In response to your renewal application for continued coverage under stormwater General Permit NCG090000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (COC)
• A copy of General Permit NCGO90000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January i and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Ter 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice(http://portal.ncdenr.org/web/wq/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit

Some of the changes include:
Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sertions 6, C: Failure to perform analytical stormwater mnnitaring may result_ in the Division requiring
that the perrittee begin a monthly sarnplingSdrerne:
• Sections B, C: A lower TSS benchmark of 50 mgf l for HQW, ORW, PNA and 'Tr Waters appiies to these
more sensitive waters.
• Sections 6, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

If any parts, measurement frequencies, or sampling requirements contained in this permit
are unacceptable to you, you have the right to request an individual permit by submitting an
individual permit application. Unless such demand is made, this certificate of coverage shall be
final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or

Stormwater Management Plan

The State of North Carolina requires all facilities apply for a General Permit for Stormwater
Discharges associated with SIC 285 Paints, Varnishes, Lacquers, Enamels, and Allied Products to
submit a Stormwater Management Plan (SWMP). It is the intent of BonaKemi USA (Bona) to
comply with all requirements of the North Carolina Discharge Permit System and reduce or
eliminate pollution to North Carolina's water. This program will describe the steps Bona is taking to
comply with the SWMP requirements.
I. Industrial Activity Description
Bona manufactures and sells hardwood flooring products including finishes (waterborne and
solvent -based), polishes, sealers, stains, cleaners, fillers, and maintenance products. Products
at this facility are handled in two ways:
1) Products are manufactured, processed, and packaged on -site
2) Products are imported in bulk and repackaged into smaller containers on -site
II. Site Map
Attached to this plan are the site maps that describe Bona's facilities. The structure consists
of an office/manufacturing building on approximately 25 acres of land. The building is
divided into offices, warehouse, a research and development laboratory, quality control
laboratory, filling area and a manufacturing area where product is mixed/manufactured
(referred to in this program as "Manufacturing'D. There are approximately 10,209 square
feet of office space and 40,704 square feet used for the remainder of the site activities.
III. Description of Potential Pollutant Sources/Containment
A. Manufacturing
Bona manufactures and processes waterborne products and a small quantity of
solventbased products on site.
The waterborne products manufactured on -site are combined in open -top stainless
steel vessels and then repackaged into smaller containers. The vessels are pressure -
washed and the rinse water is kept in holding tanks to be reused in future batches.
The solventbased products manufactured on -site are combined in either a 55-gallon
drum or in an open -top stainless steel vessel and then repackaged into smaller
containers. Any spills that might occur during manufacturing or packaging are taken
care of by either an absorbent pad designed for oils or a natural mineral absorbent
that is swept into a drum and disposed of in accordance with the city and state
regulations. All production personnel are trained to prevent any solventbased
materials from entering the system.

B. Warehousing
All spills in the warehouse will be contained with absorbent materials. A spill release
center containing necessary materials for containing spills is located the
manufacturing area.
IV. STORMWATER MANAGEMENT CONTROLS AND PREVENTION
A. SWMP Administrator
The Compliance Officer has been designated as the SWMP Administrator and will
be responsible for developing, implementing, maintaining and revising the SWMP.
The Compliance Officer will report to the Director of Research and Development,
who will be ultimately responsible for compliance with all regulations regarding spills
of any kind.
Risk Identification and Assessment
Discussed below are four possible sources that could contribute pollutants to runoff.
1) Loading and Unloading operation — All dock doors are equipped with dock
seals, which prevent precipitation from coming into contact with materials
while being loaded or unloaded. Any spill inside the warehouse is
immediately contained with the spill materials found at the spill response
center. Therefore, no raw materials or manufactured products will be
introduced into the stormwater system.
Receiving of raw materials and other goods takes place at the main dock area
on the east side of the building. Damaged containers which are known to
contain leaking materials will not be accepted for delivery at the Bona facility.
Should a container arrive that does contain leaking material, absorbent socks
will be placed under the trailer to prevent spills to run toward the nearest
storm drain.
2) Outdoor Storage Activity — Atomic Trailers, wooden pallets and metal
housings for totes are temporarily stored outdoors. No manufactured
products are stored outdoors. Thus, none are exposed to precipitation and
will not be introduced into the stormwater system.

Specific liquid raw materials are stored in the tank farm located at the rear of
the facility. These raw materials are not SARA Title II Water Priority
Pollutants. The tanks are surrounded by secondary containment. The
unloading area for the tank farm has a sump pump for pumping material out
of the area under the loading/unloading area. The sump pump is turned off
at all times to ensure that raw material from the tank farm cannot enter the
stormwater discharge. Water from rain events will only be pumped out of
,the containment area when a qualitative inspection has been performed by
the Facilities Manager. If the water does not pass the qualitative inspection;
the water will be allowed to evaporate or be pumped into totes and disposed
of in accordance with local, state, federal regulations.
3) On -site Waste Disposal Practices — Wastewater from manufacturing
processes is collected indoors and is never exposed to precipitation.
Product and raw material containers are disposed of in several ways, none of
which exposes any substances to precipitation.
4) Outdoor Manufacturing or Processing Activities — There are no outdoor
manufacturing or processing activities. Therefore, there is no risk of this
contributing pollutants to stormwater runoff.
B. Monitoring Requirements
BonaKemi USA, Inc. must perform analytical monitoring of the Stormwater
discharges once a year commencing on the effective date of the permit. The
Stormwater discharge will be analyzed for the following parameters.

Bona must submit analytical results no later than 30 days from the date the facility
received the sampling results from the laboratory. Analyticatal results will be
submitted the fitst year and the last year of the permit to the Division. The last year
analytical results will be sent in with the permit renewal application.

C. Preventive Maintenance/Good Housekeeping
All manufacturing at Bona takes place indoors, and the following preventive
maintenance and good housekeeping policies/procedures are in place to ensure
stormwater discharge will not occur:
1) The manufacturing equipment (tanks, hoses, valves) is used daily (Monday --
Friday) and is inspected daily for any potential problems or leaks.
2) The dumpsters in the yard are emptied four times a week and have a lid
attached which is kept closed.
3) Forklifts are inspected on a bi-monthly basis by the manufacturer and are
maintained so as to prevent any fluids from entering the system.
4) The warehouse personnel make every effort to keep the building and yard
clean and free of debris.
D. Spill Response
The Plant Manager will document any spill/leak involving any raw materials or totes
and any other spills greater than 5 gallons.
Maps of the drainage system will be kept in the office of the Facility Manager so that
it may be ascertained whether material has entered the system. Any significant spills
will be reported as per CERCLA, EPCRA, the North Carolina Department of
Health Water Quality Control Division, or other affected local, state and federal
regulations.
The Director of R&D and/or the Vice President of Operations will meet with the
employees involved to discuss how to prevent future such occurrences. The
occurrence will be noted in the Spill Summary Log located in the Compliance Office.
Copies of the Spill Summary Log will be given to: Manufacturing, Purchasing, and
the Vice President of Operations.
E. Employee Training
All warehouse, manufacturing and lab employees are subject to training under the
Stormwater Management Plan. These employees work directly with the chemicals
and therefore must be aware of the potential hazards. Training will be conducted
annually and in conjunction with the Hazard Communications training for new
warehouse, lab and manufacturing employees. The Plant Manager will briefly train
any temporary employee before they start work. Training consists of the following:
1) spill response, 2) good housekeeping, and 3) material management practices.

F. Qualitative Monitoring Requirements (Inspections)
A comprehensive inspection is conducted twice annually by the Compliance Officer
one in the spring (April -- June) and Once in the fall (September — November). The
SWU-242 Qualitative Monitoring Form will be used. The Director of Research &
Development or Vice President of Operations will review and sign off.
The Qualitative Monitoring Form will be sent in with the Analytical Monitoring
Form during the first year of the permit. Subsequent Qualitative Monitoring Forms
will be filed and kept on hand at all times.
