Since Ken Pickle's retirement, it was easy to lose track of decisions made from the years he was our primary compost operation contact and would visit operations to provide guidance on permitting action. I will make sure this correspondence is in the electronic permit file in Laserfiche for future reference. Based on the recorded decision, this site should continue to comply with the NCG120000 General Permit with additional monitoring from the composting operation as directed by your City management. Unless DEQ determines that this operation should be covered by NCG240000 instead and directs the City to apply for coverage, be sure to maintain this previous correspondence with your stormwater permit records. I also have several meetings and inspections today but should be back in my office mid afternoon. I thought it would be easier to email you. I know we spoke about whether my site needs both an NCG12 and NCG24 permit and I was in the process of completing the NOI application when I stumbled upon an old letter dating to 2013. I have attached it for your reference. According to this letter, since the two permits overlap so much, it was recommended that the city continue to conduct sampling under the NCG12 landfill permit only, instead of trying to conduct sampling for two separate permits, requiring two sets of sampling parameters for the same outfalls. This would supposedly create some confusion in the reporting process. Please note that the composting facility on site has not changed in size or location since the letter was written.
