Pollution Prevention/Good Housekeeping for Municipal Operations Page 5 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application NARRATIVE APPLICATION SUPPLEMENT: STORMWATER MANAGEMENT PROGRAM The following report for activities relating to stormwater management within the Town of Wendell has been prepared for renewal of the town's NPDES Permit Number NCS000564. The Town of Wendell was issued the permit effective December 1, 2013 for the purpose of managing stormwater runoff. The stormwater management program report is filed with the North Carolina Division of Energy, Minerals and Land Resources (NC DEMLR) and a matter of public record. 1. Storm Sewer Information 1.1 Population Served: 6,285 1.2 Growth Rate: 16.0 % (Ten -Year) 1.3 Jurisdictional and MS4 Service Areas: Corporate Limits: 5.33 sq. mi. Extraterritorial Jurisdiction: 9.55 sq. mi. 1.4 MS4 Conveyance System: The town's stormwater conveyance system consists primarily of collection in swales, ditches, curb & gutter, catch basins, sheet flow and underground piping, from mainly residential and commercial areas, with direct discharge to buffers and streams. The system is maintained by the town's Public Works department. The system is occasionally patrolled to clear debris that would impede the flow of stormwater and to identify any piping failures or excessive erosion. When reports involving piping issues are received, the segments are evaluated and flushed to clear any blockages. Additionally, catch basins are inspected annually and cleared of debris or excessive sediment buildup. The stormwater system for state maintained roads is managed by the NC Department of Transportation. 1.5 Land Use Composition Estimates • Commercial:4.6% • Industrial:1.8% • Residential:20.6% • Open Space: 73.0% L6 TMDL Identification: The Town of Wendell MS4 does not discharge into a TMDL controlled water body. Existing Local Water Quality Programs 3.1 Local Programs: See the table below as a summary of the locally implemented water quality initiatives in the Town of Wendell. Table 3.1 Summary of Existing Local Programs — Town of Wendell, North Carolina Program Summary Open Space Permanently sets aside and saves for public use and enjoyment Protection undeveloped or predominantly undeveloped land which has value for park and recreational purposes, conservation of land or other UDO Chapter natural resources, or has historic or scenic purposes. All residential 7.1, 7.2, 7.3, development is required to preserve open space as part of their 7.5, 2.4 development plans. Lands eligible for this dedication include areas not covered by residential or commercial lots and building lots, dry Environmental detention structures, planting yards, streets, or required setbacks. Survey — UDO Chapter 16. Chapter 7.5 outlines the amount of recreational open space that must be dedicated with the base amount being 500 square feet per bedroom. The Open Space Conservation District is intended to protect areas that are permanently conserved as natural, environmentally or recreationally significant lands. Such areas include parks, wetlands, and areas placed in a conservation easement. The Open Space and Greenway Plan is a comprehensive approach to link green space lands and corridors to all areas of the community while defining a strategy to protect and conserve these Page 7 swu NPDES RPE Stormwater Permit Application corridors and identify parcels and tracts of land in need of protection. Wendell's UDO Chapter 16.3 outlines requirements for environmental survey associated with development activity which allows for the identification of resources for protection. UDO Chapter The Stormwater Permit requires enforceable restrictions on 6.5 and 6.6 property usage that run with the land, such as recorded deed restrictions or protective covenants to ensure that development and redevelopment remains consistent with the approved project plans. Floodplain FEMA requirements apply; ordinance applies to future flood Protection elevations.- UDO Chapter Areas of Special Flood Hazard are those identified by FEMA in its 6.7 Flood Insurance Rate Map(s) for the Town of Wendell dated May 2, 2006. No development or redevelopment is permitted within areas of Special Flood Hazard except for stream bank or shoreline restoration or stabilization, water dependent structures, and public or private projects such as greenways, parks, and their accessary uses. Page 8 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application UDO Chapter Approval of stormwater permits requires enforceable restriction on 6.5 and 6.13 property usage to ensure that future development/redevelopment maintains the site consistent with the approved project plans. The Town's ordinance requires annual maintenance and inspection of stormwater BMPs. The record plat must reference recorded documents instructing the property owner or HOA about annual maintenance tasks and associated costs for at least a 20-year period. The plan must be updated at least every 10 years in perpetuity. 3.2 State Programs: The Town of Wendell currently has the NPDES Phase II Program implemented in its MS4 service area. The program was implemented in 2013. 4. Stormwater Management Program Plan 7.1 Public Education and Outreach on Stormwater Impacts A. Target Pollutant Sources a. Lawn and Gardening: fertilizer and application of lawn care products — Currently targeted by the Clean Water Education Partnership (CWEP). b. Vehicle Washing: Currently targeted by the CWEP. c. Disposal of household chemicals and used oil — Currently targeted by the CWEP. d. Stream Buffers — Currently targeted by the CWEP. e. Litter - Currently targeted by the CWEP. The Town of Wendell is a participant in the Clean Water Education Partnership coordinated by the Triangle J Council of Governments (TJCOG). The town has participated in various events for several years including the Big Sweep and Adopt -A - Highway and plans to continue its participation in similar programs in the future. B. Target Audiences a. Homeowners — Accounts for almost 80 percent of the developed acreage within Town Limits. b. Developers — Construction activities and offsite sedimentation lead to stream water degradation. c. Civic Organizations — Making those involved in the community aware of community programs for stormwater. Page 10 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application The Town of Wendell will continue its participation in the Clean Water Education Partnership. The Partnership conducts numerous TV, radio, website, print and other outreach campaigns throughout the year and provides a summary of each campaign's performance in its annual report. Additionally, the Town of Wendell will continue to employee its website to distribute educational materials and information regarding stormwater issues. 1.2 Public Involvement and Participation The Town of Wendell will present its Stormwater Plan at an upcoming Board of Commissioners Meeting to allow the public an opportunity to review and comment on the plan. The public hearing will be conducted during a regularly scheduled Town Board meeting and must be advertised for at least 10 days prior to the date of the hearing. 7.3 Illicit Discharge Detection and Elimination A. Storm Sewer Map: The town has contracted the services of a vendor to collect field data and develop a map of its storm sewer system. To date, approximately 60 percent of the system has been mapped. The remaining un-mapped portion of the system is being developed. The map is being produced in digital form and paper copies can be produced as needed. Maintenance and verification of the map components will be ongoing. B. Regulatory Mechanism: The Town of Wendell's Unified Development Ordinance (UDO), adopted July 2010, prohibits illicit discharges into the town's storm sewer system. C. Enforcement: The town's Public Works staff periodically surveys the storm sewer system to identify any maintenance needs and to ensure stormwater flows are not impeded. Any evidence of illicit discharges are reported and investigated. Additionally, the Town's Code Enforcement Officer routinely surveys near businesses for evidence of activities that may adversely impact the storm drainage system. If an issue is observed or reported by a citizen, the officer conducts an assessment to determine the source, the level of severity, whether containment is warranted and whether other agencies should be notified. These preemptive actions and consulting with the property owners allows for corrective measures to be taken to eliminate adverse impact to the stormwater system. D. Detection and Elimination: Routine surveys conducted of the stormwater system include older areas within the town's boundaries that may be more likely to contain illicit connections. The Town of Wendell has not detected evidence of illicit connections including floor drains, waste water from washing machines or sanitary sewer lines, wash water from commercial vehicle washing or steam cleaning and septic systems. The conveyance system consists of major open ditch channels that receives all Stormwater conveyed through its underground piped system prior to discharging into receiving streams. Visual methods would be used to trace the source of any illicit discharges detected. Page 11 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application a. Removal of a source of illicit discharge is performed in accordance with the town's UDO Section 6.2. b. Written reports will be generated to document the detection of illicit discharges. The reports will be used in conjunction with the storm sewer system map to plot a historical record of the discharges. The records will be maintained to demonstrate the sources, frequency of occurrences, reduction and elimination of the discharges. E. Non Stormwater Discharges: All categories are allowable. F. Outreach: Training is conducted with applicable town staff on detecting and reporting illicit discharges. Refresher training will be conducted periodically. The town's website will include information to inform the public and local businesses about illegal discharges and improper disposal of waste. The website includes various links including the CWEP website that covers proper disposal of waste. G. Evaluation: The town will continue to maintain historical records of illicit discharges develop and maintain the storm sewer system map and train applicable employees on illicit discharge practices. 7.4 Construction Site Stormwater Runoff Control The Town Wendell employs the State Sedimentation and Erosion Control Program and the DWQ general stormwater permit to reduce pollutants from stormwater runoff from construction activities. Sedimentation and Erosion Control permitting, inspections and site management within the town are performed by Wake County Environmental Services. 7.5 Post -Construction Stormwater Management in New Development and Redevelopment A. Post Construction Stormwater Management in new development and redevelopment is regulated through the Town of Wendell's Unified Development Ordinance adopted July 26, 2010 and the State BMP manual. B. Operation and Maintenance - The Town of Wendell UDO requires a maintenance plan and inspection program for each structural BMP built since the UDO's passage in July 2010. A developer must record, and reference on a recorded plat, a maintenance plan that instructs the lot owner or HOA about the annual maintenance tasks and associated costs for at least a 20-year period. The person responsible for the maintenance of any structural or non-structural BMP is required to submit an annual inspection report to the Stormwater Administrator. Among other items, this report must include a statement that all BMPs are performing properly and are in compliance with the approved maintenance agreement required by ordinance. The town may conduct routine inspections, random inspections, inspections based on complaints or notices of possible violations, or joint inspections with other Page 12 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application agencies inspecting under environmental or safety laws. Inspections may include such things as reviewing maintenance and repair records; sampling discharges, surface water, ground water, or other material in the BMP, and evaluating the overall condition of the BMP. The owner of a structural BMP must keep records of inspections, maintenance and repairs for at least five years from the date of the creation of the record. C. Open Space Protection — The Town of Wendell requires new residential development to dedicate open space at the rate of 500 square feet per bedroom, with an assumption of 3.5 bedrooms per dwelling unit unless otherwise specified. D. Redevelopment - The Town of Wendell's Unified Development Ordinance contains standards for areas of redevelopment. All redevelopment within the Town must have a downstream impact analysis performed. It must also be proven that the stormwater runoff was not increased as a result of the redevelopment. New standards were also enacted as they relate to redevelopment in floodplain areas. Currently no development or redevelopment is allowed within the Flood Hazard or Buffer Zone. Redevelopment in Special Flood Hazard Areas must also meet standards set forth by the state and federal governments. E. Development in Areas with Existing Infrastructure - The Town of Wendell encourages development in areas with existing infrastructure, especially the downtown area. The Downtown Mixed Use (DMX) district is coded to encourage the redevelopment and expansion of the traditional downtown area by having reduced lot and building dimensional requirements; reduced setback requirements; not requiring open space for existing buildings which are redevelopment; and providing a fee in lieu of off-street parking requirements due to the availability of on -street parking in the area. F. Mixed Use Development - The Town of Wendell's UDO is form based code, which by definition, encourages mixed -use development. The UDO established a Downtown Mixed Use district which encourages the use of buildings in the downtown area to be arranged vertically with street level commercial and upper level residential or commercial uses. Higher densities of residential development are encouraged in this mixed use area. G. Street Design - The Town of Wendell's standard street sections incorporate planted median sections with dedicated turn lanes at high -priority intersections with appropriate tapers, rather than continuous center turn lanes. This practice reduces impervious area, while still allowing for appropriate traffic flow and turning movements. All streets are required to be designed to provide for the discharge of surface water from the right-of-way of all streets. In less dense areas, vegetated open swale drainage may be used. As density increases requirements are for either rolled or vertical curb with closed drainage. An exception to the curb and gutter is made for development with lots greater than 15,000 square feet. Streets must also cross natural areas or streams as near to right angles as possible within topographical limits. Page 13 SWU-264 June 17, 2015 NPDES RPE Stormwater Permit Application lieu of curbing so that stormwater may enter landscaped areas designed for bio retention. A portion of the length of the parking stall may also be landscaped rather than paved if the landscaped area is below grade and designed as a bio retention area. 7.6 Pollution Prevention/Good Housekeeping for Municipal Operations The Town of Wendell has identified its Public Works and Parks and Recreation facilities to implement its pollution prevention and good housekeeping measures. The Public Works facility garages the town's heavy equipment and service trucks. Activities at the site include repair, maintenance, equipment fueling, washing and storage of vehicles and equipment. Activities at the Parks and Recreation facility include operation, maintenance and storage of lawn mowers and supplies required for turf management. Applicable town employees have been trained on measures to prevent stormwater pollution. Training includes inspection and maintenance of stormwater devices, secondary containment, material storage, fueling practices and spill containment. Refresher training is conducted periodically.
