PROJECT NARRATIVE
This project entails adding a new entrance roadway and truck queue lot at the Cargill industrial facility
in Cumberland County, NC (located outside city limits of Fayetteville). The proposed site for these
improvements is across Underwood Road from the existing plant. (A portion of Underwood Road
through the plant, previously a NCDOT maintained road, has been abandoned as a public road and is
now private. See enclosed 'Underwood Road Abandonment Plat'). The proposed project also includes
a new driveway into the existing employee parking lot, a truck probing station, truck weigh scales, and
a separate restroom for truck drivers.
The existing site is flat and the in -situ soils are marginal for construction. Fill material will be brought in
to the site to raise the elevations, improve structural stability, and improve drainage. Although
excessive undercut is not anticipated, some undercutting may be required once grading is underway so
that proper compaction can be achieved.
The property generally drains in two directions: to the west, underneath River Road, and toward an
unnamed tributary to the Cape Fear River; and also to the east, toward Maple Branch, then Locks Creek,
and eventually to the Cape Fear River. The proposed drainage patterns will maintain the existing
patterns to the extent practical.
A portion of the jurisdictional ditch located within the project area (see enclosed 'Wetland Delineation'
map) will need to be permanently and temporarily impacted for this proposed project. Cargill's
environmental consultant, Terracon, has filed permit application with the US Army Corps of Engineers
and NCDEQ for a Nationwide Permit and 401 Certification. See 'Wetland Impact Map' on Sheet 3 of the
Site Construction Plans for details on the proposed impacts.

Cargill is currently operating under NPDES Industrial Stormwater Permit NCG060047. This new project
will be added to this existing Permit. Cargill obtained an NPDES Phase II Stormwater Permit for the
project 'New Office and Maintenance Building' in 2015. The Permit number is SW6150306. The BMP
Grassed Swale 01 for that 2015 project will need to relocated for this project. Enclosed is the 'Proposed
Relocation of Existing Grass Swale' plan for review.
The total property owned by Cargill is 59.66 AC. The total amount of wetland area determined to be on
the property is 2.64 AC. The resulting Project Area is 57.02 AC. The existing built -upon area is computed
into the %BUA calculation per 15A NCAC 02H .1003(1)(b). The amount of new built -upon area is
calculated to be 381,660 SF (8.76 AC). The computed %BUA is 23.4%. A summary of the Built -Upon
Area for this Cargill property can be found on Sheet 2 of the Site Construction Plans.
The % Built -Upon Area classifies this project as low density. The site has been designed with low impact
techniques. Built -Upon Areas have been located away from existing wetlands and have been designed
so that runoff will sheet flow onto the adjacent grass areas and swales. A small portion of curb and
gutter is proposed, but it is 'spill' curb (not collecting runoff). There is a subsurface storm drainage
system proposed to convey drainage underneath the roadways (acting as culverts). There is no built -
upon area is proposed within 30 feet of a perennial stream or wetland with the exception of the
Permanent Impact Area for the Jurisdictional Ditch as shown on the 'Wetland Impact Map' on Sheet 3.
