On behalf of Beazer East, Inc. (Beazer), Field & Technical Services, LLC (FTS) hereby submits
the results of the 20 IO first semi-annual groundwater monitoring event at the former Koppers
Company Site in Morrisville, North Carolina (Site). This report summarizes the field and
laboratory results of the groundwater monitoring event perfonned on February I 5 through
February 17, 2010.
Groundwater Monitoring Program -First Semi-Annual 2010
As of the December 2007 groundwater monitoring event, the Groundwater Monitoring Program
has been modified based on certain recommendations made in the United States Environmental
Protection Agency's (US EPA 's) Second Five-Year Review Report (U.S. Anny Corps of
Engineers, 2007)1.
Based on the requirements in the Proposed Remedial Action Groundwater Monitoring Program
(Thern10Retec, 1999),2 as modified with USEPA approval in 2003 (Retec, 2003)3

and the USEPA Second Five-Year Review recommendations, the first semi-annual groundwater
monitoring event of2010 included the following:
• Gauging of 36 monitoring wells (Figure I): i.e., 31 on-Site wells and 5 off-Site wells.
• Sampling of twelve (12) on-Site wells: C-I0B, C-12A, C-13B, C-14A, C-14B, C-15B,
C-27A, C-27B, C-28A, C-29B, M-04, PW-01.
Under the current program, 12 program wells are to be sampled annually for pentachlorophenol
in the first semi-annual event of the year. Wells with pentachlorophenol detections above the
remedial goal of I microgram per liter (µg/L) will be sampled for pentachlorophenol in the
second semi-annual event. In addition, wells with detections of pentachlorophcnol above the
remedial goal are to be sampled semi-annually for dioxins and furans. Once the concentrations
of pentachlorophenol for a given well meet the remedial goal for four consecutive sampling
events, that well will move to the annual sampling program for pentachlorophenol.
At the request of the property owner and with the concurrence of USEPA and NCDENR,
monitoring wells C-11 A and C-1 I B were removed from the current program and abandoned in
November 2009.
Groundwater Elevation and Direction of Flow
Groundwater elevations for the A-and B-zone wells, measured on February 15, 20 I 0, are
presented in Table I. The groundwater elevations in Table l were used to construct the A-and
B-zone groundwater potentiometric surface elevation contour maps included as Figures 2 and 3.
Historically, groundwater elevations for well C-1 OB have differed significantly from the
groundwater elevations in the other B-zone wells. ln addition, groundwater purging and
recovery data indicate that this well is installed in a very low permeability formation. The
consistently different groundwater elevations in this well, in conjunction with the fact that this
well is 55 feet deeper than the neighboring B-zone wells, indicate that C-1 OB does not
communicate with the same section of the B-zone aquifer as the other B-zone monitoring wells.
Due to this lack of communication, C-1 OB will continue to be gauged but will not be included in
the data set used to construct the potentiometric surface map for the B-zone (Figure 3) in
accordance with recommendations presented in the USEPA Second Five-Year Review.
Figures 2 and 3 show the cone of depression that exists around the groundwater extraction well
PW-01 and indicate that, outside the zone of influence a groundwater mound exists beneath the
northern section of the Site. From the groundwater mound, groundwater flow in the A-zone is
generally to the northeast, with some flow to the southwest toward C-08A and C-25A.

Groundwater flow from the groundwater mound in the B-zone is generally to the southwest with
an eastern and northwestern component.
Pcntachlorophenol Analytical Results
Each groundwater sample was analyzed for pentachlorophenol us111g the USEPA SW-846
Method 8270C; the analytical results are summarized in Table 2. FTS personnel evaluated the
groundwater analytical results and applied any necessary data qualifiers, as summarized in
Table 2. Complete copies of the data evaluation summary and laboratory analytical results are
included in Appendix A. Figures 4 and 5 present isoconcentration contour maps for
pentachlorophenol.
As shown in Table 2, pentachlorophenol was detected in groundwater from four wells (C-l 4A,
C-14B, C-29B, and PW-01) ranging from 2.4 µg/L (C-14B) to 100 µg/L (C-14A) during the
20 IO first semi-annual sampling event. All four of these pentachlorophenol detections exceeded
the remedial goal of I µg/L. These results are consistent with historical data. Appendix B
provides a summary of the historical groundwater analytical results for the Site.
In accordance with the revised program, C-14A, C-14B, C-29B, and PW-01, those wells with
detections of pentachlorophenol above the remedial goal, will be sampled for pentachlorophenol
and dioxin and furans in the 20 IO second semi-annual groundwater monitoring event.
Dioxin and Furan Analytical Results
The Groundwater Monitoring Program requires that dioxin and furan samples be collected semi-
annually and analyzed by USEPA SW-846 Method 8290 from wells that had concentrations of
pentachlorophenol at or above the specified remedial goal during the previous sampling event, or
wells with two or more pentachlorophenol detections in the previous four sampling events.
Therefore, the 20 IO first semi-annual dioxin and furan sampling event included wells C-l 4A, C-
14B, C-29B, M-04, and PW-01. M-04 could not be sampled during the first and second semi-
annual 2009 groundwater monitoring events and therefore was sampled for dioxins and furans
during this event. The dioxin and furan results are summarized in Table 2.
Two monitoring wells, M-l 4A and M-04, historically go dry and/or have turbid samples when
sample collection occurs due the dewatering of the aquifer by the pumping of PW-0 I. The FTS
technicians collected both non-filtered and field filtered samples from these wells (M-14A and
M-04) for dioxin and furans during this sampling event (Table 2).
FTS personnel evaluated the groundwater analytical results and applied any necessary qualifiers
(Table 2). A copy of the lab report is included in Appendix A. Table 3 shows the detected
concentrations of dioxins and furans with their calculated toxicity equivalent quotient (TEQ)
concentration. The TEQ concentration is calculated by multiplying the concentration of each

dioxin or furan by its respective tox1c1ty equivalent factor (TEF). The resulting TEQ
concentrations are then summed for each sample to detennine the total TEQ.
As presented in Tables 2 and 3, 1,2,3,4,6,7,8-HpCDD, OCDD, OCDF, total HpCDD, and total
HpCDF were detected in the non-filtered samples from wells C-14A, M-04, and PW-01.
1,2,3,4,6,7,8-HpCDF was also detected in well M-04. OCDD was detected in the non-filtered
sample collected from well C-14B and in the filtered samples collected from wells M-I 4A and
M-04. No other dioxin or furan compounds were detected in any of the other samples. As
shown in Table 3, the calculated total TEQ from the non-filtered samples for C-14A, C-14B, M-
04, and PW-0 I were 2.849 picograms per liter (pg/L), 0.057 pg/L, 5.008 pg/L, and 2.1891 pg/L,
respectively. In comparison, the calculated total TEQ values from the filtered samples for C-
14A (0.036 pg/L) and M-04 (0.081 pg/L) were significantly lower. All of the TEQ values
reported were well below the remedial goal of 30 pg/L.
In accordance with the Groundwater Monitoring Program, dioxin and furan sampling are
scheduled to occur semi-annually from wells with pentachlorophenol detections above the
remedial goal or wells with two or more pentachlorophenol detections in the previous four
sampling events. Therefore, wells C-l 4A, C-l 4B, C-29B, and PW-0 I will be scheduled for
sampling during the second semi-annual 2010 sampling event. Beazer requests that USE PA
respond to Beazer's July 2007 request to eliminate dioxins and furans from the Groundwater
Monitoring Program, as there hasn't been a TEQ exceedance since 2006.
Operational Summary
The groundwater extraction system was designed to extract 5 gallons per minute (gpm), but
currently operates at only approximately 1.5 gpm. The extraction well is completed in fractured
bedrock (30 to 49 feet bgs) and the current pumping rate represents the maximum pumping rate
for the bedrock fonnation. Potentiometric maps (Figures 2 and 3) and isoconcentration figures
(Figures 4 and 5) indicate that the groundwater extraction and treatment plant captures the
pentachlorophenol plume. Fluctuations in pentachlorophenol concentrations are attributed to
fluctuating groundwater elevations. Review of the Site groundwater data indicates that while the
pentachlorophenol plume is stable, the current extraction system appears to be at steady state and
unable to significantly reduce the residual Site plume 4.
Beazer has proposed to enhance the groundwater remedy by using in-situ chemical oxidation
(ISCO) in a pilot test to accelerate the remediation of residual pentachlorophenol plume (Work
Plan)5. USEPA has approved the Work Plan, and the NCDENR has issued an Underground

Injection Control (UJC) pennit6 which is required for the implementation of this remedy. The
pilot study was initiated the week of May 24, 20 IO with pumping well PW-0 I being turned off.
Baseline (pre-injection) sampling of wells (C-l 4A, C-14B, C-29B, and PW-0 I) is scheduled to
occur the week of June 21, 20 IO with the sodium persulfate injections to occur the week of
June 28, 2010. Post-injection sampling of wells (C-14A, C-14B, C-29B, and PW-01) will follow
at the frequency of I week, 2 weeks, 6 weeks, and IO weeks and for a maximum of three
quarterly events described in the Work Plan. The results of the pilot test monitoring will be used
to evaluate remediation effectiveness and will be evaluated to detennine potential need for a
reapplication. The pilot test results will be presented in an effectiveness evaluation report.

Sample Receiving:
TestAmerica's Pittsburgh laboratory received samples on February 17, 2010. The coolers
were received within the proper temperature range.
If project specific QC was not required for samples contained in this report, when batch
QC was completed on these samples, anomalous results will be discussed below.
GC/MS Semivolatiles:
Due to the concentration of target compounds detected, sample C-14A was analyzed
undiluted and at a dilution. Both sets of results are reported.
All non-CCC compounds that have> 15% RSD were evaluated to see if a better curve
could be drawn using a quadratic curve. All compounds <30% RSD will use an average
response factor curve if no visible improvement is accomplished using a quadratic curve.
A quadratic curve will be used for a compound where it is determined to be the "best-fit"
evaluation.
Dioxins:
TestAmerica's West Sacramento laboratory performed the dioxin analysis. All results are
included in the report.
The matrix spike duplicate of sample PW-0IC recovered outside control limits for
OCDD.
