In reviewing those results and comparing them to the Benchmark Values contained within the permit, it is noted that exceedances are present for COD, Copper, Lead, TSS and Zinc for SDO-001 and Copper and Zinc for SDO-002 Alley. Also, the reporting limit of <0.005 mg/L for Cadmium is above the Benchmark Value in the permit of 0.001 mg/L. If the laboratory you are using cannot report down to that level, you will need to find one that can. As stated in the permit, the Benchmark Values are not limits, but are to be used as a guide to help identify and ultimately eliminate possible sources of pollution. According to your letter, you have contacted Myrick Construction to construct multiple silt barrier/traps ahead of the settling basin as well as installing some additional measures in the drainage ditch between Citation and K & M Machine. The rain event was light, then very heavy for approximately 35 minutes, and then went to a sprinkle for the next 4-5 hours. I was able to collect good samples from SD001 and the catch basin in the alleyway during the first thirty minutes of the discharge but was unable to collect a quantitative sample for SDO02 parking lot drain as this was more sheet flow than a discharge stream. Also, Tri-test shorted the kit by one test sample container for oil and grease. I choose to use the sample for SDO02 alleyway to pull an oil and grease test instead of phenol as this also has run off from the parking area and street. I felt that phenols would be more important on the SD001 sample. I have notified Tri-Test as to the mistake and was assured the kits would be complete next shipment. That being said you will notice on the SD001 results that we were high on a number of areas: - COD, copper, zinc and slightly high in lead. 1 attribute these levels to the extremely high solids in the sample. I know that I saw very high flow at the discharge due to the storm's intensity at sample taking time, approximately 20 minutes into the main rainfall event. These results are not consistent with what we have seen in the past. I feel we must make some improvements to the system to cover when there is extremely heavy flow. I have contacted Myrick Construction and have set up for their company to construct multiple silt barrier /traps ahead of the settling pit. We will also install some measures in the drainage ditch between K & M Machine and Citation Corporation to reduce solids going to SD001. There are other measures I am investigating at this time and we will also be taking another sample prior to spring to see if our efforts are working in controlling releases with benchmark values. We have contracted with Myrick Construction to perform this work, as they were also the company to originally construct the pit. At this time we will be cleaning out the ditch to SD070001 outfall, and also the area at the south end of the property between K & M company and Citation. This will improve flow characteristics from McCaskill Street access to Citation, as the upper end of the ditch going to sediment pit, has built up with sediment. 2.Sand storage area behind plant; we shall reduce the amount of spent sand kept in this area to approximately 200 tons. During your visit there was approximately 2500 tons. We have been.hauling to the landfill weekly to reduce the pile. Also we will grade and gravel the drive area to reduce tracking of sand and mud during wet weather events. This should greatly reduce the sand getting to the catch basin area and in turn to SDO-001. It would be expected that this should greatly reduce carry out of sand from this area to SDO-001 and in turn to Lick Creek tributary. 3.We will continue for the next two rain events to take a sample from catch basin 41-42 are between the buildings to confirm results are acceptable to meet state requirements.
