Menus, PE Stroud Engineering, P.A. 102-D Cinema Drive Wilmington, NC 28403 NORTH CAROLINA £nvironmentaI Qua[ity March 13, 2019 Subject: Request for Additional Information Stormwater Permit No. SW8190113 Bennett Village Apartments New Hanover County Dear Mr. Nobles: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on January 25, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Wet Pond MDC 3: Sediment Storage requires sediment storage to be added after all other MDC are met. The sediment storage space in the bottom of the wet pond should not be used in any other volume calculations (e.g., when calculating the average depth for Wet Pond MDC 2 or the forebay volume percentage for Wet Pond MDC 5). 2. The plans and calculations show the vegetated shelf being submerged; however, the detail sheet says that it is above the permanent pool. Please revise the sheets so that they match. 3. A number of storm drainage structures are shown as having inverts at El. 0.0. Please revise the sheets to show the proposed inverts of these structures. 4. In accordance with General MDC 4, please submit engineering calculations that show that the inlets to the swales and wet pond and the outlet from the wet pond will not have erosion during the 10-year storm. 5. Please show a maintenance access and easement for the wet pond that meets the requirements of General MDCs 8 and 9. Please explain what TB 1 and T132 on the grading sheet represent and how the inlets to the swale will be protected from erosion. 7. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hltps:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to April 12, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW8190113 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
