Laboratory results for these samples are recorded on the attached Discharge Monitoring Report (DMR) forms. Results were less than the permitted benchmarks for all samples. Analytical monitoring is no longer conducted at Outfall #3 as per guidance received during the March 7, 2018 NCDEMLR stormwater inspection. However, visual monitoring is continuing at this outfall. Based on the information, maps provided and our site visit, we are approving this request. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall numbers 001 & 002 as representative outfalls. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please remember that any actions you initiate in response to benchmark exceedances as directed in the tiered response provisions of your permit must address all drainage areas represented by SDO 001 & 002, where appropriate. Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document that representative outfall status has been approved. If changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. Laboratory results for these samples are recorded on the attached Discharge Monitoring Report (DMR) forms. Results were less than the permitted benchmarks for all samples except those collected for aluminum at Outfall #1 and Outfall #2. The aluminum concentration at these two outfalls was greater than the benchmark value of 0.75 mg/L. This places Outfall #1 in Tier 2 status and Outfall #2 in Tier 1 status. The NIEHS plans to perform receiving water sampling, as per the 2012 NCDWQ- approved aluminum resolution proposal, to determine whether aluminum levels at Outfall #1 are impacting the downstream environment. The elevated aluminum levels at these outfalls is likely due to residual sand that was applied on the NIEHS roadways during recent winter storm events. Soil, sediment, sand, and asphalt in central North Carolina all contain'aluminum. Please let me know if you have any questions or would like additional information about these analytical results. Box 12233 Research Triangle Park, N.C. 27709 Website: www.niehs.nih.gov Samples were collected from two NIEHS stormwater discharge outfalls and three downstream locations during a representative storm event on May 21, 2018. Laboratory results for these samples are recorded on the attached Discharge Monitoring Report (DMR) forms. Results were less than the permitted benchmark for aluminum at Outfall 91 and above the benchmark at Outfall #2 as well as at all downstream locations. One sample was collected at a location about 200 feet downstream from each associated outfalI. An additional sample was collected at a point just after the two outfall streams merged into one flowing surface water body. This receiving water sampling was conducted, as per the 2012 NCDWQ-approved aluminum resolution proposal, to determine whether aluminum levels at Outfall #1 are impacting the downstream environment. In preparation, surface roads and parking areas upstream of Outfalls #1 and #2 were thoroughly cleaned to remove sediment and flushed with multiple rainfall events prior to sampling. Results appear to indicate a natural source contribution to aluminum levels since upstream outfall concentrations were less than the downstream locations. The NIEHS has collected about 25 Tier 2 stormwater and soil samples, and performed research to locate the aluminum source over the past 20 years. This effort revealed that our primary aluminum sources are likely the concrete paneling on the building exteriors, flashing and sealant installed on building rooftops, sediment from local feldspar -based soil, and sand used to treat campus bridges during winter weather events. We have not been able to correlate aluminum levels with rainfall intensity, time of year, or industrial and outdoor maintenance activities. As such, the NIEHS requests that Tier II monitoring for aluminum -be -discontinued or reduced in frequency through permit variance or benchmark modification. The aluminum concentration at these two outfalls was greater than the benchmark value of 0.75 mg/L, which places that location in Tier 1 status. The elevated aluminum level at these outfalls is likely due to sediment suspended in the stormwater runoff during this heavy rain event. Laboratory results for these samples are recorded on the attached Discharge Monitoring Report (DMR) forms. Results for all parameters were less than their respective benchmarks or within acceptable ranges. The samples were delivered to the contract lab on December 19, 2016 under the assumption that adequate time for BOD analyses was available. However, due to laboratory closures for the holidays, the BOD analyses were conducted outside of the EPA recommended hold time. Therefore, the NIEHS plans to collect additional BOD samples as soon as a reasonable representative storm event occurs. Laboratory results for these samples are recorded on the attached Discharge Monitoring Report (DMR) forms. Results for all parameters were less than their respective benchmarks or within acceptable ranges except for the aluminum concentration at Outfall #3. The aluminum concentration at Outfall #3 was greater than the benchmark value of 0.75 mg/L, which places that location in Tier 1 status. The elevated aluminum level at this outfall is likely due to sediment suspended in the stormwater runoff during the heavy rain event.' Therefore, Outfall #3 is now in Tier 2 status which triggers monthly sampling for aluminum at this location. The NIEHS stormwater permit mandates analysis for these parameters during the first and last year of the five-year permit term. This is the last year of the current stormwater permit, which expires on June 30, 2002, The NIEHS has requested stormwater permit renewal through an application submitted to your office on December 11, 2001. The field pH of 7.6 was recorded at the time of sample collection, which was within 30 minutes of the initial stormwater discharge from the representative outfall located near Building. All parameters measured during this stormwater analysis were below their respective cut-off concentrations with the exception of aluminum, which had a concentration of 1.11 mg/L. The source of the elevated aluminum concentrations remains unknown. However, aluminum concentrations have steadily decreased since annual analysis commenced at the Building 108 outfall in 1999.
