Flaherty, Secretar . October 28, 1987 ·As per your request (copy enclosed) we have conducted an investigation of the subject water supply system. An inorganic chemical check sample was collected from the well. The system consists of a single 6-inch drilled well which is 225 feet deep, hydropneumatic storage and distribution piping to supply 12 connections. The . system is not known to be a Conmrunity Public Water System and.is not on our inventory. The well head was found to be sanitary with no obvious potential sources of contamination nearby. No approved alternative source of supply is available. The system is adjacent to a hazardous waste Superfund site (Celanese Fiber in the Earl Conmrunity) and the well has been used for groundwater monitoring. The EPA Athens laboratory had reported an arsenic concentration of 0.067 mg/1. Analysis of our sample collected from the well head indicated an arsenic concen- .tration of 0.09 mg/1 (copy enclosed). These findings are· not surprising. Excessive arsenic is not uncommon in deep wells in that portion of Cleveland County, probably due to natural deposits of the metalloid. We have n_o evidence that the arsenic is related to the hazardous waste site. You may recall that in April, 1987 we approved the use of bored wells at the Cleveland County No. 3 Elementary School. The school is in the same vicinity and water from a new drilled well there was found to contain excessive arsenic. Arsenic. levels in water from the shallower bored wells were found to be satis- factory. • • Mr. W. E. Venrick October 27, 1987 Page 2 The system does not now fall under our jurisdiction. While we will gladly provide assistance, we feel that the local health department should play a direct role in further monitoring or in making specific recommendations to correct the situation. In a smaller area of the facility during the 1960s, combustible materials, including oils and solvents, were open- burned. Samples of groundwater monitoring wells on the facility have revealed organic contamination in the ppm range. The closest private well is located approximately 1500 feet downgradient of the highest contaminated well. Highway 198 Site Dear Ms. Sutton: In response to Mr. Devine's letter of April 13, 1984, the following information is provided which augments that previously submitted to EPA on a Notification of Hazardous Waste Site form in July 1983. 1) A GC/MS scan was run on groundwater from monitoring well 0-25 in June of 1983 to try to identify the organic compounds that were contributing to higher than background Total Organic Compound (TDC) readings for this well. The complete map was submitted with the plant RCRA Part A form; if another copy of the large map is needed please let me know and I will have the consulting engineer make another copy. 3) To the best of our knowledge, no hazardous wastes were buried at this site. We have found evidence of buried metal, including crushed (empty) drums in the field west of well 0-25. 4) During the 1960's some combustible materials, including oils and solvents, were open-burned in the area west of monitoring well 0-25. In the period 1970-78, a number of drums of waste chemicals and solvents, including lab packs, were stored temporarily in this same area, which encompassed approximately 3 acres. We can only speculate that some of the drums may have leaked, as we have no records or personnel recollections that any chemicals were buried in this field. Early this year, several test holes were dug in the field to verify if drums or other containers had been buried; no evidence of chemicals was found, although a large amount of metal, including machinery parts and crushed (empty) drums was found. All drums were removed from the area by 1978 and sent to outside disposal facilities. At the present time, waste drums are stored up to ·go days.in a sma 11 paved and diked storage area south of the processing buildings. The plant is a RCRA generator only, and not a hazardous waste TSO facility. 5) There are no records of the number of drums that were accumulated in the field, but it estimated that the number peaked at two to three thousand about 1975. All drums were removed by 1978. Contents included a variety of liquid and solid hazardous and non-hazardous materials associated with the manufacture of nylon and polyester resins and fibers. We know analyses were done on some of the drums in the mid-1970's; if these data can be located they will be-summai:i.zed and sent to your attention. -,. 6) The drinking (and process) water source for the plant is Buffalo Creek. There are approximately 47 private residence wells within one-quarter mile radius of the plant as indicated on the attached map.
