Specifically, the inspection and resultant summary pertained to the NPDES Stormwater General Permit NCG060216 for the facility. We appreciate the time and detail provided with respect to this review. Below I have prepared specific responses to your requests for additional information and clarification. They appear in the order received in your letter. 1. It appears that the Division is satisfied that we have developed, recorded, and properly implemented our Stormwater Pollution Prevention Plan (SPPP). 2. It appears that the Division acknowledges that qualitative monitoring has been conducted and recorded in accordance with permit requirements. 3. The requested analytical monitoring results are enclosed. As of August of this year, we are monitoring monthly per Tier II requirements, however, there was not a qualifying rainfall event in August, so no data is available. September's results, however, are included. With regards to our plan of action to insure Tier II and overall compliance with monitoring parameters, I have included a listing of action items, responsible party, and time frame frames below for your review. 4. Observations made with regards to the site drainage channel, settling basin, and onsite deposits of feed have been included in the plan of action below. We are in the process of evaluating including the materials referenced in this section in our existing residuals solids permit for Bladen and Scotland Counties. This process will take a few months to complete. In the interim, we will use existing and approved disposal services and methods for these materials. This leg is original (1 S years) and is need of replacement due to leaks. This replacement leg is on site and will be installed by end of February. - The site has limited amounts of pavement on the exterior of mill and this makes it a challenge to keep spills picked up as a result we have recently (week of 1-4-2010 purchased a bobcat skid loader to allow us to get these spills picked up in a timely manner. - Roof areas of the mill had an excessive amount of ground grain to the above mentioned ground grain elevator above Action items post inspection - Install new ground grain leg - Supervisors are respo4sible to assign spill areas on a daily basis to be picked up timely & 0 j r• - Clean roof areas V 1-22r10 tok Tier I Laurinburg Feed mill Storm water inspection Date: 8-3-2010 Attendees: Kevin Weston, and Derek McChesney After the recent storm water sample revealed excessive amounts of Cod and Total suspended solids.
