The assistance of John Gibson- Operator in Responsible Charge (ORC)and Winslow Davis back-up (ORC) was appreciated as it facilitated the inspection process. The following observations were made: NCO029033 Neuse River Wastewater Treatment Plant The City of Raleigh's Neuse River Wastewater Treatment Plant is a 60 MGD facility with treatment components consisting of eight(8) influent pump stations, one(1)32 MG flow equalization basin with two(2) vertical turbine drain, influent pumps, five(5)mechanical bar screens, two(2) Detritor grit removal units, five(5)primary sedimentation basins with oil/grease and scum removal, six(6) fine -bubble aeration basins with biological nitrification and denitrification zones, twelve(12) secondary clarifiers, four (4) aerobic digesters, three (3)gravity belt thickeners, three (3)belt filter presses, four (4)aerated sludge holding tanks, twelve (12) single media tertiary filters with methanol addition for final denitrification, ultraviolet disinfection and flow measures. The Neuse River Wastewater Treatment Plant is located at 8500 Battle Bridge Road in the City of Raleigh, Wake County. Plant discharges into receiving waters designated as the Neuse River classified as C-NSW in the Neuse River Basin. 3. All plant components were inspected and found to be operational with the exception of 4 clarifiers which are out of service for maintenance. 4. Influent sampler temperature was degrees Celcius. 5. Effluent sampler temperature was 3 degrees Celcius. 6. ORC logs were available and well maintained. 7. The plant effluent was clear of visible solids. 8. Standby power is available with the availability to operate the entire plant in the event of a power failure. 9. A review of discharge monitoring report (DMR) for July 2012 was checked with benchsheets and found to be accurate with no discrepancies noted. 10.All Plant components that require audible and visual alarms are connected and monitored at a central control room SCADA system. 11. The facility analyzes process control parameters in settleable solids ,pH, DO, and Sludge Judge. A contract lab is utilized for Bioassay sampling. 12.A contractor removes the grit and grease from the plant. 13.The Neuse River Wastewater Treatment Plant has a parts storage facility that contains necessary parts to repair pumps, Ultraviolet bulbs replacement, equipment, etc. 14.Overall the plant is well maintained and operating properly. City of Raleigh Neuse River WWTP CEI NC00290331NCG011001 Page 3 of 2 NCG0110001 Neuse River Treatment Plant Stormwater The Stormwater Pollution Prevention Plan (SP3) was reviewed and revealed the following: • The plan contained the required general location map that included outfall location and drainage areas. • Employee training documents were included in the (SP3). Training was last conducted on April 2012. Employee training is also on -going with the Moodel system which is an on-line based training. • List of responsible parties for Emergency spill response notification was available for review. • One spill was documented on February 15, 2009. • Plan included Stormwater Facility inspections reports. • Best Management Practices summary, current certificate of coverage, and narrative description of practices were available for review. • (SP3) Plan is being updated annually and as needed. 2. Qualitative Monitoring was conducted on May 9, 2012, and November 15, 2012. 3. Outfall #1, a drain located near the plant was dry at the time of inspection. 4. Outfall #2 was dry at the time of inspection. 5. Outfall #3 was dry at the time of inspection 6. Outfall #4 was clear and flows into a small pond, The pond was nutrient enriched as evident by an algae bloom. As a result of the inspection, I offer the following comments: The Neuse River WWTP is a 60 MGD facility with treatment components consisting of 2 influent pump stations, mechanical barscreens, mechanical grit removal, 33 MG Equalization Basin, 5 primary clarifiers with grease and scum removal, 6 aeration/anoxic basins providing, BOD and nutrient removal, 12 secondary clarifiers, tertiary filters, uv disinfection, flow measurement, gravity belt thickeners, 4 aerobic digestors, 4 aerated sludge holding tanks, 3 belt filter presses and a sludge holding pad. 2. Plant records were checked and found to be satisfactory. 3. Stormwater records were checked and found to be complete. Stormwater plans were in place as required. Stormwater outfalls were inspected. No problems were noted. The Stormwater Pollution Prevention Plan should be reviewed and updated Annually.
