivity, and pH were measured using a YSI Model 650 multi-parameter water quality instrument with Model 600XL sonde. Measurements were recorded at one minute intervals until the readings had equilibrated. Once stabilized, the well was sampled and the recorded data was used to document the selected field parameters. Groundwater samples were obtained from new polyethylene tubing attached to the discharge end of the test cell. The Model 600XL sonde, as well as the test cell were cleaned after each sample was collected in accordance with the manufacturer's instructions .. A new set of disposable gloves and bailer were utilized for each sample collected. Each sample was placed in laboratory prepared sample glassware labeled with the well ID, sample date, site name, sampler, and placed in an iced cooler. For analysis by a certified lab, samples were delivered to Paradigm Analytical Laboratories, Inc. (Paradigm; North Carolina Certification #481) in Wilmington, North Carolina. To determine groundwater concentrations of remnant0dissolved gasoline compounds, all groundwater samples were analyzed for volatile compounds (in ug/L) per EPA Method 602. GROUNDWATER QUALITY -EPA METHOD 602 Laboratory analysis of the surficial groundwater samples for EPA Method 602 · analytes revealed BQL or compliant concentrations per applicable 2L GWQS for groundwater, with the exception of benzene. Benzene was detected above applicable 2L GWQS ( I ug/L) in three groundwater samples collected from monitoring wells MWD-002, MWD-006, and PVMW-014. The latest groundwater sample analytical results have been summarized on Table 4. Historical EPA Method 602 analysis results have been summarized on Table 5. · A copy of the Paradigm laboratory report for the latest sample event has been provided in Appendix A. To illustrate the historical groundwater remediation trend, a graphical · representation of historical benzene concentrations at site monitoring wens MWD-002, MWD-006, PVMW-011, PVMW-014 and PVMW-015 has been prepared (see Appendix B). · CONCLUSION AND RECOMMENDATIONS 7.1 CONCLUSIONS Based on the field and laboratory data obtained during the most recent monitoring period, the following conclusions are provided: Active Remediation System Operation • The PAS system ha_s been operating properly for approximately 98% of the period from early May 2003 to the present Local power outages, due to electrical storms, have occasionally turned off the PAS system. Surficial Groundwater Quality • The accuracy of DO measurements at this time were questioned; however, of the wells within the historic plume boundary, those nearest the plume edge displayed relatively higher levels of DO compared to wells within the "hotter" spots. • The latest groundwater analyses revealed the site surficial groundwater remains impacted with benzene concentrations in excess of applicable 2L GW'QS. In reviewing the historical dissolved contaminant concentration data (Table 5 and graph in Appendix B), the overall trend indicates a progressive decline in benzene concentrations at all monitoring well locations. Compared to the baseline data, MWD-002 exhibited a rise 1047 ug/L from 18.6 ug/L and PVMW-014rose to 5 ug/L from 4.4 ug/L. Currently, only MWD-002, MWD-006 and PVMW-014 contain non- compliant concentrations of benzene. Benzene concentrations do not appear to be migrating upwards in the water column as evidenced from the sample results collected from monitoring wells MWD-002 and PVSMW-002. PVSMW-002 (screened to 10 feet below ground surface (BGS)), which is in close proximity to MWD-002 (screened to 27.5 feet BGS), continued to display benzene concentrations below 2L GWQS. Collect four quarters of monitoring data prior to making any pulse sparge system adjustments or modifications. Continue to evaluate DO measurement alternatives . LIMITATIONS The field and groundwater data evaluated as part of this monitoring report provide isolated data points and may not represent conditions at every location in the project area. Analyses. and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions. Conclusions and recommendations of this monitoring program and report are based on the best available data in an effort to comply with current regulatory requirements.
