HomeMy WebLinkAboutNCS000391_Staff Report_20190710NC Division of Energy, Mineral and Land Resources Review for Permit Renewal — NCS000391 Goodyear Tire and Rubber Company Fayetteville, NC Facility Activities and Process: • SIC Code: 3011— Tires and Inner Tubes • The Goodyear plant in Fayetteville produces radial passenger and commercial vehicle tires. It is the largest tire production facility in North America and the second largest in the world. • The facility has two outfalls that discharge into Cravers Creek, a class WS-IV, B water body, and the Cape Fear River, a class WS-IV water body, in the Cape Fear River Basin. Monitoring Information: • The facility appears to have kept consistent monitoring data. • There have been several exceedances of zinc since 2009. The facility sent a letter to DEQ in October 2014, regarding the zinc exceedances. The facility was in Tier II monitoring due to exceedances. o The facility discharges various process wastewater streams including non -contact cooling waters, cooling tower and boiler blowdown and condensate under NPDES General permit NCG500153. o The facility found incoming water to the plan purchased from the local water utility (Public Works Commission) contains zinc. The utility adds a zinc -based compound as a corrosion inhibitor for its distribution lines. The concentration of zinc in incoming water to the plant measured at 0.55 mg/I. This water is used throughout the plant including feed water to boilers for steam generation and cooling water. o The compliance monitoring point for both plant storm water outfalls is in a location where process waters are also being discharged. Thus compliance monitoring samples taken under the stormwater permit have already been comingled with process wastewaters being discharged. Facility has found no practical method to separate the two discharges. o The facility employs booms at the stormwater outfalls to help keep the creek clean and help remove zinc oxide. During a 2009 inspection, the creek appeared clean with a large number of wildlife observed, including minnows, turtles, etc. • An onsite tank farm stores various oils: rickyine, cherine, sardine, flax, mortite, and urbonine. The oil is hard -piped to the factory and the tank farm has secondary containment inspected per SPCC requirements. • The facility requested Thiram be removed from the new permit as a monitoring parameter: o "In previous years Goodyear purchased this chemical in 50-pound bags and actually mixed it at the plant. Our process changed several years ago, and chemical mixing is now performed by an outside contractor offsite. Chemicals are now shipped to Goodyear in preweigh bags. These mixtures may or may not contain small amounts of Thiram depending on the rubber compound being mixed. TO be clear, we still use this material in mixing rubber however we no longer physically mix the chemical for use in the rubber mixing operation. The risk for spilling this chemical into drain or on the ground a greatly reduced by using preweigh bags. As we no longer purchase and use this material in bulk and no longer have to conduct mixing of this product we would appreciate consideration for removing this pollutant for testing under the storm water permit. Should the testing of this pollutant be required to continue we should note that we have not been able to locate labs that can analyze for this pollutant to a detection level equal to or less than the benchmark value. Based on what we have been able to find our lab can analyze with a detection level of 10 ug/L or 0.01 mg/L." o A final decision will be made during the site visit to see where/how preweigh bags are stored. Surface Water Information: • Neither Cravers Creek nor this section of the Cape Fear River are listed as impaired waters. • Neither Water body has a TMDL. Threatened and Endangered Species: • Atlantic Pigtoe (mussel), endangered; • Roanoke Slabshell (mussel), threatened; • Yellow Lampmussel, endangered.
