(IC) is pleased to submit this Progress and O&M Report of Quarterly Activities for February!, 2006 through April 30, 2006 in accordance with SECTION XV -PROGRESS REPORTS of the Unilateral Administrative Order ( effective date -June 30, I 992) for the Macon/Dockery Site. Additionally, the report includes the provisions included in the recommendations sections of the United States Environmental Protection Agency (USEPA)-Region IV Five Y car Review Report dated September 2000 and Second Five Y car Review Report dated September 2005. This report describes activities, which occurred during the period August I. 2006 through October 3 I, 2006 as part of the Remedial Action phase of this project. Specifically, this report describes the operational status of the groundwater remediation systems and the results of the quarterly system effluent sampling conducted for the period. PROJECT TASKS INITIATED OR COMPLETED THROUGH OCTOBER 31, 2006: • • Weekly operation and maintenance of the systems: and, Quarterly effluent sampling of the remediation systems . RES UL TS OF SAMPLING AND TESTING AND OTHER DATA RECEIVED: Laboratory results for the quarterly effluent sampling of the remediation systems arc included in Appendix A. Tables I through 4 summarize the effluent analytical results for the groundwater treatment systems. Analytical results of the system offgas and the property I I I I I I I I I I I I I I I I I I I Ms. Giczcllc 13cnnctt January 17, 2007 Page No. 2 line air sample arc summarized in Table 5. Mass volatile organic compound (YOC) removal estimates for the groundwater remediation systems arc summarized in Table 6. The concentrations for the water samples collected October 29, 2006, were below the Remediation Performance Standard except for the following samples: EFFLUENT PARAMETER EXCEEDANCES Sample Date Parameter Sample Performance Location Sampled Concentration Standard (ug/L) (ug/L) Macon Source 10/29/2006 Manganese 200 50 Effluent Upper/Lower 10/29/2006 Chromium 51 50 Macon Effluent Note: ug/L : micrograms per Liter The Macon Source remediation system docs not utilize metals filter canisters to remove manganese prior to discharge. In a letter dated February 28, 1995, the MDSG requested that the US EPA and the North Carolina Department of Environment and Natural Resources (NCDENR) allow for '"the discharge of treated water from the air stripper system directly to the infiltration gallery without treating for manganese." The request was granted by Ms. Giczclle Bennett in a letter to the MDSG dated March 28, 1995. Chromium concentrations from the Upper/Lower Macon effluent have historically been below the sample detection limit since start-up. The sudden increase in chromium concentration may be attributed to the installation of two new cductor assemblies into wells LM-2 and LM-3 on October 15, 2006. The eductors arc made of bronze with galvanized metal pipe nipples and bushings. The cductor water intake is a brass foot valve equipped with a stainless steel screen. The galvanized pipe is secured to HOPE pipe with four stainless steel clamps. Chromium is a component of stainless steel. Otherwise, the chromium concentration is expected to be an isolated aberration resulting or a sampling or laboratory artifact. OPERATIONAL DIFFICULTIES AND DELAYS: The following operational delays and difficulties were experienced this reporting period: ,. • 8/l 7/2006-8/20/2006: The Macon Source Arca remediation system was down upon arrival because of a tripped circuit breaker. The breaker was reset and the system started normally. • I 0/4/2006-I 0/8/2006: The flow meter at the Upper/Lower remediation system was fouled with debris and not turning during this period. On October 8, 2006. the flow meter was disassembled and cleaned and placed back into service. The remediation system operated normally during the entire period. • I 0/4/2006-I 0/8/2006: The Macon Source Arca remediation system was down upon arrival because of a tripped circuit breaker.
