results of the first quarter 2002 groundwater monitoring event at the former Koppers Company Site
in Morrisville, North Carolina (Site). This report documents the field and laboratory results of the
groundwater monitoring event performed on February 18 and 19, 2002.
Groundwater Monitoring Program-First Quarter 2002
Based on Proposed Remedial Action Groundwater Monitoring Program requirements, the first
quarter 2002 monitoring event included the:
• Gauging of 50 monitoring wells (Figure 1 ): 35 on-site wells and 15 off-site wells
• Sampling of thirteen on-site wells: C-09B, C-I0A, C-1013, C-1 IB, C-12A, C-13B, C-
l4B, C-15B, C-27A, C-2713, C-28A, C-2913, and PW-01
RETEC found that wells C-01 B and M-04A (usually included in the program) were dry and could
not be sampled. In addition, although well C-l4A is usually included in the groundwater sampling
program, RETEC found that the volume of water present in this well was not sufficient to generate a
sample.
Groundwater Elevation and Direction of Flow
Groundwater elevations for the A-, B-, and C-zone wells, as measured on February 18, 2002, are
presented in Table I. Between 2000 and 2002, a temporary building was placed over well C-1 IA,
and RETEC was unable to gauge the well. However, this temporary building was recently removed
and (as shown on Table I and Figure 2) RETEC gauged the well during this sampling event.
Also during this first quarter sampling event, the depth to groundwater in well C-0 I B exceeded 100
feet. Since the water-gauging meter tape purchased for this project was l00 feet long, the depth to
water in this well was not measured. Should future measurements indicate that the depth to water in
this well continues to exceed l00 feet, RETEC will provide a water-gauging meter with a 150-foot
tape.

Please note, however, that well C-01B and well C-I0B have historically had widely divergent
groundwater elevations compared to adjacent B-zone wells. These two wells are 35 to 95 feet deeper
than the deepest B-zone well. The intervals screened and the historic groundwater elevations
measured in these wells indicate that they are monitoring a zone that does not communicate with the
rest of the B-zone wells. Due to this lack of communication, well C-0IB and well C-I0B will
continue to be gauged, but will not be included in the dataset used to determine the potentiometric
surface for the B-zone (Figure 3).
The groundwater elevations presented in Table I were used to construct the A-B-and C-zone
groundwater potentiometric surface maps shown in Figures 2 through 4. Figures 2 and 3 show the
cone of depression that exists around the pumping well (PW-I) and indicate that, outside of the zone
of influence, groundwater flow is generally to the northeast and south-southwest. The high
variability in the C-zone groundwater elevations indicates that these wells are screened in isolated
fracture zones within the bedrock, as seen on Figure 4.
Phenolic Analytical Results
Each groundwater sample was analyzed for pentachlorophenol and 2,4-dichlorophenol using the
United States Environmental Protection Agency (USEPA) Method 8270C-Select Ion Monitoring.
RETEC personnel validated the groundwater analytical results and applied the necessary data
qualifiers, as summarized in Table 2. We also provide a complete copy of the laboratory analytical
results in Appendix A.
The record of decision for this Site requires that groundwater meet the following cleanup standards:
• I (microgram per liter) µg/L for pentachlorophenol
• 20 µg/L for 2,4-dichlorophenol
As shown in Table 2, pentachlorophenol was detected in groundwater sampled from wells C-29B and
PW-01. Both of these pentachlorophenol detections exceed the pentachlorophenol cleanup standard
of I µg/L; however, 2,4-dichlorophenol was not detected in any of the samples analyzed during this
event.
In accordance with the USEPA-approved Groundwater Monitoring Program, RETEC will continue
to collect quarterly samples from all wells with pentachlorophenol and/or 2,4-dichlorophenol results
above the specified cleanup levels. This sampling will continue until the concentrations of
pentachlorophenol and 2,4-dichlorophenol meet the cleanup levels for four consecutive sampling
events.
Since pentachlorophenol was detected in groundwater sampled from C-29B and PW-01, these wells
will be sampled as part of the second quarter monitoring event.
Pentachlorophenol was not detected in well C-14B for the third consecutive quarter. Well C-14B
will be sampled in the second quarter and will continue to be sampled until there are four consecutive
quarters with results reported below the specified cleanup levels.

Also during the second quarter of 2002, RETEC will attempt to sample well C-14A. Although this
well is on the quarterly sampling schedule, it was dry, and RETEC was unable to sample it during the
last two monitoring events.
Dioxin and Furan Analytical Results
Dioxin and furan sampling occurs on a semiannual basis (in a subset of wells) and will occur during
the second and fourth quarters of 2002. RETEC will collect dioxin and furan samples from wells
that have concentrations of pentachlorophenol at or above the specified cleanup levels during the
previous sampling event, or wells with two or more quarterly pentachlorophenol detections in the
previous four quarters. Therefore, the next dioxin and furan sampling event (second quarter 2002)
will include wells C-l4A, C-29B, and PW-01.
Operational Summary
The groundwater extraction system is currently pumping at its optimum. The aquifer's low yield will
not support a pumping rate greater than 2 gallons per minute, nor will the low yield of the aquifer
support the "pulsing" of the system.
Quarterly review of the groundwater analytical results indicates that the concentrations of
constituents of interest are neither increasing nor decreasing in groundwater collected from the three
remaining wells with groundwater impact. Monitoring will continue in order to determine if and
when the levels of impact begin to decrease.

The Raleigh Q 1-02 data report from Severn Trent Laboratories, Inc. -Pittsburgh was
evaluated using USEPA National Functional Guidelines and USEPA method
specifications. Each issue requiring comment and/or data qualification is addressed
below. All results were accepted without qualification.

Sample Collection, Receipt, and Log-In

Sample Collection: Wells C-OIB, C-14A, and M-04 were dry. Samples
could not be collected for these wells.
Sample Receipt: Samples were received by the laboratory in good
condition and within the optimal temperature range of 2-6° C.
Pentachlorophenol and 2,4-Dichlorophenol by SW-846 method

Dilutions/Reporting Limits: Sample C-29B was analyzed at a I 0-fold dilution due
to the high concentration ofpentachlorophenol. This caused the reporting limit
of 2,4-dichlorophenol to be elevated.
Sample PW-01 was analyzed at a secondary two-fold dilution because
pentachlorophenol exceeded the calibration range of the instrnment. For this
reason, the pentachlorophenol result from the original analyses was qualified "E"

by the laboratory. The pentachlorophenol result from the secondary dilution was
acceptable and must be used.
Due to insufficient sample volume, sample C-14B and the equipment blank (EB)
were extracted using smaller sample aliquots. This caused the reporting limits to
be slightly elevated. There were no positive hits (no signal) between the required
method detection and the elevated reporting limits.
Field Duplicate Samples
Samples PW-01 and DUPO! were the primary and field duplicate samples
collected for this round. All positive results are presented in the table below. No
data qualifications are required based on the relative percent difference (¾RPD)
of field duplicate sample data. However, the results are presented in the table
below to evaluate precision and sample homogeneity. A ¾RPD greater than the
advisory limit of 50% is an indication of sample heterogeneity with respect to
that compound, poor field precision and/or poor laboratory precision.

STL Pittsburgh, PA received samples on February 20, 2002 in good condition. The
cooler was within the proper temperature range.
GC/MS Semivolatiles SIM:
Due to the concentration ofpentachlorophenol detected, sample PW-01 was analyzed
undiluted and at a 2X dilution. Both sets of results are reported.
Samples C-l 4B and EB had the reporting levels elevated due to the insufficient amount
of sample provided for extraction.
