Atlanta, Georgia 30303-3104 Re: Progress and O&M Report of Quarterly Activities -August I, 2003 Through October 31, 2003 Macon/Dockery Site -Cordova, North Carolina Dear Ms. Bennett: On behalf of the Macon/Dockery Site Group (MDSG), the August 1, 2003 through October 31, 2003 Progress and O&M Report of Quarterly Activities is herewith submitted in accordance with SECTION XV -PROGRESS REPORTS of the Unilateral Administrative Order (effective date -June 30, 1992) for the Macon/Dockery Site. Additionally, the report includes the provisions included in the recommendations section of the USEP A -Region IV Five Year Review Report dated September 2000. This report describes activities, which occurred during the period of August 1, 2003 through October 31, 2003 as part of the Remedial Action phase of this project. Specifically, this report describes the operational status of the groundwater remediation systems and the results of the quarterly system effluent, sampling event conducted for the period. PROJECT TASKS INITIATED OR COMPLETED THROUGH OCTOBER 31 2 2003: • Weekly operation and maintenance of the systems; and, • Quarterly effluent sampling of the remediation systems. RES UL TS OF SAMPLING AND TESTING AND OTHER DATA RECEIVED: Laboratory results for the quarterly effluent sampling of the remediation systems are included in Appendix A. Tables I to 4 summarize the effluent analytical results for the four groundwater treatment systems. In a letter dated March 28, 1995, the MDSG requested that NCDENR allow for "the discharge of treated water from the air stripper system directly to the infiltration gallery without treating for manganese." The request was granted by Ms. Giezelle Bennett in a letter to the MDSG dated March 28, 1995. OPERATIONAL DIFFICULTIES AND DELAYS: • August 7 -October 19, 2003 -The Lower Macon remediation system was down due to failed feed tank water level sensor and a low water level in the feed tank. A repaired water level sensor was installed, but the system remained down due to the low water level. The tank obtained an optimum water level and the system was restarted on October 20, 2003. • August 1-6, 2003 -The Upper Macon system was down due to a high high-level alarm for the air stripper. The sump was pumped out and the system was restarted on August 7, 2003. -I I I I I I I I I I I I I I I I I I I Ms. Giezelle Bennett November 25, 2003 Page No. 3 • August 1-6, 2003 -The Upper Dockery system was down due to a high high-level alarm for the air stripper. The alarm condition was cleared and reset and the system was restarted on August 7, 2003. • August 20 -September 29, 2003 -The Upper Macon system was down due to an electrical problem with the air stripper blower and water level alarms associated with the feed tank and the air stripper. The blower wires were repaired, but the system remained down due to a low water level in the feed tank. An optimum water level was established on September 30, 2003 and the system was restarted. • September 5 -October 5, 2003 -The Upper Dockery system was down due to failure of the air stripper blower. An electrician diagnosed the problem and was able to get the system restarted on October 6, 2003.
