A National Pollutant Discharge Elimination System (NPDES) Application for Coverage under General Permit NCG120000 was submitted to the Division of Water Quality on December 22, 2009 and approved on March 19, 2010, On January 18, 2010, samples were collected from five outfalls for chemical oxygen demand (COD), fecal coliform, and total suspended solids (TSS). The samples were analyzed by ENCO Laboratories, Inc. in Cary, NC. The facility received approximately two inches of rain from January 16-18, 2010. Outfall locations and sedimentation ponds are provided on Figure 1. The signed Stormwater Discharge Outfall Monitoring Report form and accompanying analytical data are attached. Samples collected from Outfall 1 had detections of fecal coliform at 1,500 colonies per 100 ml that exceeded the benchmark value of 1,000 colonies per 100 nil. A small development consisting of mobile homes and several houses is upgradient of the active C&D landfill and adjacent to the northern landfill property boundary. Surface water runoff from the development flows onto the landfill property with some of the flow collected by Sedimentation Pond 1. The fecal coliform exceedance is likely a result from domestic and wild animal waste included in the surface water runoff. Future analytical results will be monitored to determine if any trends appear. Samples collected from Outfalls 1, 4, and 5 had TSS detections at 130 mg/L,160 mg/L, and 200 mg/L respectively. The T55 detections were above the benchmark value of 100 mg/L. The two inches of precipitation created washouts on the western slope of the active C&D landfill that were captured by Sedimentation Pond 1, which is located on Figure 1. The washouts have been repaired and reseeded to stabilize the slope. The TSS exceedances at OutfaIls 4 and 5 are likely attributed to construction activities. The top of the closed Unit 3 municipal solid waste landfill was used for disposal of C&D debris until June 2008. Permanent closure of the Unit 3 landfill began in Iate 2009 and is scheduled to be completed by early summer 2010. As part of the closure, drainage channels lined with riprap were installed to Sedimentation Ponds 3 and 4, which are located on Figure 1. All sedimentation basins and channels associated with the C&D landfill closure project will be cleaned of sediment that has accumulated as a result of construction activities once construction is completed. Disturbed construction areas that have been reseeded may, however, continue to be a source of TSS detections until these areas have stabilized. Samples collected from Outfalls 2 and 3 were below the benchmark values for COD, fecal coliform, and TSS. These outfalls are not located downgradient of active construction areas or the development adjacent to the northern property line.
