The project site is located at Mills Harris Road in Marshville, North Carolina and is within the Yadkin Pee- Dee River Basin. The entire parcel site is approximately 161.03 acres and consists primarily of farmland with multiple, smaller areas of woods. Stormwater management analysis and design for the proposed development will be performed in accordance to the North Carolina Department of Environment Quality (NCDEQ) Stormwater BMP Manual emphasizing low density development. PROPOSED DEVELOPMENT The proposed Union County Sheriff’s Office Firing Range Project currently consists of a new firing range building with an approximate building footprint of 27,227 square feet as well as a gravel access drive, gravel parking areas, concrete sidewalks, concrete entrance, concrete driveway, storm drainage structures and piping. New work will consist of the construction o f a new Shoot House, a new training pavilion, and a new modular c lassroom buildings. No building demolition for this project is required. STORMWATER REQUIREMENTS The stormwater guidelines for the project site will follow the NCDENR Stormwater BMP Manual for low density development. When completed, the total percentage impervious area for this site, 1.78%, falls below the 24 percent threshold for built- upon area. The table below outlines the impervious site area for Stormwater Quality requirements. Drainage Basin Information Total Site Area 7,014,467 SF Total Project Disturbed Area 335,317 SF Proposed Impervious Area (Built Upon Area) 125,265 SF Percent Impervious Area 1.78 % PRE-DEVELOPMENT CONDITIONS The total disturbed site area is approximately 7.70 acres. The pre-development area was analyzed and the area was accessed to develop the Rational Runoff Coefficient values. The existing site currently drains to Jack’s Branch stream located in the North- East portion of the site. The project area is rated as a minimal flood hazard area categorized as Zone X per FEMA. The hydrologic soil group for the project consists mostly of Group C & D soils determined using the NRCS Web soil survey. See Appendix A for more detailed information for the both the Soil and Flood Zone mapping. The following table summarizes the pre-development drainage conditions associated with the project area. See Appendix B for the Pre-Development Drainage Map. Pre-Development Area Breakdown Area (Acre) Total Area 16.06 Impervious Area 0.03 Pervious Area 22.85 POST-DEVELOPMENT CONDITIONS The stormwater management plan will treat the project area through the use of low density/low impact methods. Stormwater runoff will travel by overland flow to low points and in most locations will be collected by grass swales with side slopes 3:1 or flatter to encourage infiltration. The excess runoff will be collected in the storm drainage pipe network and conveyed to the outlet point of the site. The site stormwater management plan implements and utilizes minimal piping as necessary to handle all runoff. The following table summarizes the post-development drainage conditions associated with the drainage area. See Appendix B for the Post- Development Drainage Map. Post-Development Area Breakdown Area (Acre) Total Area 22.88 Impervious Area 2.88 Pervious Area 20.00 The permanent storm drainage piping system is designed for the 10-year storm event using the Rational Method for rainfall analysis. Rainfall intensity values were taken from the NOAA website and can be found in Appendix A. EROSION AND SEDIMENT CONTROL Erosion control calculations for the Union County Sheriff’s Office Firing Range Project are included in Appendix D. The total land disturbance for this phase of the project is approximately 1.94 Acres. The calculations included are based on the standards and specifications of the North Carolina Erosion and Sediment Control Planning and Design Manual. The scope of this project consists of preparing a gravel road and pad to accommodate the proposed building sites. There are minimal hard surfaces such as sidewalks, parking areas, and driveway entrances. Appendix D includes calculations for the sizing of the erosion control measures described below. Erosion control measures for the project site will include a construction entrance at the entry and exit point of the site off of the main driveway into the site. Silt fencing is to be installed around areas of the site as necessary to prevent loss of sediment. Grass swales, storm drainage piping and inlet structures will be installed to convey and direct all future runoff. During construction all the new inlet structures will be protected by inlet protection measures. At the site discharge point where all stormwater runoff is conveyed, a temporary sediment trap is already installed as part of Phase 1. The sediment trap is a temporary measure to be used during the construction phase and will be removed once the ground has been permanently stabilized. Temporary seeding will be used as applicable to provide ground cover and stabilize disturbed areas during the construction phase. CONCLUSIONS The proposed project will appropriately utilize the NCDENR Low Density Development stormwater standards to address water quality. The peak flow from the 10-year storm event will be diffused in a non-erosive manner with vegetated swales where possible with side slopes of 3:1 or flatter. Minimal storm drainage piping was used as necessary and was sized to adequately convey the 10-year 24-hour storm event. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission.
