Effective May 13, 2019, I, W. Russ Lopatka have been named Plant Manager of the Corning
Wilmington Optical Fiber Facility, replacing Michele M. Holbrook.
I have delegated signature authority to:

Facilities & Maintenance Department Head
and
Carol B. Yates
Environmental Control Supervisor
for the transmittal of all reports required by NPDES Permit No. NCS000076 to discharge waste
water in accordance with the Federal Water Pollution Control Act. This includes signature
authority for other information requested by the Division of Water Resources regarding NPDES
Permit No. NCS000076.
