Norris, PE 1240 19th Street Lane NW Hickory, NC 28601 NORTH CAROLINA Environmental Quality June 21, 2019 Subject: Request for Additional Information Stormwater Permit No. SW5190501 Chatham Charter School — Recreation Fields Expansion Chatham County Dear Mr. Norris: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on May 22, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please note that the project site is located within 5 miles of Siler City Municipal Airport (Section II, 5) See Session Law 2012-200, Part VI for more information regarding BMP types to be used. This does not affect your design as shown, however it should be corrected on the application and kept in mind when designing the Phase II quantity control. 2. Please include the area of the surface waters that exist within the property boundary, for example the unnamed tributary of Blood Run Creek (Section IV, 6). If there are surface waters present on the property site and the total surface water area is less than 0.01 acres, you may write "< 0.01" in this section and treat it as zero for calculation purposes. 3. Please recalculate the Total Project Area and Project Percent of Impervious Area if needed. (Section IV, 7 & 8) 4. Please correct the drainage area information in Section IV, 10. For low density projects, the Total Drainage Area is comprised of only of an Onsite Drainage component, which is the Total Project Area, listed in Section IV, 7. There should not be any off -site drainage areas or off -site impervious areas. 5. Please provide documentation of the qualifications and identity of the individual who made the on -site wetland determination (Section VI, 8, m). The signature and notarization in Section IX is not required. 7. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal While it is not required, it is recommended that the section of the O&M agreement, to be furnished at a later date, regarding the swales be provided. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to July 21, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW5190501 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
