Concrete Service - Dunn, Certificate of Coverage NCG140037 Harnett County Dear Mr. Allen: On March 25, 2019, a site inspection was conducted for the Concrete Service - Dunn facility located at 401 North Fayetteville Avenue, Dunn, Harnett County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr. Ricky Parker, Plant Manager, and Mr. Donald Blue, Operations Manager, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES General Permit NCG140000 under Certificate of Coverage NCG140037. Permit coverage authorizes the discharge of stormwater and process wastewater from the facility to receiving waters designated as a UT (unnamed tributary) of Stony Run, a Class C;Sw waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG140000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Met with Ricky Parker, Plant Manager, and Donald Blue, Operations Manager, vvho relayed that the facility recently completed a concrete resurfacing project on a portion of the site and that the area was washed off, however the water was directed into the facility's settling basin (reclaimer pit) through concrete swales that were installed as part of the resurfacing project. There was no water in the street at the time of inspection. Mr. Parker and Mr. Blue expressed that another portion of the site would be resurfaced in the near future. Both were advised to ensure that any wash water, rinse water, process water, etc, is directed into the settling basin prior to any discharges as authorized under the NCG140000 permit. Reviewed facility's Stormwater Pollution Prevention Plan (SPPP) and monitoring records under the current permit cycle. The SPPP appeared to contain all permit -required components. Completion of associated documents related to the required annual review and update (spills, employee training, etc.) was discussed. Monitoring records for 2018 when facility ownership changed indicate no discharges. Site observations were made including the settling basin, admixture storage with secondary containment as well as an active project regarding a clogged storm drain on King Avenue and cleaning out of the associated ditch. A recommendation was made to coordinate this project with the City of Dunn. We met with Ricky Parker, Plant Manager, and Dewey Jernigan, Operations Manager, who graciously agreed to host our group for this training inspection. Mr. Jernigan reviewed the current facility contact information and made no changes. Mr. Parker provided the bagfilter 1/M log and the facility's current air permit. He stated no complaints have been received from the surrounding area and there have been no excess emissions. Facility personnel perform daily visual checks of the sources and control device and record the results (including the magnehelic gauge readings) in the logbook. Mr. Parker and Mr. Jernigan escorted us on the tour of the facility. We observed several trucks being loaded out and sand/aggregate bin loading, both with Oho VE. There were no fugitive emissions observed leaving the site and no odors were detected off -site. The small NG- fired boiler (not subject to permitting, NSPS or NESHAP) for heating hot water for concrete batches during the winter months was on site but not operating. A 5 mph speed limit sign is posted and enforced by Mr. Parker to prevent fugitive emissions. And a sign is posted to limit silo filling to a pressure Iess than 12psig to prevent over -pressurizing the system and exceeding opacity limit.
