As of February 2013, the Durham Facility has entered Tier 3 status due to four (4) exceedences over the TSS benchmark value. These options have only shown limited improvement in levels of TSS leaving the site. The large volume of run-off, due to impervious surfaces and drainage area size, appears to be "over -powering" these installed options. Below is a list of several improvements that have been used on -site since August 2012: Mr. John Holley, P.E. July 18, 2014 Page 2 of 4 • Re -grading the parking lot near the drop -inlet; • Placing sediment collection bags in the drop -inlets; • Installing new aggregate with fabric at selected areas of parking lot; • Installing rip -rap channels in high flow areas; • installing check -dam; • Placing coir-fiberwattles in channels; and • Moving the outfall monitoring location to the associated stormwater easement associated with the site. In April 2014, S+G took part in a conference call with Waste Industries to discuss additional options to address TSS leaving the site. It was decided that S+G would perform conceptual stormwater modeling and design work to explore the options of on -site storage at the facility, including the analysis of pre- and post -development stormwater discharges from the site outfaR. S+G was also tasked with reviewing City and County Ordinances, as well as, meeting with the City/County to discuss any additional requirements/fees/submittals that may be warranted for implementation of the conceptual design. STORMWATER MOORING AND CONCEPTUAL DESIGN S+G conducted site visits in April and June 2014 to verify the existing conditions to serve as inputs for a HydroCAD model. Culvert sizes, as included in the as -built', were field checked for accuracy while existing grates and drop inlet depths were measured. S+G determined that enough valid information was present to proceed with a HydroCAD model in the design process. One initial design investigated was for a small basin to be constructed in an area on the eastern portion of the property that is currently used for storing plastic trash/recycling bins. However, this initially designed basin would have insignificant storage and therefore not be effective in removing sediment. Other ideas, such as stormwater control wetlands were considered, but not enough land was available. The idea of paving the parking lots was also explored, but rejected due to the expense and the slight increase in the peak discharge that would be expected. The most practical method to prevent future sediment from leaving the site is to build a stormwater basin (basin) near the current discharge point. S+G elected to design a basin that would hold nearly all of the run-off from a 10-year, 24-hour storm event. Because the basin would be a permanent feature, the basin was also designed to route a 100-year, 24- hour storm event without overtopping the banks. The proposed design creates the maximum storage and retention time possible without relocating the permitted discharge point. July 18, 2014 Page 3 of 4 Stormwater Basin Design Information The basin has a drainage area of approximately 15 acres. Most of the drainage area (approximately 14 acres) is gravel parking area, access roads, or buildings. The basin is designed to be constructed in the wooded area north of Stone Park Court (as shown on the attached Figure 1). No excavation is proposed to impinge on the rights of ways of the sewer easement or on the natural gas easement. The total depth of the basin is shown to be excavated to eight (8) feet to the crest, but the western sides will have longer slopes. The side slopes will be at 2.5H:1V. The proposed basin will discharge through existing 18-inch diameter RCP culvert that runs under Stone Park Court. The existing culvert will be extended as necessary to connect to a new 4'x4'x6' concrete riser (Figure 2 attached]. A Faircloth skimmer will be installed at the base of the concrete box. The top rim of the box will be approximately six (6) feet above the invert of the existing culvert. The rim of the box will function as the principal spillway for the basin, creating a surface area of approximately 0,75 acres at the rim elevation. A grass -lined, emergency spillway is proposed to be constructed in existing ground (approximately 1-foot higher than the top of the concrete box). Any flow from the emergency spillway will discharge directly to the property (also owned by Waste Industries) south of the facility; however, no flow is expected in the emergency spillway in a 100-year storm event. The proposed basin design will significantly reduce the discharge from the site, as shown on Chart 1. Most storm events will discharge entirely through the Faircloth skimmer at a constant rate of approximately 0.2 cubic feet per second (CFS). Larger storm events will pass over the rim of the principal spillway. For example, in a 10- year, 24-hour storm event (i.e.. 5.01 inches of precipitation in 24 hours), the existing conditions are calculated to generate a peak discharge of approximately 97 CFS. With proposed basin, the same storm event woutd discharge less than 2 CFS. In a 25- year, 24-Dour storm event (5.93 inches or rain], the peak discharge is reduced from 118 CFS to 6 CFS. Reducing the peak discharge and storing water in the basin will allow sediment to settle before the water leaves the site. During a 25 year storm event, the calculated settling efficiency of the basin is more than 95%. PERMITTING AND ZONING REVIEW(CITY/COUNTY OF DURHAM) In June 2014, S+G met with the City of Durham (Planning/Zoning Department and Stormwater Services) and Durham County (Engineering) to discuss the conceptual design. Fees, submittals, and other requirements that would be foreseeable were discussed during these informal meetings. The results of which are discussed below. To construct the proposed basin, a Level 3 Site Plan will need to be submitted to the City of Durham Planning Department. Subsequently, this plan will be reviewed by other City departments including Stormwater Services. This Site Plan will include: Mr. John Holley, P.E. July 18, 2014 Page 4 of 4 • a letter report presenting the design summary and associated calculations; • nutrient loading calculations (post vs pre development conditions); • a drawing set; and • an erosion and sedimentation control lE&SC) plan Simultaneously, the E&SC plan will be submitted to Durham County Engineering which will start a 30-day "timer" to begin construction. CURRENT PROJECT STATUS Currently, the design is being reviewed and finalized as preparation for submittal to the City and County of Durham, for approval. Waste Industries continues to be pro -active in addressing these stormwater issues present on -site. S+G will notify the Regional Administrator as the design is finalized, subsequently approved, and constructed. Timeline The City Planning Department will take up to 30 days from day of submission to respond. Most likely there wilt be one round of comments followed by another 30 days for Planning to respond. Subsequently final submittal copies of the plans will be submitted for Planning to issue a final approval. S+G estimates this process to take 2-3 months. The submittal to County Engineering turnaround should be fairly quick, approximately 30 days. Please note that these items are submitted simultaneously. Construction time may take up to a month.
